• தமிழ்நாடு கப்பல் கட்டுமானக் கொள்கை 2026 / TAMILNADU SHIPBUILDING POLICY 2026: தமிழ்நாட்டை நிலைத்த மற்றும் தொழிற்நுட்ப ரீதியாக மேம்பட்ட கப்பல் கட்டுமானத்தில் உலகளவில் முன்னணி மாநிலமாக நிலைநிறுத்த வேண்டும் என்ற உயரிய நோக்கத்துடன் தமிழ்நாடு கப்பல் கட்டுமானக் கொள்கை 2026 வடிவமைக்கப்பட்டு மாண்புமிகு தமிழ்நாடு முதலமைச்சர் அவர்களால் இன்றையதினம் வெளியிடப்பட்டது.
• கப்பல் கட்டுமானம், வடிவமைப்பு, பழுதுபார்த்தல், ஆராய்ச்சி மற்றும் மேம்பாடு, திறன் மேம்பாடு ஆகிய அனைத்தையும் ஒருங்கிணைக்கும் முழுமையான கடல்சார் தொழில் சூழலை உருவாக்குவது இக்கொள்கையின் பிரதான நோக்கமாகும்.
• கப்பல் கட்டுமானத் தளம் (Shipyard), பசுமை கப்பல் மறுசுழற்சி (Green Ship Recycling) மற்றும் கப்பல் உதிரிபாகங்கள் உற்பத்தி போன்ற துறைகளில் (Marine Component Manufacturing) முதலீடுகளை ஊக்குவிக்கும் வகையில், இக்கொள்கை விரிவான ஊக்குவிப்பு கட்டமைப்பை வழங்குகிறது.
• முதலீட்டில் பங்களிப்பு (equity participation), சொத்து குத்தகை (asset leasing), மூலதன மானியம் (Capital Subsidy) மற்றும் உற்பத்தி சார்ந்த ஊக்கத் தொகைகள் (Production-linked Incentives) ஆகியவற்றைக் கொண்ட அமைப்புமுறையிலான ஊக்கத் தொகுப்பு (Structured Package of Assistance) வழங்கப்படும்.
• மேலும், சர்வதேச சுற்றுச்சூழல் ஒப்பந்தங்களுக்கு இணங்கச் செயல்படும் சான்றளிக்கப்பட்ட மறுசுழற்சி நிலையங்களுக்கு மூலதன மானியம் வழங்கப்படும். 
• கப்பல் உபபாகங்கள் உற்பத்தித் துறைக்கு, வளர்ந்துவரும் துறைக்கான (Sunrise Sector) சிறப்பு அங்கீகாரம் வழங்கி, தமிழ்நாடு தொழில் கொள்கை 2021ன்கீழ் ஊக்கச்சலுகைகள் வழங்கப்படும்.
• SIPCOT மற்றும் வ.ஊ.சி துறைமுகம் ஆகிய நிறுவனங்கள் இணைந்து, NSHIPTN என்ற சிறப்பு நோக்க நிறுவனம் (SPV) அமைத்தல், ஒற்றைச்சாளர இணையதளம் மூலம் அனுமதி (single-window project facilitation) மற்றும் இந்திய கடல்சார் பல்கலைக்கழகத்துடன் (Indian Maritime University - IMU) ஒருங்கிணந்து இத்துறைக்குத் தேவையான சிறப்பு படிப்புகள் மற்றும் தொழிற்பயிற்சிநிலையங்கள் (ITIs), பல்தொழிற்நுட்ப கல்லூரிகள், பொறியியல் கல்லூரிகள் மற்றும் மாநில பல்கலைக்கழகங்களின் ஒருங்கிணைப்புடன் பல்நிலை திறன்மேம்பாட்டு அமைப்பு போன்ற நிறுவன ஆதரவுகள் மூலம் இத்துறைவலுப்படுத்தப்படும்.
• இதன் மூலம் உயர்தர வேலைவாய்ப்புகள் உருவாகி, கடற்கரைப் பகுதிகளின் வாழ்வாதாரம் மேம்பட்டு, நீலபொருளாதாரத்தில் உலகளவில் முன்னணி மையமாக தமிழ்நாடு உருவெடுக்கும் வகையில் இந்த தமிழ்நாடு கப்பல் கட்டுமானக் கொள்கை 2026 வெளியிடப்படுகிறது.

• TAMILNADU SHIPBUILDING POLICY 2026: With the lofty objective of establishing Tamil Nadu as a global leader in sustainable and technologically advanced shipbuilding, the Tamil Nadu Shipbuilding Policy 2026 has been formulated and released today by the Hon’ble Chief Minister of Tamil Nadu.
• The main objective of this policy is to create a complete maritime industrial environment that integrates shipbuilding, design, repair, research and development, and skill development.
• The policy provides a comprehensive incentive framework to encourage investments in sectors such as Shipyard, Green Ship Recycling and Marine Component Manufacturing.
• A Structured Package of Assistance comprising equity participation, asset leasing, capital subsidy and production-linked incentives will be provided.
• Moreover, capital subsidy will be provided to certified recycling plants operating in compliance with international environmental agreements. The ship components manufacturing sector will be given special recognition as a growing sector (Sunrise Sector) and incentives will be provided under the Tamil Nadu Industrial Policy 2021.
• SIPCOT and VOC Ports will jointly set up a Special Purpose Vehicle (SPV) called NSHIPTN, single-window project facilitation and institutional support such as specialized courses and industrial training institutes (ITIs) required for this sector in collaboration with the Indian Maritime University (IMU), polytechnic colleges, engineering colleges and state universities, etc. The sector will be strengthened through multi-level skill development organization.
• This Tamil Nadu Shipbuilding Policy 2026 is being released with a view to generating high-quality employment opportunities, improving the livelihood of coastal areas and making Tamil Nadu a leading global hub in the blue economy.
