Siddha Medical University. Governor's opinion on the bill rejected - Resolution passed in the Assembly
- Medical Minister M. Subramanian introduced the Tamil Nadu Siddha Medical University Bill in the Assembly on Wednesday. While giving permission to introduce the bill, Chief Minister M.K. Stalin spoke in the Assembly today: 'Since the Tamil Nadu Siddha Medical University Bill falls under the category of a financial bill, the Governor's recommendation should be obtained to examine it in the Assembly.
- After knowing the public's opinion and taking into account the demands, the draft bill was prepared by the Health Department, checked by the Law Department, checked by the Health Minister in several stages, and a copy of the draft bill was sent to the Governor.
- However, the Governor, not following the usual procedure as per the Constitution, expressed his opinion on some sections of the bill and stated in his message that those opinions should be brought to the attention of the members of the Assembly when it is introduced in the Assembly. This is contrary to the Constitution and our Legislative Assembly Rules.
- When a Bill is being discussed in the Assembly, only the elected members of the Assembly have the power to propose amendments to it, and if the explanations for it are accepted, to withdraw the amendments, or otherwise, to demand a vote.
- The Governor is not given the power to express his views on such a Bill before it is passed by the Assembly. Therefore, this Assembly cannot accept the views contained in the message from the Governor.
- In the tone of this Assembly examining Bills in an ‘inappropriate manner’ or ‘not in an appropriate manner’, the Governor’s use of the word ‘appropriate’ or ‘suitable’, which can mean ‘appropriate’ or ‘appropriate’, is a comment that can diminish the dignity of this Assembly. It is not acceptable.
- The power to enact laws is vested solely in this Assembly. Therefore, I do not want to record those comments here as no member who believes in state autonomy will accept the inclusion of those comments in the minutes of the meeting.
- Therefore, I move a resolution saying, 'This House rejects the Governor's comments and the parts of the message sent by him to the House for consideration of the Tamil Nadu Siddha Medical University Bill, 2025, which may be considered by the House.' All the honorable members should unanimously pass this, said Chief Minister Stalin. Following this, the Chief Minister's resolution was unanimously passed by voice vote.

- Accordingly, Prime Minister Modi today inaugurated projects related to the sectors of industry, power, roads, railways, defense production, petroleum and natural gas. In particular, Prime Minister Modi laid the foundation stone for a project to strengthen the power distribution system at the Kurnool-III Sub-Power Station with an investment of Rs. 2,880 crores.
- Similarly, Modi laid the foundation stone for the Orvakkal Industrial Estate in Kurnool and the Koparthi Industrial Estate in Kadapa at an investment of Rs. 4,920 crore. Following this, the project to build a 6-lane green highway from Chappavaram to Sheelanagar at a cost of Rs. 960 crore, a factory project by Bharat Electronics in Krishna district at an estimated cost of Rs. 360 crore, the Srikakulam-Angul natural gas pipeline constructed by GAIL India Limited at a cost of Rs. 1,730 crore and various railway projects worth Rs. 1,200 crore were laid by Prime Minister Modi today.
