• CINEMATOGRAPHY RULES 2024: According to the Cinematography (Amendment) Act, 2023, the Ministry of Information and Broadcasting, Government of India has notified the Cinematography (Certification) Rules, 2024 replacing the Cinematography (Certification) Rules, 1983. All regulations have been modernized to improve the certification process for films.

Background

• CINEMATOGRAPHY RULES 2024: The Indian film industry is one of the largest and most globalized industries in the world, producing over 3,000 films in over 40 languages annually.
• With rich heritage and cultural diversity being India's strengths, the Prime Minister has the vision that India truly has immense potential to become the content hub of the world.
• The Information and Broadcasting Minister said the Prime Minister recognized the significant contribution of Indian cinema to India's soft power and the promotion of Indian culture, society and values globally. 
• Empowering the Indian film industry with transparency, ease of doing business and its protection from privacy threats will go a long way in the development of the content creation ecosystem in India and help protect the interests of all artists and artisans working in the film industry. 
• With this vision, a historic amendment to the Cinematography Act was brought in 2023 after 40 years, now fully empowered by the amended Cinematography (Certification) Rules, 2024.

The Cinematography (Certificate) Rules, 2024

• These new rules aim to streamline and modernize the film certification process for the digital age, keeping pace with emerging technologies and advancements in the film industry. The Ministry and the Central Board of Film Censors have held extensive consultations with filmmakers, theater owners, disabled rights organizations, NGOs, film industry bodies, the public and other stakeholders.

The major features of the improvements included in the Cinematography (Certification) Rules, 2024

• CINEMATOGRAPHY RULES 2024: To ensure enhanced transparency, efficiency and ease of doing business for the film industry, the rules have been comprehensively amended to accommodate the adoption of online certification procedures.
• This includes reducing the time frame for processing film certificates and adopting fully digital processes to eliminate all transaction time.
• Films must have accessibility features for certification to be inclusive of persons with disabilities, as specified in guidelines issued from time to time.
• This includes introducing age-based certificates by dividing the existing UA category into three age-based categories of seven years (UA 7+), thirteen years (UA 13+) and sixteen years (UA 16+) instead of twelve years.
• These age-based codes are only recommended for parents or guardians to consider whether their children should watch such a film. An age-based certification system with UA certifications will be implemented to ensure young viewers are exposed to age-appropriate content. 
• It will play an important role in balancing the need to protect vulnerable audiences such as children with the principles of freedom of expression and consumer choice.
• Greater representation of women on the CBFC Board and Advisory Committees of the CBFC is emphasized. One-third of the board members should be women.
