பிரஹார் (PRAHAAR) என்ற பெயரில் தேசிய தீவிரவாத எதிர்ப்பு கொள்கை / PRAHAAR ANTI TERRORIST POLICY

• பிரஹார் (PRAHAAR) என்ற பெயரில் தேசிய தீவிரவாத எதிர்ப்பு கொள்கை / PRAHAAR ANTI TERRORIST POLICY: தீவிரவாதத்துக்கு எதிராக மத்திய அரசு மிகுந்த உறுதியுடன் செயல்பட்டு வருகிறது. இதன் ஒரு பகுதியாக பிரஹார் (PRAHAAR) என்ற தேசிய தீவிரவாத எதிர்ப்பு கொள்கை வெளியிடப்படுகிறது' என்று தெரிவித்துள்ள மத்திய உள்துறை அமைச்சகம் விவரித்துள்ள அதன் முக்கிய அம்சங்கள்:
• தீவிரவாத தாக்குதல்களை முன்கூட்டியே தடுத்து இந்திய மக்களை பாதுகாக்க நடவடிக்கை எடுக்கப்படும்.
• தீவிரவாத தாக்குதல்களின்போது அதிவிரைவாக பதிலடி கொடுக்கப்படும்.
• தீவிரவாதத்துக்கு எதிராக அரசின் அனைத்து துறைகளும் ஒன்றிணைந்து செயல்படும்.
• தீவிரவாத அச்சுறுத்தல்களால் பாதிக்கப்படும் மக்களுக்கு தேவையான மனிதாபிமான உதவிகள், சட்ட உதவிகள் கிடைக்க நடவடிக்கை எடுக்கப்படும்.
• நாட்டின் அனைத்து பகுதிகளில் இருந்தும் தீவிரவாதம் வேரறுக்கப்படும்.
• தீவிரவாதத்துக்கு எதிராக உலக நாடுகளுடன் இந்தியா ஒன்றிணைந்து செயல்படும்.
• தீவிரவாதத்தால் பாதிக்கப்படும் பகுதிகளில் விரைந்து மறுசீரமைப்பு பணிகள் மேற்கொள்ளப்படும்.
• பஞ்சாப், காஷ்மீர் உள்ளிட்ட பகுதிகளில் செயல்படும் தீவிரவாதிகளுக்கு அண்டை நாடுகளில் இருந்து ட்ரோன்கள் மூலம் ஆயுதங்கள், வெடிகுண்டுகள் விநியோகம் செய்யப்படுகிறது. இதை தடுக்க பல்வேறு நடவடிக்கைகள் எடுக்கப்பட்டு வருகின்றன.
• தீவிரவாத குழுக்களால் ரசாயன, உயிரி, அணு குண்டு, வெடிகுண்டு, சைபர் தாக்குதலுக்கான அச்சுறுத்தலும் நீடிக்கிறது. இதை முன்கூட்டியே தடுக்க தேவையான நடவடிக்கைகள் எடுக்கப்படும். இத்தகைய தீவிரவாத அச்சுறுத்தல்களை முறியடிக்க ட்ரோன்கள், ரோபோக்கள் பயன்படுத்தப்படும்.
• நாட்டின் எரிசக்தி நிலையங்கள், ரயில்வே கட்டமைப்புகள், விமான நிலையங்கள், துறைமுகங்கள், இஸ்ரோ கட்டமைப்புகள், அணுசக்தி கட்டமைப்புகளின் பாதுகாப்பை உறுதி செய்ய நடவடிக்கை எடுக்கப்படும்.
• மத்திய, மாநில, மாவட்ட அளவிலான தீவிரவாத தாக்குதல்களை தடுக்க உளவுத் துறை, மத்திய பாதுகாப்புப் படைகள் ஒருங்கிணைந்து செயல்படும்.
• தீவிரவாதிகளை எதிர்த்துப் போரிடும் பாதுகாப்புப் படை வீரர்களுக்கு தேவையான அதிநவீன ஆயுதங்கள், தொழிநுட்பங்கள் வழங்கப்படும்.
• தீவிரவாதத்தால் பாதிக்கப்படும் பகுதிகள், மக்களுக்கு தேவையான மனிதாபிமான, சட்ட உதவிகள் கிடைக்க நடவடிக்கை எடுக்கப்படும்.
• தீவிரவாத குழுக்களில் இந்திய இளைஞர்கள் இணைவதை தடுக்க அதிதீவிர நடவடிக்கை எடுக்கப்பட்டு வருகிறது. தீவிரவாதத்துக்கு ஆள் சேர்க்கும் நபர்கள், குழுக்கள் மீது மிகக் கடுமையான நடவடிக்கை எடுக்கப்படும்.
• மதத் தலைவர்கள், தன்னார்வ தொண்டு அமைப்புகள் மூலம் இளைஞர்களை நல்வழிப்படுத்த விழிப்புணர்வு பிரச்சாரம் மேற்கொள்ளப்படும். குறிப்பாக இளைஞர்களின் கல்வி, வேலைவாய்ப்புக்கு முக்கியத்துவம் அளிக்கப்படும்.
• தீவிரவாதத்தால் பாதிக்கப்படும் பகுதிகளில் அதிவிரைவாக மீட்புப் பணிகளை மேற்கொள்ள நடவடிக்கை எடுக்கப்படும்' என்று தேசிய தீவிரவாத எதிர்ப்பு கொள்கையில் தெரிவிக்கப்பட்டுள்ளது.

• PRAHAAR ANTI TERRORIST POLICY: The central government is working very hard against terrorism. As part of this, the National Counter-Terrorism Policy called PRAHAAR is being released,' the Union Home Ministry has said. Its main features have been described as follows:
• Steps will be taken to prevent terrorist attacks in advance and protect the people of India.
• A prompt response will be given during terrorist attacks.
• All government departments will work together against terrorism.
• Steps will be taken to provide necessary humanitarian assistance and legal assistance to people affected by terrorist threats.
• Terrorism will be eradicated from all parts of the country.
• India will work together with the world against terrorism.
• Rapid reconstruction work will be carried out in areas affected by terrorism.
• Weapons and explosives are being supplied to terrorists operating in areas including Punjab and Kashmir from neighboring countries through drones. Various measures are being taken to prevent this.
• The threat of chemical, biological, nuclear, bomb and cyber attacks by terrorist groups also persists. Necessary measures will be taken to prevent this in advance. Drones and robots will be used to thwart such terrorist threats.
• Steps will be taken to ensure the security of the country's power plants, railway infrastructure, airports, ports, ISRO infrastructure and nuclear power infrastructure.
• The intelligence department and the central security forces will work together to prevent terrorist attacks at the central, state and district levels.
• The security forces fighting terrorists will be provided with the necessary sophisticated weapons and technologies.
• Steps will be taken to provide humanitarian and legal assistance to the people in areas affected by terrorism.
• Extreme measures are being taken to prevent Indian youth from joining terrorist groups. Strict action will be taken against individuals and groups who recruit people for terrorism.
• Awareness campaigns will be carried out through religious leaders and voluntary organizations to guide the youth in the right direction. Particular emphasis will be placed on the education and employment of youth.
• Steps will be taken to carry out rescue operations as quickly as possible in areas affected by terrorism, the National Counter-Terrorism Policy states.
