• 7வது மாநில நிதி ஆணையம் / 7TH TAMILNADU STATE FINANCE COMMISSION: தமிழ்நாடு அரசு, மாநிலத்தின் பல்வேறு நகர்ப்புற மற்றும் ஊரக உள்ளாட்சி அமைப்புகளின் நிதி நிலைமையை ஆய்வு செய்து, நிதிப் பகிர்வு குறித்துப் பரிந்துரைகளை வழங்குவதற்காக 7 வது மாநில நிதி ஆணையத்தை அமைத்து அரசாணை வெளியிட்டுள்ளது.
• இந்த ஆணையம், இந்திய அரசியலமைப்புச் சட்டத்தின்படி அமைக்கப்பட்டுள்ளது.

ஆணையத்தின் முக்கிய பணிகள்

• 7வது மாநில நிதி ஆணையம் / 7TH TAMILNADU STATE FINANCE COMMISSION: இந்த ஆணையம், கிராம ஊராட்சிகள், ஊராட்சி ஒன்றியக் குழுக்கள், மாவட்ட ஊராட்சிகள், பேரூராட்சிகள், நகராட்சிகள் மற்றும் மாநகராட்சிகள் உள்ளிட்ட ஊரக மற்றும் நகர்ப்புற உள்ளாட்சி அமைப்புகளின் நிதி நிலையை விரிவாக ஆய்வு செய்யும். இதன் முக்கியப் பரிந்துரைகள் பின்வருமாறு அமையும்:
• மாநில அரசு விதிக்கக்கூடிய வரிகள், தீர்வைகள், சுங்கங்கள் மற்றும் கட்டணங்களின் நிகர வருவாயை மாநில அரசுக்கும் உள்ளாட்சி அமைப்புகளுக்கும் இடையே எவ்வாறு பகிர்ந்தளிப்பது என்பது குறித்துப் பரிந்துரைத்தல்.
• மேற்கூறிய வருவாயில், உள்ளாட்சி அமைப்புகளுக்கு இடையேயான பங்கை முறையாகப் பிரித்தளித்தல்.
• ஊரக மற்றும் நகர்ப்புற உள்ளாட்சி அமைப்புகளுக்கு ஒதுக்கீடு செய்யப்படக்கூடிய அல்லது அவைகளே தக்கவைத்துக்கொள்ளக்கூடிய வரிகள், தீர்வைகள், சுங்கங்கள் மற்றும் கட்டணங்களைத் தீர்மானித்தல்.
• மாநில அரசின் தொகுப்பு நிதியிலிருந்து உள்ளாட்சி அமைப்புகளுக்கு வழங்கப்படும் உதவி மானியங்கள் மற்றும் பிற இனங்கள் குறித்துப் பரிந்துரை செய்தல்.

அறிக்கை சமர்ப்பிக்கும் காலக்கெடு

• 7வது மாநில நிதி ஆணையம் / 7TH TAMILNADU STATE FINANCE COMMISSION: இந்த ஆணையம், 2027 ஆம் ஆண்டு ஏப்ரல் முதல் தேதி முதல் தொடங்கும் ஐந்தாண்டுகளுக்குப் பொருந்தும் வகையில், தனது அறிக்கையை 2026 ஆம் ஆண்டு ஆகஸ்ட் 31 ஆம் தேதிக்குள் தமிழ்நாடு அரசுக்குச் சமர்ப்பிக்கும், என்று தமிழக அரசு வெளியிட்ட அறிக்கையில் குறிப்பிடப்பட்டுள்ளது.

• 7TH TAMILNADU STATE FINANCE COMMISSION: The Government of Tamil Nadu has issued an order setting up the 7th State Finance Commission to examine the financial position of various urban and rural local bodies in the State and make recommendations on the distribution of funds. The Commission has been constituted in accordance with the Constitution of India.

Chairman and Members of the Commission

• 7TH TAMILNADU STATE FINANCE COMMISSION: The Chairman and Members appointed to the Commission are as follows:
• Chairman: K. Alauddin, I.A.B. (Retd.)
• Ex-officio Member: N. Dinesh Kumar, Mayor, Tiruppur Corporation
• Member (Ex-officio): Municipal Administrative Director
• Member (Ex-officio): Rural Development and Panchayat Commissioner
• Member (Ex-officio): Commissioner of Town Panchayats
• Member-Secretary: Prathik Thayan, I.A.C., Deputy Secretary to Government (Revenue and Expenditure (Full Additional Charge), Finance Department

Main Functions of the Commission

• 7TH TAMILNADU STATE FINANCE COMMISSION: The Commission shall conduct a detailed examination of the financial position of rural and urban local bodies including village panchayats, panchayat union committees, district panchayats, town panchayats, municipalities and corporations. Its main recommendations shall be as follows:
• To recommend the manner of distribution of the net revenue of taxes, duties, customs and fees leviable by the State Government between the State Government and the local bodies.
• To determine the share of the above revenue between the local bodies in a proper manner. Apportionment.
• To determine the taxes, duties, customs and fees that may be allocated to or retained by the rural and urban local bodies.
• To recommend grants-in-aid and other items to be provided to the local bodies from the Consolidated Fund of the State Government.

Deadline for submission of report

• 7TH TAMILNADU STATE FINANCE COMMISSION: The Commission shall submit its report to the Government of Tamil Nadu by 31st August 2026, covering the five years commencing from 1st April 2027, as stated in a statement issued by the Government of Tamil Nadu.
