தமிழ்நாடு அரசின் 2026-27 இடைக்கால பட்ஜெட் / TAMILNADU INTERIM BUDGET 2026 - 2027: தமிழ்நாடு அரசின் இடைக்கால பட்ஜெட் தாக்கல் செய்யப்பட்டு வருகிறது. அரசின் பதவிக்காலம் விரைவில் முடிவதால் இந்த பட்ஜெட் வழக்கமான முழு பட்ஜெட்டாக இல்லாமல் இடைக்கால பட்ஜெட்டாக அமைகிறது.
இடைக்கால பட்ஜெட்டில் புதிய அரசு அமைவது வரையிலான அரசின் செலவினங்களுக்கான நிதிஒதுக்கப்பட்டு அதற்கான ஒப்புதல் பெறப்படும்.
இந்நிலையில் 2026-27ஆம் ஆண்டுக்கான இடைக்கால பட்ஜெட்டை நிதியமைச்சர் தங்கம் தென்னரசு தாக்கல் செய்து பட்ஜெட் உரையை வாசித்தார்.
2026-27 ம் ஆண்டு இடைக்கால வரவு-செலவுத் திட்ட மதிப்பீடு
தமிழ்நாடு அரசின் 2026-27 இடைக்கால பட்ஜெட் / TAMILNADU INTERIM BUDGET 2026 - 2027: 2026-27 ம் ஆண்டு இடைக்கால வரவு-செலவுத் திட்ட மதிப்பீட்டில் வருவாய்ப் பற்றாக்குறை 48,696.32 கோடி ரூபாயாக மதிப்பிடப்பட்டுள்ளது.
வரி வசூலை மேம்படுத்துதல், வரி வசூல் நிர்வாகத்திறனை மேம்படுத்துதல் உள்ளிட்ட வருவாயைப் பெருக்கும் நடவடிக்கைகளைக் கருத்திற்கொண்டு, வருவாய்ப் பற்றாக்குறை 2027-28 ஆம் ஆண்டில் 42964.61 கோடி ரூபாயாக குறையும் எனவும், அதன் தொடர்ச்சியாக 2028-29 ஆம் ஆண்டில் 35,115.33 கோடி ரூபாயாக குறையும் எனவும் எதிர்பார்க்கப்படுகிறது. இது கூடுதல் மூலதனச் செலவினத்திற்கு வழிவகை செய்யும்.
2026-27 ஆம் ஆண்டிற்கான இடைக்கால வரவு-செலவுத் திட்ட மதிப்பீடுகளில் மாநில மொத்த உள்நாட்டு உற்பத்தி (GSDP) மதிப்பில் நிதிப்பற்றாக்குறையின் விகிதம் 200 சதவீதமாக மதிப்பிடப்பட்டுள்ளது.
இது, பொருளாதாரம் மற்றும் நிதிநிலையில் பல்வேறு சவால்களை சந்தித்து வரும் நிலையிலும், நிதிநிலையை மேம்படுத்துவதில் அரசிற்கு உள்ள உறுதிப்பாட்டை வெளிக்காட்டுகிறது.2027-28 மற்றும் 2028-29 ஆம் ஆண்டுகளில், இது முறையே, 288 சதவீதம் மற்றும் 230 சதவீதமாக இருக்கும் எனவும் கணிக்கப்பட்டுள்ளது. இது, தமிழ்நாடு நிதிநிலை நிருவாகப் பொறுப்புடைமைச் சட்டம், 2003 இல் குறிப்பிடப்பட்டுள்ள இலக்கிற்குள் உள்ளது.
ஒன்றிய அரசு நிர்ணயிக்கும் ஒட்டுமொத்தக் கடன் வரம்பின் அடிப்படையில், கடன் பெறுதலும் திரும்பச் செலுத்துதலும் மதிப்பிடப்பட்டுள்ளன. 2026-27 ஆம் ஆண்டில் மாநில அரசு 178,308.05 கோடி ரூபாய் அளவிற்கு மொத்தக் கடன் பெற திட்டமிட்டுள்ளது.
மேலும், 60,418,42 கோடி ரூபாய் மதிப்பிலான பொதுக் கடனை அரசு திருப்பிச் செலுத்தும்.
இதன் விளைவாக, 31.03.2027 அன்று நிலுவையில் உள்ள கடன் 10,71,770.34 கோடி ரூபாயாக இருக்கும் என மதிப்பிடப்படுகிறது. 2020-27 ஆம் ஆண்டில் மாநில மொத்த உள்நாட்டு உற்பத்தி மதிப்பில் இது 20:35 சதவீதம் ஆகும்.
என்னென்ன துறைக்கு எத்தனை கோடி முதலீடு?
தமிழ்நாடு அரசின் 2026-27 இடைக்கால பட்ஜெட் / TAMILNADU INTERIM BUDGET 2026 - 2027: அனைத்து சமூகத் திட்டங்களுக்கும் சேர்த்து நிதிநிலை அறிக்கையில் 5463 கோடி ரூபாய் ஒதுக்கீடு செய்யப்பட்டுள்ளது.
உயர்கல்வி - உயர்கல்வித்துறைக்கு 8505 கோடி ரூபாய் நிதி ஒதுக்கீடு செய்யப்படுகிறது
செயலாக்கம் - 17088 கோடி ரூபாய் சிறப்புத் திட்ட செயலாக்கத்துறைக்கு ஒதுக்கீடு செய்யப்படுகிறது.
பொதுப்பணி - பொதுப்பணித்துறைக்கு 1694 கோடி ரூபாய் ஒதுக்கீடு. கோயம்புத்தூர் திருச்சி கடலூர் சேலம் திருநெல்வேலி ஆகிய இடங்களில் மாபெரும் நூலகங்கள் அமைக்கும் பணிகளை பொதுப்பணித்துறை மேற்கொண்டு உள்ளது.
தொழில் - 1943 கோடி ரூபாய் சிறு, குறு நடுத்தர தொழில் துறைக்கு ஒதுக்கீடு.
தகவல் தொழில்நுட்பம் - தகவல் தொழில்நுட்பத்துறைக்கு 219 கோடி ஒதுக்கீடு.
நீர்வளம் - நீர்வளத்துறைக்கு 10,076 கோடி ஒதுக்கீடு. சென்னைக்கு அருகே திருப்போரில் 342 கோடி மதிப்பீட்டில் மாமல்லன் நீர்த்தேக்கம் எனும் புதிய நீர்த்தேக்கத்திற்கு முதல்வர் அண்மையில் அடிக்கல் நாட்டியுள்ளார்.
எரிசக்தி - எரிசக்தி துறைக்கு 18,091 கோடி ஒதுக்கீடு
போக்குவரத்து - போக்குவரத்து துறைக்கு 13062 கோடி ஒதுக்கீடு செய்யப்பட்டுள்ளது. இடைக்கால வரவு செலவுத் திட்டம் மதிப்பீடுகளில் மகளிர் விடியல் பயணம் திட்டத்திற்காக 4000 கோடி ஒதுக்கீடு. மாணவர்கள் பேருந்து பயண கட்டணம் திட்டத்திற்காக 1782 கோடி ரூபாய், டீசல் மானியத்திற்காக 1857 கோடி ரூபாய் ஒதுக்கீடு செய்யப்பட்டுள்ளது.
மின்சாரம் - மின்சாரத்துறைக்கு 18091 கோடி ரூபாய் ஒதுக்கீடு.
நெடுஞ்சாலை - நெடுஞ்சாலைகள் மற்றும் சிறு துறைமுகங்கள் துறைக்கு 21132 கோடி ரூபாய் ஒதுக்கீடு.
ஆதி திராவிடர் மற்றும் பழங்குடியினர் - பழங்குடியின மக்களின் குடியிருப்பு உள்கட்டமைப்பு மேம்பாடுக்காக 300 கோடி ஒதுக்கீடு, பழங்குடியினர் வீடு கட்டுமான பணிகள் மேற்கொள்ள 755 கோடி ரூபாய் ஒதுக்கீடு, மொத்தமாக ஆதிதிராவிடர் மற்றும் பழங்குடியினர் நலத்துறைக்கு 3934 கோடி ஒதுக்கீடு. ஆதி திராவிடர் மற்றும் பழங்குடியினர் நலத்துறையில் 420 கோடி ரூபாய் மானியம் வழங்கப்பட்டுள்ளது.
இந்து சமய அறிநிலையத்துறை - 8100 கோடி மதிப்பீட்டில் திருப்பணிகள் மேற்கொள்ளப்பட்டு 4100 கோயில்களில் குடமுழுக்கு மேற்கொள்ளப்பட்டுள்ளது. 1048 கோயில்களுக்கு சொந்தமான - 8163 கோடி ரூபாய் மதிப்பிலான நிலங்கள் ஆக்கிரமிப்பாளர்களிடம் இருந்து மீட்கப்பட்டுள்ளது.
சிறுபான்மை - பிற்படுத்தப்பட்டோர் நலன் மற்றும் சிறுபான்மையினர் நலத்துறைக்கு சேர்த்து 1,634 கோடி ஒதுக்கீடு.
சுற்றுலா - சுற்றுலா துறைக்கு 1394 கோடி ஒதுக்கீடு.
கால்நடை - கால்நடை , பால்வளம் மீன்வளத்துறைக்கு 4435 கோடி ஒதுக்கீடு

தமிழ்நாடு அரசின் 2026-27 இடைக்கால பட்ஜெட் / TAMILNADU INTERIM BUDGET 2026 - 2027: புதிய டைடல் பூங்கா - 1070 கோடி முதலீட்டில் புதிய டைடல் பூங்காக்கள் திருச்சிராப்பள்ளி, மதுரை, ஒசூர் ஆகிய நகரங்களில் நிறுவப்பட்டு வருகின்றன.
டைடல் நியோ மினி தகவல் தொழில்நுட்பப் பூங்காக்கள் - விழுப்புரம், தஞ்சாவூர், சேலம், தூத்துக்குடி, வேலூர், காரைக்குடி, திருப்பூர் ஆகிய 7 நியோ டைடல் பூங்காக்கள் திறக்கப்பட்டுள்ளன.
நாமக்கல், திருவண்ணாமலை, விருதுநகர், திருநெல்வேலி, கன்னியாகுமரி, ஈரோடு, நாகப்பட்டினம், கரூர், புதுக்கோட்டை ஆகிய 9 நியோ டைடல் பூங்காக்கள் ரூ.388 கோடியில் பணிகள் நடைபெற்று வருகின்றன. இதன்மூலம் 25,500 புதிய வேலைவாய்ப்புகள் கிடைக்க வழிவகை செய்யப்பட்டுள்ளன.
செமி கண்டக்டர் - அடுத்த 5 ஆண்டுகளில் செமி கண்டக்ட் துறையில் முன்னேற 500 கோடி ஒதுக்கீடு செய்யப்பட்டுள்ளது.
தஞ்சை, ஈரோடு, ராமநாதபுரம், சென்னையில் ரூ.285 கோடியில் அருங்காட்சியகங்கள் அமைக்கப்பட உள்ளது
8 பிற மாநிலங்கள், அயல்நாடுகளில் தமிழ் படிப்பதற்கான மையங்கள் தொடங்கப்பட்டுள்ளன
மகளிர் சுய உதவிக் குழுக்களில் ரூ.6.23 லட்சம் குழுக்களுக்கு ரூ.1.41 லட்சம் கோடி கடன் வழங்கப்பட்டுள்ளது.
கோவில்களில் பெண் ஓதுவார் நியமனம் திமுக அரசின் மகத்தான சாதனையாகும்.

மகளிருக்கான இளஞ்சிவப்பு ஆட்டோ திட்டம் செயல்படுத்தப்பட்டுள்ளது.
தமிழ்நாடு பெண்கள் வேலைவாய்ப்பு மற்றும் பாதுகாப்பு திட்டம் உலக வங்கியின் உதவியுடன் செயல்படுத்தப்பட்டு வருகிறது.
தமிழ்நாட்டில் மகளிருக்காக 19 தோழிகள் விடுதிகள் திறக்கப்பட்டுள்ளன
6,23,529 மகளிர் சுய உதவிக் குழுக்களுக்கு ரூ.1.41 லட்சம் கோடி வங்கி கடன் வழங்கப்பட்டுள்ளது.
பெற்றோரை இழந்த குழந்தைகளுக்கான அன்புக்கரங்கள் திட்டத்தில் 10,637 குழந்தைகள் பயன்பெறுகின்றனர்.
மூத்த குடிமக்களுக்கான பராமரிப்பு மையங்களாக 25 இடங்களில் அன்புச்சோலைகள் திறக்கப்பட்டுள்ளன.
தாயுமானவர் திட்டத்தின் கீழ் 27 லட்சம் பேர் பயனடைந்துள்ளனர்.
உள்ளாச்சி அமைப்புகளில் மாற்றுத் திறனாளிகள் 3,632 பேர் நியமன உறுப்பினர்களாக பொறுப்பேற்பு
ரூ.10 கோடியில் அயலக தமிழர்களுக்கு தமிழ் கற்பிக்கும் பணி நடைபெறும்.

முதலமைச்சர் கோப்பை விளையாட்டு போட்டியில் 5 ஆண்டுகளில் ரூ.101 கோடி அளவில் பரிசுத்தொகை வழங்கப்பட்டுள்ளது.
சிறப்பு திட்ட செயலாக்கத் துறைக்கு ரூ.17,088 கோடி ஒதுக்கீடு.

முதல்வர் விளையாட்டு போட்டிக்கு ரூ.47 கோடி ஒதுக்கீடு செய்யப்பட்டுள்ளது.
நகராட்சி நிர்வாகத்துறைக்கு இடைக்கால பட்ஜெட்டில் ரூ.28,227 கோடி ஒதுக்கீடு செய்யப்பட்டுள்ளது.
கலைஞர் விளையாட்டு தொகுப்புகள் திட்டத்தில் 12,525 கிராம ஊராட்சிகளுக்கு ரூ.88 கோடி ஒதுக்கீடு செய்யப்பட்டுள்ளது.

இலங்கை தமிழர்களுக்கு வீடு கட்ட நிதி ஒதுக்கீடு, 10,469 வீடுகள் கட்ட ரூ.639 கோடி ஒதுக்கீடு.
சென்னை மற்றும் அதனை சுற்றி உள்ள பகுதிகளில் ரூ.1,618 கோடி மதிப்பீட்டில் வெள்ள தடுப்பு பணிகள் மேற்கொள்ளப்பட்டு உள்ளன.
அலையாத்தி காடுகளை மீள் உருவாக்கம் செய்யும் பணி நடைபெறுகிறது.

TAMILNADU INTERIM BUDGET 2026 - 2027: The interim budget of the Tamil Nadu government is being presented. Since the government's term is ending soon, this budget is not a regular full budget but an interim budget.
The interim budget will allocate funds for the government's expenditure until the new government is formed and approval will be obtained for it.
In this situation, Finance Minister Thangam Thennarasu presented the interim budget for 2026-27 and read the budget speech.
Interim Budget Estimate for 2026-27
TAMILNADU INTERIM BUDGET 2026 - 2027: The revenue deficit in the interim budget estimate for 2026-27 has been estimated at Rs. 48,696.32 crore.
Considering the revenue-enhancing measures including improving tax collection and tax collection management, the revenue deficit is expected to reduce to Rs. 42964.61 crore in 2027-28 and subsequently to Rs. 35,115.33 crore in 2028-29. This will pave the way for additional capital expenditure.
The fiscal deficit ratio to the Gross State Domestic Product (GSDP) has been estimated at 200 per cent in the Interim Budget Estimates for 2026-27.
This reflects the government’s commitment to improving the fiscal position despite facing various challenges in the economy and fiscal position. It is estimated to be 288 per cent and 230 per cent in 2027-28 and 2028-29, respectively. This is within the target specified in the Tamil Nadu Fiscal Responsibility Act, 2003.
The borrowing and repayment have been estimated based on the overall borrowing limit fixed by the Union Government. In 2026-27, the State Government has planned to borrow a total of Rs. 178,308.05 crore. Moreover, the Government will repay public debt worth Rs. 60,418.42 crore.
As a result, the outstanding debt as on 31.03.2027 is estimated to be Rs. 10,71,770.34 crore. This is 20.35 percent of the State GDP in 2020-27.

TAMILNADU INTERIM BUDGET 2026 - 2027: An allocation of Rs. 5463 crore has been made in the Budget for all social schemes.
Higher Education - Rs 8505 crore allocated for the Higher Education Department
Implementation - Rs 17088 crore allocated for the Special Project Implementation Department.
Public Works - Rs 1694 crore allocated for the Public Works Department. The Public Works Department is undertaking the work of setting up huge libraries in Coimbatore, Trichy, Cuddalore, Salem and Tirunelveli.
Industry - Rs 1943 crore allocated for the Small and Medium Enterprises Department.
Information Technology - Rs 219 crore allocated for the Information Technology Department.
Water Resources - Rs 10,076 crore allocated for the Water Resources Department. The Chief Minister recently laid the foundation stone for a new reservoir called Mamallan Reservoir at a cost of Rs 342 crore at Thirupor near Chennai.
Energy - Rs 18,091 crore allocated for the Energy Department
Transport - Rs 13062 crore has been allocated for the Transport Department. In the interim budget estimates, an allocation of Rs 4000 crore has been made for the Women's Dawn Trip Scheme. Rs 1782 crore has been made for the Student Bus Fare Scheme, and Rs 1857 crore for diesel subsidy.
Electricity - Rs 18091 crore has been allocated for the Electricity Department.
Highways - Rs 21132 crore has been allocated for the Highways and Minor Ports Department.
Adi Dravidars and Tribals - Rs 300 crore has been allocated for the development of residential infrastructure for the tribal people, Rs 755 crore has been allocated for the construction of tribal houses, and a total allocation of Rs 3934 crore has been allocated for the Adi Dravidars and Tribal Welfare Department. A subsidy of Rs 420 crore has been provided to the Adi Dravidars and Tribal Welfare Department.
Hindu Religious Studies Department - Renovations worth Rs. 8100 crore have been carried out and 4100 temples have been consecrated. Land worth Rs. 8163 crore belonging to 1048 temples has been recovered from encroachers.
Minority - 1,634 crore allocated for the welfare of backward classes and minority welfare departments.
Tourism - 1394 crore allocated for the tourism department.
Livestock - 4435 crore allocated for the livestock, dairy and fisheries departments

TAMILNADU INTERIM BUDGET 2026 - 2027: New Tidal Park - New Tidal Parks are being established in the cities of Tiruchirappalli, Madurai and Hosur with an investment of Rs. 1070 crore.
Tidal Neo Mini IT Parks - 7 Neo Tidal Parks have been opened in Villupuram, Thanjavur, Salem, Thoothukudi, Vellore, Karaikudi and Tiruppur.
Work is underway on 9 neo-tidal parks at Namakkal, Tiruvannamalai, Virudhunagar, Tirunelveli, Kanyakumari, Erode, Nagapattinam, Karur and Pudukkottai at a cost of Rs. 388 crore. This will create 25,500 new jobs.
