The Union Ministry of Information and Broadcasting introduced major amendments in the Cable Television Rules, 1994
  • The Ministry of Information and Broadcasting yesterday issued a notification to amend the Cable Television Network Rules, 1994. It introduced a procedure for updating the Multi System Operator (MSO) registrations. Also, provisions have been included for cable operators to share infrastructure with broadband service providers.
  • The salient features of the revised rules for MSO registration are as follows:-
  • MSOs have to apply online for registration and renewal of registration through Ministry of Information and Broadcasting Broadcasting Seva portal.
  • MSO registrations are issued or renewed for ten years.
  • The processing fee is Rs.one lakh.
  • Application for renewal of registration must be made within seven to two months before the expiry of the registration.
  • This renewal process is in line with the government's commitment to ease of doing business as it will give assurance to cable operators to continue their services uninterrupted.
  • MSOs whose registration expires within 7 months will have to apply online through the Broadcast Seva portal, the ministry added. If any assistance is required, the helpline number on the portal can be contacted, or an email can be sent to sodas-moiab[at]gov[dot]in.
  • Earlier, only new MSO registrations were granted under the Cable Television Networks Rules, 1994. The rules do not specify the validity period for MSO registrations, nor do they authorize mandatory filing of online applications.
  • Adding a provision regarding sharing of infrastructure by cable operators with broadband service providers will provide dual benefits of improved Internet penetration and efficient use of resources. It will also reduce the need for additional infrastructure for broadband services.
