பிரதான் மந்திரி கனிஜ் க்ஷேத்ரா கல்யாண் யோஜனா / PRADHAN MANTRI KHANJI KSHETRA KALYAN YOJANA: இந்த திட்டம் சுரங்கம் தொடர்பான நடவடிக்கைகளால் பாதிக்கப்பட்ட பகுதிகள் மற்றும் மக்களின் நலனுக்காக வழங்குவதாகும். நாட்டில் மிகவும் உற்பத்தியாகும் சுரங்கப் பகுதிகள் பெரும்பாலும் பட்டியலிடப்பட்ட பழங்குடியினர் வசிக்கும் பகுதிகளாகும்.
அவை முக்கியமாக அரசியலமைப்பின் ஐந்தாவது அட்டவணையின் கீழ் உள்ள பகுதிகளில் அமைந்துள்ளன.
எனவே, PMKKKY பழங்குடியினரின் சுகாதாரம், சுற்றுச்சூழல் மற்றும் பொருளாதார நிலைமைகளைப் பாதுகாப்பதிலும், அவர்கள் வாழும் பகுதிகளில் இருந்து பிரித்தெடுக்கப்படும் பரந்த கனிம வளங்களிலிருந்து பயனடைவதற்கான வாய்ப்புகளை வழங்குவதிலும் மிகுந்த கவனம் செலுத்துகிறது.

செயல்படுத்தல்
பிரதான் மந்திரி கனிஜ் க்ஷேத்ரா கல்யாண் யோஜனா / PRADHAN MANTRI KHANJI KSHETRA KALYAN YOJANA: பிரதான் மந்திரி கனிஜ் க்ஷேத்ரா கல்யாண் யோஜனா (PMKKKY) அந்தந்த மாவட்டங்களின் மாவட்ட கனிம அறக்கட்டளைகளால் (DMFs) DMFக்கு சேரும் நிதியைப் பயன்படுத்தி செயல்படுத்தப்படும்.
சுரங்கங்கள் மற்றும் கனிமங்கள் (வளர்ச்சி மற்றும் ஒழுங்குமுறை) திருத்தச் சட்டம், 2015, சுரங்கம் தொடர்பான நடவடிக்கைகளால் பாதிக்கப்பட்ட நாட்டில் உள்ள அனைத்து மாவட்டங்களிலும் மாவட்ட கனிம அறக்கட்டளைகளை (DMFs) அமைக்க வேண்டும்.
DMF களுக்கு சுரங்கத் தொழிலாளர்கள் செலுத்த வேண்டிய பங்களிப்பு விகிதங்களை மத்திய அரசு அறிவித்துள்ளது. அனைத்து சுரங்க குத்தகைகளும் ஜனவரி 12, 2015 க்கு முன் (திருத்தச் சட்டம் நடைமுறைக்கு வரும் தேதி) செயல்படுத்தப்பட்டால், சுரங்கத் தொழிலாளர்கள் DMF க்கு செலுத்த வேண்டிய ராயல்டியில் 30% க்கு சமமான தொகையை வழங்க வேண்டும். 12.01.2015க்குப் பிறகு சுரங்க குத்தகைகள் வழங்கப்பட்டால், பங்களிப்பு விகிதம் செலுத்த வேண்டிய ராயல்டியில் 10% ஆக இருக்கும்.
இந்த பங்களிப்பின் மூலம் உருவாக்கப்படும் நிதியைப் பயன்படுத்தி, DMF கள் PMKKKY ஐ செயல்படுத்தும் என எதிர்பார்க்கப்படுகிறது. இந்த பங்களிப்பு விகிதங்கள் மூலம், நாட்டின் தற்போதைய ராயல்டி வசூலின் மூலம், பல்வேறு மாநிலங்களின் சுரங்கப் பகுதிகளில் PMKKKY செயல்படுத்துவதற்கு கிட்டத்தட்ட ரூ.6000 கோடி பயன்படுத்தப்படும் என்று எதிர்பார்க்கப்படுகிறது.
MMDR சட்டம், 1957 இன் பிரிவு 20A இன் கீழ், PMKKKY ஐ செயல்படுத்துவதற்கான வழிகாட்டுதல்களை வகுத்து, மாநில அரசுகள் DMF க்காக அவர்கள் உருவாக்கிய விதிகளில் அதை இணைக்குமாறு மாநில அரசுகளுக்கு மத்திய அரசு உத்தரவு பிறப்பித்துள்ளது.

PRADHAN MANTRI KHANJI KSHETRA KALYAN YOJANA: This programme meant to provide for the welfare of areas and people affected by mining related operations. The most productive mining areas in the country are largely areas inhabited by scheduled tribes.
They also are mainly located in the areas covered by the Fifth Schedule of the Constitution. The PMKKKY is, therefore, very sharply focused on safeguarding the health, environment and economic conditions of the tribals and providing them with opportunities to benefit from the vast mineral resources that are extracted from the areas where they live.
Objectives
PRADHAN MANTRI KHANJI KSHETRA KALYAN YOJANA: The overall objective of PMKKKY scheme include
to implement various developmental and welfare projects/programs in mining affected areas, and these projects/ programs will be complementing the existing ongoing schemes/projects of State and Central Government;
to minimize/mitigate the adverse impacts, during and after mining, on the environment, health and socio-economics of people in mining districts; and
to ensure long-term sustainable livelihoods for the affected people in mining areas.
Implementation
PRADHAN MANTRI KHANJI KSHETRA KALYAN YOJANA: The Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) will be implemented by the District Mineral Foundations (DMFs) of the respective districts using the funds accruing to the DMF.
The Mines and Minerals (Development & Regulation) Amendment Act, 2015, mandated the setting up of District Mineral Foundations (DMFs) in all districts in the country affected by mining related operations.
The Central Government has notified the rates of contribution payable by miners to the DMFs. In case of all mining leases executed before 12th January, 2015 (the date of coming into force of the Amendment Act) miners will have to contribute an amount equal to 30% of the royalty payable by them to the DMFs. Where mining leases are granted after 12.01.2015, the rate of contribution would be 10% of the royalty payable.
Using the funds generated by this contribution, the DMFs are expected to implement the PMKKKY. By these rates of contribution, it’s expected that with current level of royalty collection in the country, nearly Rs.6000 crore would be utilized for the implementation of PMKKKY in mining areas of different States.
The Central Government has issued a directive to the State Governments, under Section 20A of the MMDR Act, 1957, laying down the guidelines for implementation of PMKKKY and directing the States to incorporate the same in the rules framed by them for the DMFs.
