• தமிழக அரசின் விண்வெளி வரைவுக் கொள்கை / TAMILNADU SPACE DRAFT POLICY: தொழில்துறை அமைச்சர் டி.ஆர்.பி.ராஜா, விண்வெளிக் கொள்கை வெளியிடப்படும் என்று சட்டப்பேரவையில் கடந்த ஜூன் 27-ம் தேதி அறிவித்தார்.
• அதைத்தொடர்ந்து, தற்போது தொழில்துறை சார்பில், பொதுமக்கள், துறைசார்ந்த நிபுணர்கள் கருத்துகளை கோரும் விதமாக, தமிழ்நாடு விண்வெளி தொழில் வரைவுக் கொள்கை வெளியிடபட்டுள்ளது.
• இந்த தொழில் கொள்கையைப் பொறுத்தவரை, புத்தாக்கம், முதலீடு ஈர்ப்பு, மாநிலத்தை சர்வதேசஅளவிலும், தேசிய அளவிலும்பொருளாதாரத்தில் சிறந்த மாநிலமாக்கும் கூறுகளை உள்ளடக்கி வடிவமைக்கப்பட்டுள்ளது.
• குறிப்பாக, இந்த கொள்கையில் முதலீட்டை அதிகரிப்பதற்கான மானியங்கள், நிலங்களின் மதிப்பில் ஊக்கத் திட்டம், விண்வெளித் துறையில் குறு, சிறு, நடுத்தர நிறுவனங்களுக்கான ஊக்கத் திட்டங்கள், விண்வெளித் துறை புத்தாக்க நிறுவனங்களுக்கான மாநில மானியங்கள், புத்தாக்க நிறுவனங்களுக்கான சலுகைகள், முதலீட்டு மானியம் ஆகியவை அடிப்படைக் கூறுகளாக உள்ளன.
• தற்போது, இஸ்ரோவின் கூடுதல்ராக்கெட் ஏவுதளம், குலசேகரப்பட்டினத்தில் அமைக்கப்படுகிறது. எனவே, அருகில் உள்ள மாவட்டங்களான மதுரை, தூத்துக்குடி, விருதுநகர், திருநெல்வேலியை மேம்படுத்தும் வகையில், அந்த மாவட்டங்களை 'ஸ்பேஸ் பே' என்று அறிவித்துள்ளதுடன், அந்த மாவட்டங்களில் உள்ள தொழில் நிறுவனங்களை மேம்படுத்த சிறப்பு சலுகைகளையும் வழங்குகிறது.
• மேலும், முதலீடு அடிப்படையில் நிறுவனங்கள், ரூ.50 கோடி முதல் 300 கோடிவரை முதல் வகையாகவும், ரூ.300 கோடிக்கு மேல் இரண்டாம் வகையாகவும் பிரிக்கப்பட்டுள்ளது. 
• கடந்த ஏப்ரல் மாதம் முதல் விண்வெளித் துறையில் முதலீடு செய்யும், குறிப்பாக கிரீன் பீல்டு மற்றும் விரிவாக்க திட்டங்களை கொண்டுள்ள நிறுவனங்களுக்கு சிறப்பு ஊக்கச் சலுகைகள் வழங்கப்படும்.
• 'ஸ்பேஸ் பே'யில் உள்ள நிறுவனங்களுக்கு முதலீட்டு மானியமாக 10 சதவீதம் மற்றும் 7 ஆண்டுகளில் திரும்பிச் செலுத்தும் வகையிலான அவகாசம் வழங்கப்படுகிறது.
• நிலத்தை பொறுத்தவரை, நகரங்களின் தரத்துக்கு ஏற்ப, 50 சதவீதம் வரை நிலத்தின் மதிப்பில் சலுகை வழங்கப்படுகிறது. அதேபோல், நிலம் தொடர்பான பதிவில் முத்திரைக் கட்டண சலுகை, மின்சார கட்டணத்திலும் சலுகை அளிக்கப்படுகிறது.
• அதேபோல், ரூ.300 கோடிக்கு மேல் முதலீடு செய்யும் நிறுவனங்களுக்கு சிறப்பு ஊக்கச் சலுகைகளையும் தமிழக அரசு அறிவித்துள்ளது. மேலும், விண்வெளி தொழில் திட்டங்களுக்கான உதவிகளை வழங்க டிட்கோ நிறுவனம் நியமிக்கப்பட்டுள்ளது. 
• இதன்மூலம், தேவையான அனுமதிகளை தமிழ்நாடு வழிகாட்டி நிறுவனத்தின் ஒற்றைச்சாளர அனுமதிஇணையம் மூலம் பெற முடியும்.மேலும், அனுமதிக்கான கட்டணங்களிலும் 50 சதவீதம் சலுகை அளிக்கப்பட்டுள்ளது.
• குறிப்பாக, புத்தாக்க நிறுவனங்களை விண்வெளித் துறையில் ஊக்குவிக்கும் விதமாக பல்வேறு சலுகைகளை தமிழக அரசு இந்த வரைவுக் கொள்கை மூலம் வெளியிட்டுள்ளது. இக்கொள்கை மீதான கருத்துகள் பெறப்பட்டு விரைவில் வெளியிடப்படும் என தெரிகிறது.

• TAMILNADU SPACE DRAFT POLICY: Industries Minister T.R.P.Raja announced in the Legislative Assembly on June 27 that the space policy will be published.
• Following that, the Tamil Nadu Space Industry Draft Policy has been published on behalf of the industry, seeking comments from the public and sector experts.
• In terms of this industrial policy, innovation, investment attraction, and inclusion of elements that make the state the best state in the economy both internationally and nationally are designed.
• In particular, the basic elements of this policy are subsidies to increase investment, land value incentive scheme, incentive schemes for micro, small and medium enterprises in the space sector, state subsidies for space sector innovation companies, concessions for innovation companies, and investment subsidies.
• Currently, ISRO's additional rocket launch pad is being set up at Kulasekharapatnam. Therefore, in order to develop the nearby districts of Madurai, Thoothukudi, Virudhunagar, Tirunelveli, those districts have been declared as 'Space Bay' and special incentives are given to develop the industrial establishments in those districts.
• Further, on the basis of investment, companies are divided into first category between Rs.50 crore and Rs.300 crore and second category above Rs.300 crore. From last April, special incentives will be given to companies investing in the space sector, especially those with green field and expansion plans.
• Companies in 'Space Bay' are given an investment subsidy of 10 percent and a repayment period of 7 years. In terms of land, up to 50 per cent concession is given on the value of the land as per the standard of the cities. Similarly, stamp duty concession in land related registration, electricity tariff concession is also given.
• Likewise, the Tamil Nadu government has also announced special incentives for companies investing more than Rs.300 crore. Also, DITCO has been appointed to provide assistance for space industry projects.
• Through this, the necessary permits can be obtained through the Tamil Nadu Guideline Corporation's single-door permit website. Also, 50 percent discount has been given on the permit fees.
• In particular, the Tamil Nadu government has released various incentives through this draft policy to encourage innovative companies in the space sector. Comments on this policy are expected to be received and published soon.
