• தமிழ்நாடு மாநிலக் கல்விக் கொள்கை 2025 / TAMILNADU STATE EDUCATION POLICY 2025: பள்ளிக் கல்விக்கான மாநிலக் கல்விக் கொள்கையை முதல்வர் ஸ்டாலின் வெளியிட்டார். அதில், 1 முதல் 8-ம் வகுப்பு வரை கட்டாய தேர்ச்சி முறையை உறுதி செய்ய வேண்டும்.
• பிளஸ் 1 வகுப்புக்கான பொதுத் தேர்வு ரத்து செய்யப்படும் என்று கூறப்பட்டுள்ளது. மத்திய அரசின் புதிய தேசிய கல்விக் கொள்கை 2000-ம் ஆண்டு அறிமுகப்படுத்தப்பட்டது.
• தொடக்கத்திலிருந்தே இதை எதிர்த்த தமிழக அரசு, மாநிலத்திற்கு ஒரு சிறப்புக் கல்விக் கொள்கை வகுக்கப்படும் என்று அறிவித்தது. அதை உருவாக்க டெல்லி உயர் நீதிமன்றத்தின் முன்னாள் தலைமை நீதிபதி டி. முருகேசன் தலைமையில் 14 பேர் கொண்ட குழு 2022-ம் ஆண்டு அமைக்கப்பட்டது. 
• இந்தக் குழு, பல்வேறு தரப்பினரின் கருத்துக்களைக் கேட்ட பிறகு, 2023 அக்டோபரில் கல்விக் கொள்கைக்கான 520 பக்க வரைவு அறிக்கையை உருவாக்கியது. இந்த அறிக்கை ஜூலை 1, 2024 அன்று தமிழக அரசிடம் சமர்ப்பிக்கப்பட்டது.
• இந்தச் சூழலில், சென்னை கோட்டூர்புரத்தில் உள்ள அண்ணா நூற்றாண்டு நூலகத்தில் நேற்று நடைபெற்ற விழாவில், இடைநிலைக் கல்விக்கான தமிழ்நாடு மாநிலக் கல்விக் கொள்கை 2025ஐ முதல்வர் ஸ்டாலின் வெளியிட்டார். 
• அதில் சேர்க்கப்பட்டுள்ள முக்கிய அம்சங்கள் பின்வருமாறு:- ஒவ்வொரு மாணவரும் நம்பிக்கையுடன் இரண்டு மொழிகளைப் பேச, படிக்க, எழுத வைப்பதே முக்கிய நோக்கம். தமிழ்நாடு தமிழ் கற்றல் சட்டத்தின்படி, மாணவர்கள் தங்கள் தாய்மொழியை கூடுதலாகக் கற்க வாய்ப்பு வழங்கப்பட வேண்டும்.
• 1 முதல் 8-ம் வகுப்பு வரை கட்டாய தேர்ச்சி முறையை ஏற்படுத்த வேண்டும். அதே நேரத்தில், தகுதி தகுதியானது ஆண்டு இறுதித் தேர்வுகளின் அடிப்படையில் அல்ல, தகுதி அடிப்படையிலான மதிப்பீட்டு முறையின் அடிப்படையில் இருக்க வேண்டும். 
• 10 மற்றும் 12-ம் வகுப்புகளுக்கு பொதுத் தேர்வுகள் தொடர்ந்து நடத்தப்பட வேண்டும். மாணவர்களின் நலனைக் கருத்தில் கொண்டு, பிளஸ் 1 வகுப்புக்கான பொதுத் தேர்வை ரத்து செய்வது உள்ளிட்ட பல்வேறு பிரச்சினைகள் இதில் அடங்கும்.
• இது தொடர்பாக செய்தியாளர்களிடம் பேசிய பொதுக் கல்வி அமைச்சர் அன்பில் மகேஷ், "பிளஸ் 1 வகுப்புக்கான பொதுத் தேர்வை ரத்து செய்யும் அறிவிப்பை நடப்பு ஆண்டிலிருந்தே செயல்படுத்த முடிவு செய்துள்ளோம். சமக்ர சிக்ஷா நிதி வழக்கில் உச்ச நீதிமன்றம் நல்ல தீர்ப்பை வழங்கும் என்று நாங்கள் நம்புகிறோம்," என்று அவர் கூறினார். 
• பள்ளிகளில் 1, 2 மற்றும் 3-ம் வகுப்புகளில் பயிலும் மாணவர்கள் வயதுக்கு ஏற்ற வாசிப்பு, எழுதுதல் மற்றும் எண்கணிதத் திறன்களைப் பெறுவதை உறுதிசெய்ய ஒரு முறையான அணுகுமுறை செயல்படுத்தப்படும்.
• மாணவர்களின் திறன்கள் குறித்த தரவுகளைச் சேகரிக்க, 3, 5 மற்றும் 8 ஆம் வகுப்புகளுக்கு மாநில அளவிலான கற்றல் முடிவுகள் (SLOs) தேர்வுகள் பள்ளிகளில் வழக்கமான இடைவெளியில் நடத்தப்படும். 
• அடிப்படை எழுத்தறிவு மற்றும் எண் கணிதத் திட்டத்தின் தாக்கத்தை மதிப்பிடுவதற்கும், திட்டத்தில் தேவையான மாற்றங்களைச் செய்வதற்கும், 3 ஆண்டுகளுக்கு ஒரு முறை மூன்றாம் தரப்பு மதிப்பீடு நடத்தப்படும். 
• மாணவர்கள் எளிதில் அணுகக்கூடிய வகையில் பாடப்புத்தகங்கள் திருத்தப்படும். கற்றலில் பின்தங்கிய மாணவர்கள் அடையாளம் காணப்பட்டு, அவர்களுக்கு மாற்றுக் கல்வி வழங்கப்படும், மேலும் அவர்கள் வயதுக்கு ஏற்ற நிலைக்கு வளர்க்கப்படுவார்கள்.
• முதல் தலைமுறை கற்பவர்கள், பழங்குடியினர் மற்றும் பெண்கள் பள்ளிகளில் சேர்க்கப்படுவதையும், அவர்களின் கற்றல் முடிவுகள் மேம்படுவதையும் உறுதி செய்வதற்கான முயற்சிகள் மேற்கொள்ளப்படும். 
• பாகுபாடு, பாலின அடிப்படையிலான வன்முறை மற்றும் முடிவெடுப்பது போன்ற வாழ்க்கைத் திறன்கள் தொடர்பான சமூக சவால்களை நிவர்த்தி செய்வதில் இளைஞர்கள் திறமையானவர்களாகவும், மீள்தன்மை கொண்டவர்களாகவும், திறமையானவர்களாகவும் வளர கலைத் திட்டம் பாடத்திட்டத்துடன் ஒருங்கிணைக்கப்படும்.
• புலம்பெயர்ந்தோர் மற்றும் பழங்குடி குழுக்களின் குழந்தைகளுக்கு அவர்களின் கற்றல் இடைவெளிகளைக் குறைப்பதற்காக இருமொழி கல்வி வளங்களை வழங்குவது போன்ற அம்சங்களும் கல்விக் கொள்கையில் அடங்கும். 
• தொடக்கப்பள்ளி முதல் இடைநிலைப்பள்ளி வரை வாரத்திற்கு குறைந்தது 2 உடற்கல்வி வகுப்புகள் கட்டாயமாக்கப்பட வேண்டும். பாரம்பரிய மற்றும் நவீன விளையாட்டுகளை இணைக்க வேண்டும். பெண்கள் மற்றும் மாற்றுத்திறனாளிகளுக்கு சம வாய்ப்புகள் வழங்கப்பட வேண்டும்.
• மனப்பாடம் சார்ந்த மதிப்பீட்டு முறையிலிருந்து பாடக் கருத்துகளைப் புரிந்துகொள்வது, சிந்திக்கும் திறன் மற்றும் புதிய சூழல்களில் பெற்ற அறிவைப் பயன்படுத்துதல் ஆகியவற்றை வலியுறுத்தும் ஒரு முறைக்கு மாற வேண்டும். 
• 'வெற்றிகரமான பள்ளிகள்' திட்டத்தின் கீழ், மாவட்ட அளவில் சிறந்த 500 பள்ளிகள் தேர்ந்தெடுக்கப்பட்டு, மாதிரிப் பள்ளிகளைப் போல அவற்றின் உள்கட்டமைப்பு மேம்படுத்தப்படும் என்று கூறப்பட்டுள்ளது.

• TAMILNADU STATE EDUCATION POLICY 2025: Chief Minister Stalin released the State Education Policy for school education. In it, compulsory passing system should be ensured from class 1 to 8.
• It has been said that the common examination for class Plus 1 will be abolished. The new National Education Policy of the Central Government was introduced in 2000.
• The Tamil Nadu government, which opposed this from the beginning, announced that a special education policy would be formulated for the state. A 14-member committee headed by former Chief Justice of the Delhi High Court T. Murugesan was formed in 2022 to formulate it. 
• After hearing the views of various parties, this committee prepared a 520-page draft report for the education policy in October 2023. This report was submitted to the Tamil Nadu government on July 1, 2024.
• In this context, Chief Minister Stalin released the Tamil Nadu State Education Policy 2025 for secondary education at a function held yesterday at the Anna Centenary Library in Kotturpuram, Chennai. 
• The key features included in it are as follows:- The main objective is to make every student speak, read and write two languages with confidence. As per the Tamil Nadu Tamil Learning Act, students should be given the opportunity to learn their mother tongue additionally.
• A compulsory pass system should be established from class 1 to 8. At the same time, eligibility should not be based on year-end examinations but on a merit-based assessment system. 
• Public examinations should be conducted regularly for classes 10 and 12. Keeping in mind the welfare of students, various issues including the cancellation of the public examination for Plus 1 class are being considered.
• Speaking to reporters in this regard, General Education Minister Anbil Mahesh said, "We have decided to implement the notification to cancel the public examination for Plus 1 class from the current year itself. 
• We are confident that the Supreme Court will give a good verdict in the Samagra Shiksha Nidhi case," he said. A systematic approach will be implemented to ensure that students studying in classes 1, 2 and 3 in schools acquire age-appropriate reading, writing and arithmetic skills.
• To collect data on student performance, State-level Learning Outcomes (SLOs) tests will be conducted in schools at regular intervals for grades 3, 5 and 8. A third-party evaluation will be conducted every 3 years to assess the impact of the basic literacy and numeracy program and make necessary changes to the program. 
• Textbooks will be revised to make them easily accessible to students. Students who are lagging behind in learning will be identified, provided with alternative education, and brought up to age-appropriate levels.
• Efforts will be made to ensure that first-generation learners, indigenous peoples and girls are enrolled in schools and their learning outcomes improve. 
• The arts program will be integrated with the curriculum to make youth competent, resilient and capable in addressing social challenges related to life skills such as discrimination, gender-based violence and decision-making.
• The education policy also includes features such as providing bilingual educational resources to children of migrant and indigenous groups to bridge their learning gaps.
• At least 2 physical education classes per week should be made compulsory from primary to secondary school. Traditional and modern sports should be combined. Equal opportunities should be provided to women and the differently-abled.
• There should be a shift from a rote-based assessment system to one that emphasizes understanding of subject concepts, thinking skills and application of acquired knowledge in new contexts. 
• Under the 'Successful Schools' scheme, it has been said that the best 500 schools at the district level will be selected and their infrastructure will be improved like model schools.
