2023 ஆம் ஆண்டு நிதி ஆண்டிற்கான தமிழ்நாடு அரசு மீதான மாநில நிதி தணிக்கை அறிக்கை / STATE FINANCIAL AUDIT REPORT ON GOVERNMENT OF TAMILNADU FOR FINANCIAL YEAR 2023

• 2023 ஆம் ஆண்டு நிதி ஆண்டிற்கான தமிழ்நாடு அரசு மீதான மாநில நிதி தணிக்கை அறிக்கை / STATE FINANCIAL AUDIT REPORT ON GOVERNMENT OF TAMILNADU FOR FINANCIAL YEAR 2023: 2023 ஆம் ஆண்டு மார்ச் 31 நிறைவடைந்த நிதி ஆண்டிற்கான, தமிழ்நாடு அரசு மீதான மாநில நிதி தணிக்கை அறிக்கை வெளியிடப்பட்டுள்ளது. 
• அதில் தெரிவிக்கப்பட்டிருப்பதாவது, 2022-23 ஆம் நிதியாண்டில் தமிழ்நாட்டின் மொத்த உள்நாட்டு உற்பத்தியானது (GSDP) 23,64,514 கோடியாக இருக்கிறது. இது, கடந்த ஆண்டை ஒப்பிடும்போது 14 சதவிகிதம் அதிகரித்துள்ளது. 
• தனிமனித உற்பத்தி அடிப்படையில் (Per Capita GSDP) பார்க்கும் போது ரூ. 3,08,020 கோடி என்ற மதிப்பில் உள்ளது. இது தேசிய சராசரி அளவான 1,96,983 கோடி உள்ள நிலையில், தேசிய சராசரியை விட 56 சதவிகிதம் தமிழ்நாடு மாநிலம் உள்ளதை பார்க்க முடிகிறது. 
• 2021-22 ஆம் ஆண்டில் ரூ. 46, 538 கோடியாக இருந்த வருவாய் பற்றாக்குறை, 2022-23 ஆண்டில் ரூ. 36, 215 கோடியாக குறைந்து உள்ளது.
• தமிழ்நாட்டின் வருமானம் 17 சதவிகிதம் உயர்ந்துள்ளது. வருமானம், தனிநபர் வருமானம் போன்றவை உயர்ந்துள்ளது போல, மாநிலத்தின் செலவுகளும் கடந்த ஆண்டை விட இந்த ஆண்டு 10.88 சதவிகிதம் உயர்ந்துள்ளது. 2022-23 ஆண்டில் தமிழ்நாட்டின் செலவு ரூ.23.26 லட்சம் கோடி ஆகும்.
• வருமான பற்றாக்குறை கிட்டதட்ட ரூ.46,500 கோடியில் இருந்து கிட்டதட்ட ரூ.36 கோடியாக மாறி 22 சதவிகிதம் குறைந்துள்ளது. ஆனால், மாநிலத்தின் வரவை விட செலவு அதிகமாகத் தான் இருக்கிறது. இது மாநிலத்தின் மீது இருக்கும் நிதி அழுத்தத்தை காட்டுகிறது.

போக்குவரத்து துறை

• 2023 ஆம் ஆண்டு நிதி ஆண்டிற்கான தமிழ்நாடு அரசு மீதான மாநில நிதி தணிக்கை அறிக்கை / STATE FINANCIAL AUDIT REPORT ON GOVERNMENT OF TAMILNADU FOR FINANCIAL YEAR 2023: 2017 ஆம் ஆண்டிற்கு முன்பு, தமிழ்நாடு அரசின் போக்குவரத்து கழகத்தின் கடன் மதிப்பானது, 6,467 கோடியில் இருந்து, மூன்று மடங்கு அதிகரித்து ரூ. 21, 980 கோடியாக உள்ளதாக சிஏஜி அறிக்கையில் தெரிவிக்கப்பட்டுள்ளது. 
• ஊழியர்களின் செலவினமானது, 55.20 சதவிகிதம் முதல் 63.5 சதவிகிதம் வரை அதிகரித்துள்ளதாகவும், போக்குவரத்து கழக ஊழியர்களை வேறு பணிக்கு அனுப்பியதால், ரூ.495 கோடி இழப்பு ஏற்பட்டுள்ளதாகவும் தெரிவிக்கப்பட்டுள்ளது. 
• மேலும், கர்நாடகா, கேரளா போக்குவரத்து கழகங்களோடு ஒப்பிடுகையில் தமிழ்நாட்டிற்கு கூடுதல் செலவு ஏற்பட்டிருப்பதாகவும் கூறப்படுகிறது.  
• மின்னணு ஏல செயல்முறைக்கான இலவச இணைய முகப்பை பயன்படுத்தாததால் ரூ. 17.82 கோடி கூடுதல் செலவானதாக சிஏஜி அறிக்கையில் தெரிவிக்கப்பட்டுள்ளது.

• STATE FINANCIAL AUDIT REPORT ON GOVERNMENT OF TAMILNADU FOR FINANCIAL YEAR 2023: The State Audit Report on the Government of Tamil Nadu for the financial year ended March 31, 2023 has been released. It states that the Gross Domestic Product (GSDP) of Tamil Nadu in the financial year 2022-23 is 23,64,514 crores. This is an increase of 14 percent compared to the previous year.
• On a per capita basis (Per Capita GSDP), it is Rs. 3,08,020 crores. This is 56 percent higher than the national average of 1,96,983 crores, compared to the national average of 1,96,983 crores.
• The revenue deficit, which was Rs. 46,538 crores in 2021-22, has reduced to Rs. 36,215 crores in 2022-23.
• Tamil Nadu's income has increased by 17 percent. As income and per capita income have increased, the state's expenditure has also increased by 10.88 percent this year compared to last year. Tamil Nadu's expenditure in 2022-23 is Rs. 23.26 lakh crore.
• The revenue deficit has come down by 22 percent from nearly Rs. 46,500 crore to nearly Rs. 36 crore. However, the expenditure is higher than the state's income. This shows the financial pressure on the state.

Transport Sector

• STATE FINANCIAL AUDIT REPORT ON GOVERNMENT OF TAMILNADU FOR FINANCIAL YEAR 2023: Before 2017, the debt of the Tamil Nadu State Transport Corporation has tripled from Rs. 6,467 crore to Rs. 21,980 crore, according to the CAG report.
• It has been reported that the expenditure on employees has increased by 55.20 percent to 63.5 percent, and there has been a loss of Rs. 495 crore due to the transfer of transport corporation employees to other jobs.
• It is also said that Tamil Nadu has incurred additional costs compared to Karnataka and Kerala transport corporations. The CAG report said that the additional cost of Rs. 17.82 crore was incurred due to not using the free online portal for the e-auction process.
