எளிமை ஆளுமை திட்டம் / ELIMAI ALUMAI THITTAM: தமிழ்நாடு அரசால் வழங்கப்படும் சேவைகளில் தற்போதைய நடைமுறைகளை ஆராய்ந்து, அதிலுள்ள முக்கிய விதிமுறைகளை சீர்செய்து, "எளிமை ஆளுமை" திட்டத்தின் கீழ் அனைவரும் சேவைகளை உடனடியாக இணைய வழியில் பெறும் வகையில் மாற்றியமைக்கப்படுகிறது.
"எளிமை ஆளுமை" திட்டத்தை துரிதப்படுத்த இரு குழுக்கள் அமைக்கப்பட்டு முதல் குழு (Screening Committee) மூத்த அதிகாரிகளை கொண்டு படிப்படியாக வருகின்ற முன்மொழிவுகளை ஆராய்ந்து ஆலோசித்து, பின்பு இரண்டாவது குழு (Empowered Committee) சட்டத்தை பின்பற்றி எவ்வாறு எளிமைப்படுத்த முடியுமோ அவ்வாறு உத்தரவுகளையிட தலைமைச் செயலாளரின் தலைமையில் இயங்குகிறது.
இவ்வாறு உத்தரவுகளின் அடிப்படையில் திருத்தி அமைக்கப்பட்ட முடிவுகளை முதலமைச்சர் அவர்களின் ஆலோசனைகளை பெற்று அரசாணைகள் பிறப்பிக்கப்படுகிறது.
மின் ஆளுகையை ஊக்குவித்து, இணையவழி மூலம் அரசு சேவைகளை பெறுவதற்கான வழிகளை உயர்த்தி, வெளிப்படை தன்மையையும், பொறுப்புடைமையையும் உறுதிப்படுத்துவதற்கான அனைத்து முயற்சிகளையும் இவ்வரசு மேற்கொண்டு வருகிறது. 'எங்கும் எப்போதும் அரசு சேவைகளை' பொதுமக்கள் இணையவழி வாயிலாக உடனுக்குடன் பெறுவதற்கு வழிவகை செய்யப்படும்" என 21.06.2021 ஆம் நாள் தமிழ்நாடு சட்டப்பேரவையில் அறிவிக்கப்பட்டது.
அதன் தொடர்ச்சியாக 2025-2026 ஆம் ஆண்டு நிதிநிலை அறிக்கையில் "அரசு நிர்வாக நடைமுறைகளை எளிமையாக்குவதன் மூலம் பொதுமக்கள் இணையவழியிலே அரசு சேவைகளை விரைவாகவும் எளிமையுடனும் பெற்றிடுவதற்காக தொடங்கப்பட்ட எளிமையான நிர்வாகம் (Simple Gov) எனும் திட்டத்தின் கீழ் எட்டு அரசுத் துறையின் சான்றிதழ்கள் மற்றும் ஆவணங்கள் பெறுவதற்கான வழிமுறைகள் மிகவும் எளிமையாக்கப்பட நடவடிக்கை எடுக்கப்பட்டு வருகிறது.
வரும் ஆண்டில் பல்வேறு துறைகளில் 150 சேவைகளை இணையவழியில் இம்முயற்சியின் கீழ் வழங்க நடவடிக்கைகள் மேற்கொள்ளப்படும். மேலும், வணிக நடைமுறைகளை எளிமையாக்குவதன் மூலம் தொழிற்துறை வளர்ச்சிக்கு உதவிட தமிழ்நாடு மாசுக் கட்டுப்பாடு வாரியம் வெள்ளை வகை தொழிற்சாலைகளின் பட்டியலை விரிவுபடுத்தத் திட்டமிடப்பட்டுள்ளது" என்று அறிவிக்கப்பட்டது.
எளிமை ஆளுமையின் மூலமாக, தற்போது நடைமுறையிலுள்ள நேரடி ஆய்வுகள், ஆவண சரிபார்ப்பு போன்ற முறைகளுக்கு மாற்றாக சுய சான்றிதழ், இணைய வழி - KYC, டிஜிட்டல் கையொப்பம் இன்னும் பல வழிமுறைகள் அறிமுகப்படுத்தப்படுகின்றன.
இதன்மூலமாக பொதுமக்களும் தொழில் நிறுவனங்களும் எளிமையாக்கப்பட்ட சேவைகளை விரைவாக பெற வழிவகை செய்யப்படுகிறது. முதற்கட்டமாக, பின்வரும் 10 சேவைகள் எளிமையாக்கப்பட்டுள்ளது.
1. சுகாதார சான்றிதழ் (Sanitation Certificate)
எளிமை ஆளுமை திட்டம் / ELIMAI ALUMAI THITTAM: ஒரு வளாகம் பொதுமக்களின் சுகாதாரத்திற்கு எந்தவிதமான ஆபத்தையும் ஏற்படுத்தாது என்பதனை உறுதி செய்யும் பொருட்டு, சுகாதாரச் சான்றிதழ்கள் வழங்கப்படுகின்றன.
சுகாதாரச் சான்றிதழ் பெற வேண்டிய கட்டடங்கள் அல்லது வளாகங்கள், வளாகத்தின் சுத்தம், கழிப்பறைகளின் சுத்தம், வளாகத்தில் கொசுக்கள் இனப்பெருக்கம் செய்யாத வகை ஏற்படுத்தல் ஆகிய அம்சங்களை உள்ளடக்கிய சுகாதார நடைமுறை முறைபடுத்தலை உறுதி செய்ய வேண்டும்.
இந்நெறிமுறை, சுய சான்றிதழ் வடிவில் வழங்கப்படும். இச்சான்றிதழ் தேவைப்படும் வளாகங்களுக்கு QR குறியீட்டுடன் அத்தகைய வளாகங்களின் பொறுப்பாளர்களின் உறுதிமொழியின் அடிப்படையில் உடனடியாக இணையதளத்தில் சான்றிதழ் வழங்க ஏற்பாடு செய்யப்பட்டுள்ளது.
முன்னதாக சான்றிதழ் பெற 3 மாதங்கள் வரை ஆகும் என்ற நடைமுறையை மாற்றி தற்போது ஒரே நாளில் பெற்றுக்கொள்ளும் வகையில் எளிமையாக்கப்பட்டுள்ளது.
2. பொது கட்டிட உரிமம் (Public Buildings License)
எளிமை ஆளுமை திட்டம் / ELIMAI ALUMAI THITTAM: பொது கட்டிட உரிமச் சான்றிதழ் 3 ஆண்டுகளுக்கு வழங்கப்பட்டு வந்த நிலையில் தற்போது கட்டிட உறுதித்தன்மை சான்றிதழில் குறிப்பிடப்பட்டுள்ள காலம் வரை உரிமம் செல்லுபடியாகும் வகையில் மாற்றியமைக்கப்பட்டுள்ளது.
முன்னதாக உரிமம் பெற 3 முதல் 6 மாதங்கள் வரை ஆகும் என்ற நிலை தற்போது ஒரே நாளில் பெற்றுக்கொள்ளும் வகையில் QR குறியீட்டுடன் இணையதளத்தில் உடனடியாக பெறும் வகையில் எளிமையாக்கப்பட்டுள்ளது.
3. முதியோர் இல்லங்கள் உரிமம் (Registration of Old Age Homes)
எளிமை ஆளுமை திட்டம் / ELIMAI ALUMAI THITTAM: முதியோர்களை பராமரிக்கும் இல்லங்களின் எண்ணிக்கையை அதிகரிக்க, அரசு சாரா நிறுவனங்கள் மற்றும் தனியார் நிறுவனங்கள் முன்வருவதை ஊக்குவிக்க, முழு செயல்முறையும் எளிமைப்படுத்தப்பட்டுள்ளது.
பதிவு செயல்முறை இப்போது முழுமையாக டிஜிட்டல் மயமாக்கப்பட்டு, சுய சான்றிதழ் அடிப்படையில் மாற்றப்பட்டுள்ளது. சான்றிதழின் காலவரம்பு 3 ஆண்டுகளிலிருந்து 10 ஆண்டுகளாக நீட்டிக்கப்பட்டு QR குறியீட்டுடன் இணையதளத்தில் உடனடியாக வழங்கப்படுகிறது.
முன்னதாக உரிமம் பெற 6 முதல் 8 மாதங்கள் வரை ஆகும் என்ற நடைமுறையை தற்போது ஒரே நாளில் பெற்றுக்கொள்ளும் வகையில் எளிமையாக்கப்பட்டுள்ளது.
4. பணிபுரியும் மகளிருக்கான தங்கும் விடுதிகள் உரிமம்
எளிமை ஆளுமை திட்டம் / ELIMAI ALUMAI THITTAM: பணிபுரியும் மகளிருக்கான விடுதிகள், அவற்றின் செயல்பாட்டிற்கு சம்பந்தமில்லாத, சிக்கலான ஆவண நடைமுறைகள் காரணமாகப் பதிவு செய்யப்படாமல் உள்ளன.
இந்த அத்தியாவசிய வசதிகளின் செயல்பாட்டை மேம்படுத்தவும், இணக்கத்தை அதிகரிக்கவும் செயல்முறைகளை எளிதாக்கும் வகையிலும், உரிமத்திற்கான கால வரம்பு 3 வருடங்களிலிருந்து 10 வருடங்களாக நீட்டிக்கப்பட்டு QR குறியீட்டுடன் இணையதளத்தில் உடனடியாக வழங்கப்படுகிறது.
முன்னதாக உரிமம் பெற 6 மாதங்கள் முதல் 1 வருடம் வரை ஆகும் என்ற நடைமுறையை தற்போது ஒரே நாளில் பெற்றுக்கொள்ளும் வகையில் எளிமையாக்கப்பட்டுள்ளது.
5. மகளிர் இல்லங்கள் உரிமம் (Registration of Homes for Women)
எளிமை ஆளுமை திட்டம் / ELIMAI ALUMAI THITTAM: மகளிர் இல்லங்களைப் பதிவு செய்யும் செயல்முறை மிகவும் கடினமாகவும், அதிக நேரம் எடுத்துக்கொள்வதாகவும், அலுவலர்கள் அதிக அளவிலான துணை ஆவணங்களைக் கோருவதாகவும் இருந்தது.
தற்போது உரிமம் பெறும் முழு செயல்முறையும் முழுமையான டிஜிட்டல் மயமாக்கப்பட்டுள்ளது. இதில் சுய சான்றிதழ் வழங்குவதன் மூலம் உரிமம் தானாகவே உருவாக்கப்படுகிறது.
உரிமத்திற்கான கால வரம்பு 3 வருடங்களிலிருந்து 10 வருடங்களாக நீட்டிக்கப்பட்டு QR குறியீட்டுடன் இணையதளத்தில் உடனடியாக வழங்கப்படுகிறது.
முன்னதாக உரிமம் பெற 6 மாதங்கள் முதல் 1 வருடம் வரை ஆகும் என்ற நிலையை தற்போது ஒரே நாளில் பெற்றுக்கொள்ளும் வகையில் எளிமையாக்கப்பட்டுள்ளது.
6. சொத்துமதிப்பு சான்றிதழ் (Solvency Certificate)
எளிமை ஆளுமை திட்டம் / ELIMAI ALUMAI THITTAM: சொத்துமதிப்பு சான்றிதழ் பெரும்பாலும் நிலத்தின் மதிப்பை அடிப்படையாகக் கொண்டே வழங்கப்படுகிறது. தற்போதைய பொருளாதார சூழ்நிலையில் ஒருவரின் நிதிநிலையை உறுதிப்படுத்த வங்கி இருப்புநிலை அறிக்கை, பட்டயக்கணக்கர் சான்றிதழ் (Auditor's Certificate), வருமானவரி தாக்கல் போன்ற பல்வேறு மாற்று வழிகள் தற்போது உள்ள நிலையில் சொத்துமதிப்பு சான்றிதழ் நீக்கப்படுகிறது.
7. வெள்ளை வகை தொழிற்சாலைகள் பட்டியல் விரிவாக்கம் (List of White Category Industries under TNPCB)
எளிமை ஆளுமை திட்டம் / ELIMAI ALUMAI THITTAM: வெள்ளை வகையின் கீழ் வகைப்படுத்தப்பட்ட தொழிற்சாலைகள் மாசுபடுத்தாதவை அல்லது குறைந்த மாசுபடுத்தும் தொழிற்சாலைகளாக அங்கீகரிக்கப்படுகின்றன. சுற்றுச்சூழல் அனுமதிகள் மற்றும் வழக்கமான ஆய்வுகளின் சுமைகளிலிருந்து இந்தத் தொழிற்சாலைகளுக்கு விலக்கு அளிக்கப்பட்டுள்ளது.
தொடக்கத்தில் வெள்ளை வகை பட்டியலில் 37 தொழிற்சாலைகள் மட்டுமே சேர்க்கப்பட்டிருந்தன. பல்வேறு நிலைகளில் மிகுந்த பரிசீலனைக்குப் பிறகு, வெள்ளை வகை தொழிற்சாலைகள் பட்டியல் 37ல் இருந்து 609 ஆக விரிவுபடுத்தப்பட்டுள்ளது.
இந்த 609 வகை தொழிற்சாலைகளை தொடங்குவதற்கும் இயங்குவதற்கும் தமிழ்நாடு மாசு கட்டுப்பாடு வாரியத்திடம் அனுமதி பெறுவதில் இருந்து விலக்களிக்கப்பட்டுள்ளது. இந்த விரிவாக்கம் நிலையான தொழில்துறை வளர்ச்சியை பெரிதும் ஊக்குவிக்கும், இதன் மூலம் வேலை வாய்ப்புகள் அதிகரிக்கும்.
8. புன்செய் நிலங்களை விவசாயம் அல்லாத செயல்பாட்டிற்கு பயன்படுத்த தடையின்மை சான்றிதழ்
எளிமை ஆளுமை திட்டம் / ELIMAI ALUMAI THITTAM: புன்செய் நிலத்தை விவசாயம் அல்லாத பிற தேவைகளுக்கு, அதாவது குடியிருப்பு அல்லது வணிக கட்டுமானத்திற்கு பயன்படுத்துவதற்கு, வேளாண்மைத் துறையிடம் தடையின்மை சான்றிதழ் (NOC) பெறுவது கட்டாயமாகும். தற்போது முழு செயல்முறையும் இணையவழியில் (end-to-end digital process) மாற்றப்பட்டுள்ளது. விண்ணப்பதாரர்கள் சுய சான்றளிக்கப்பட்ட ஆவணங்களை இணையவழியில் தாங்களாகவே சமர்ப்பிக்கலாம்.
சம்பந்தப்பட்ட வேளாண் துறை அலுவலர்கள், கோரிக்கையை ஆய்வு செய்து செயலாக்கத்திற்கு உட்படுத்த 21 நாட்கள் கால அவகாசம் நிர்ணயிக்கப்பட்டுள்ளது.
கோரிக்கைகள் 21 நாட்களுக்குள் பரிசீலிக்கப்படாவிட்டால், தடையின்மை சான்றிதழ் விண்ணப்பதாரருக்கு தானாகவே உருவாக்கப்பட்டு (auto-generated NOC) வழங்கப்படும்.
9. நன்னடத்தை சான்றிதழ்
எளிமை ஆளுமை திட்டம் / ELIMAI ALUMAI THITTAM: நன்னடத்தை மற்றும் பின்னணி சரிபார்ப்பு சான்றிதழ் பெற தனிநபர்கள், அரசுத் துறைகள், பொதுத்துறை நிறுவனங்கள் மற்றும் தனியார் நிறுவனங்கள் மாவட்ட ஆட்சியரின் அலுவலகத்திற்கு விண்ணப்பிக்க வேண்டும், பிறகு அவை காவல்துறையின் சரிபார்ப்பிற்காக அனுப்பப்படும்.
தற்போது அந்த நடைமுறை எளிமைப்படுத்தப்பட்டு எந்தவொரு தனிநபர், அரசு துறை, அரசுப் பொதுத்துறை நிறுவனம் அல்லது பிற அமைப்புகள் - நன்னடத்தை சான்றிதழை, இணையவழி மூலமாக விண்ணப்பித்து எளிமையாகவும், துரிதமாகவும் பெறலாம்.
10. அரசாங்க ஊழியர்கள் கடவுச்சீட்டு பெறுவதற்கான தடையின்மை சான்றிதழ்
எளிமை ஆளுமை திட்டம் / ELIMAI ALUMAI THITTAM: தற்போதைய விதிமுறைகளின்படி, ஒரு அரசு ஊழியர் கடவுச்சீட்டிற்கு விண்ணப்பிக்க உயர் அதிகாரிகளுக்கு முன் தகவல் அளித்தல் / அரசிடம் தடையின்மை சான்றிதழைப் பெறுதல் (NOC) / துறையிடம் இருந்து அடையாள சான்றிதழைச் சமர்ப்பித்தல் ஆகியவற்றில் ஏதேனும் ஒன்றை பூர்த்தி செய்ய வேண்டும்.
கடவுச்சீட்டிற்கு விண்ணப்பிக்கும் போது, துறையில் உள்ள மேல் அதிகாரிகளுக்கு முன் தகவல் கடிதம் அளிக்கும் முறை மட்டும் பின்பற்றப்படும்.
இவ்வாறு படிப்படியாக நடப்பு ஆண்டில் மேலும் பல சேவைகளை எளிமையாக்கி, மக்களை மையப்படுத்திய நிர்வாகம், வெளிப்படைத்தன்மையாகவும் துரிதமாகவும் அரசு சேவைகளை இணைய வழியில் வழங்க அரசு உறுதியுடன் செயல்பட்டு வருகிறது.
ENGLISH
ELIMAI ALUMAI THITTAM: The current practices in the services provided by the Tamil Nadu government are being examined, the key rules in it are being revised, and everyone is being changed so that they can immediately access the services online under the "Easy Governance" project.
Two committees have been formed to expedite the "Easy Governance" project. The first committee (Screening Committee) will gradually examine and discuss the proposals brought forward by senior officials, and then the second committee (Empowered Committee) will operate under the leadership of the Chief Secretary to issue orders on how to simplify them in accordance with the law.
The decisions made on the basis of these orders are amended and government orders are issued after taking the advice of the Chief Minister. "This government is making all efforts to promote e-governance, increase the ways to access government services online, and ensure transparency and accountability.
It was announced in the Tamil Nadu Legislative Assembly on 21.06.2021 that the public will be able to access government services online instantly, " it was announced in the Tamil Nadu Legislative Assembly on 21.06.2021.
Subsequently, in the Budget Statement for 2025-2026, it was announced that "Under the Simple Gov scheme launched to simplify government administrative procedures and enable the public to access government services online quickly and easily, steps are being taken to simplify the procedures for obtaining certificates and documents of eight government departments.
In the coming year, steps will be taken to provide 150 services in various sectors online under this initiative. Furthermore, to help industrial development by simplifying business procedures, the Tamil Nadu Pollution Control Board has planned to expand the list of white-listed industries."
Through Simple Gov, self-certification, online KYC, digital signature and many other methods are being introduced as an alternative to the currently practiced methods such as direct inspections and document verification. Through this, the public and industries are being facilitated to access simplified services quickly. In the first phase, the following 10 services have been simplified. Its details:
1. Sanitation Certificate
ELIMAI ALUMAI THITTAM: Health certificates are issued to ensure that a premises does not pose any risk to public health. Buildings or premises that require a sanitation certificate must ensure that sanitation procedures are followed, including cleanliness of the premises, cleanliness of toilets, and mosquito-proofing of the premises.
This procedure will be issued in the form of a self-certification. Arrangements have been made to issue certificates online immediately with a QR code for premises requiring this certificate, based on the undertaking of the responsible persons of such premises.
The procedure, which previously took up to 3 months to obtain the certificate, has now been simplified to obtain it in a single day.
2. Public Buildings License
ELIMAI ALUMAI THITTAM: While the public building license certificate was issued for 3 years, the license has now been changed to be valid for the period specified in the building stability certificate.
The earlier license which took 3 to 6 months to obtain has now been simplified to be obtained instantly on the website with a QR code.
3. Registration of Old Age Homes
ELIMAI ALUMAI THITTAM: To increase the number of homes for the elderly and to encourage NGOs and private companies to come forward, the entire process has been simplified. The registration process has now been completely digitized and has been changed to a self-certification basis.
The validity of the certificate has been extended from 3 years to 10 years and is issued instantly on the website with a QR code. The earlier license which took 6 to 8 months to obtain has now been simplified to be obtained in a single day.
4. License for Working Women Hostels
ELIMAI ALUMAI THITTAM: Working women hostels remain unregistered due to complex paperwork procedures that are not relevant to their operation. In order to improve the functioning of these essential facilities, increase compliance and simplify the processes, the validity of the license has been extended from 3 years to 10 years and is issued instantly on the website with a QR code.
The process, which previously took 6 months to 1 year to obtain a license, has now been simplified to allow for obtaining it in a single day.
5. Registration of Homes for Women
ELIMAI ALUMAI THITTAM: The process of registering homes for women was very difficult and time-consuming, and the officials used to request a large amount of supporting documents. Now the entire process of obtaining a license has been completely digitized.
In this, the license is automatically generated by providing self-certification. The term of the license has been extended from 3 years to 10 years and is issued instantly on the website with a QR code. The license, which used to take 6 months to 1 year earlier, has now been simplified to be obtained in a single day.
6. Solvency Certificate
ELIMAI ALUMAI THITTAM: The property value certificate is mostly issued based on the value of the land. In the current economic situation, the property value certificate is being removed as there are various alternatives to verify one's financial status such as bank balance sheet, auditor's certificate, income tax filing.
7. Expansion of List of White Category Industries under TNPCB
ELIMAI ALUMAI THITTAM: Industries classified under the white category are recognized as non-polluting or low-polluting industries. These industries are exempted from the burden of environmental clearances and routine inspections.
Initially, only 37 industries were included in the white category list. After much deliberation at various levels, the list of white category industries has been expanded from 37 to 609.
These 609 industries have been exempted from obtaining permission from the Tamil Nadu Pollution Control Board for starting and running. This expansion will greatly promote sustainable industrial growth, thereby increasing employment opportunities.
8. No Objection Certificate for Use of Bunsai Lands for Non-Agricultural Activities
ELIMAI ALUMAI THITTAM: For using Bunsai land for other purposes other than agriculture, i.e. for residential or commercial construction, it is mandatory to obtain a No Objection Certificate (NOC) from the Agriculture Department.
Now the entire process has been converted into an end-to-end digital process. Applicants can submit self-attested documents online.
The concerned Agriculture Department officials have been given 21 days to examine and process the request. If the requests are not processed within 21 days, an auto-generated NOC will be issued to the applicant.
9. Good Conduct Certificate
ELIMAI ALUMAI THITTAM: Individuals, government departments, public sector undertakings and private companies have to apply to the District Collector’s office to obtain a good conduct and background check certificate, which will then be sent for police verification.
Now, the process has been simplified and any individual, government department, government public sector undertaking or other organization can apply online and get a good conduct certificate easily and quickly.
10. No Objection Certificate for Government Servants to Obtain Passport
ELIMAI ALUMAI THITTAM: As per the current rules, a government servant has to complete any one of the following steps to apply for a passport: giving prior information to higher authorities / obtaining a No Objection Certificate (NOC) from the government / submitting an identity certificate from the department.
While applying for a passport, only the method of giving prior information letter to the higher authorities in the department will be followed.
Thus, gradually in the current year, the government is working towards simplifying many more services and providing government services online in a transparent and speedy manner, with a people-centric administration.
