வேளாண் பட்ஜெட் 2024 - 2025 / AGRICULTURAL BUDGET 2024 - 2025: தமிழ்நாடு சட்டப்பேரவையின் பட்ஜெட் கூட்டத் தொடர் பிப். 12 ஆம் தேதி ஆளுநர் ஆர்.என்.ரவி உரையுடன் தொடங்கி நடைபெற்று வருகிறது.
"தடைகளைத் தாண்டி.. வளர்ச்சியை நோக்கி" என 2024 -25 ஆம் ஆண்டுக்கான நிதிநிலை அறிக்கையை நிதியமைச்சர் தங்கம் தென்னரசு தாக்கல் செய்தார்.
நிதிநிலை அறிக்கையில் தமிழ்கனவுகள் என்ற தலைப்பில் சமூக நீதி, கடைக்கோடி மனிதருக்கும் நல வாழ்வு, உலகை வெல்லும் இளைய தமிழகம்,அறிவுசார் பொருளாதாரம், சமத்துவ நோக்கில் மகளிர் நலம், பசுமை வழிப் பயணம், தாய்த் தமிழும் தமிழர் பண்பாடும் ஆகிய 7 முக்கிய அம்சங்கள் இடம் பெற்றுள்ளது.நேற்று தாக்கல் செய்யப்பட்ட நிதிநிலை அறிக்கைக்கு பொதுமக்கள் உள்ளிட்ட பலரும் வரவேற்று வருகிறார்கள்.
இதனைத் தொடர்ந்து 2024-25ம் நிதியாண்டிற்கான வேளாண் நிதிநிலை அறிக்கையை சட்டப்பேரவையில் வேளாண்துறை அமைச்சர் எம்.ஆர்.கே பன்னீர்செல்வம் தாக்கல் செய்தார்.
முக்கிய அம்சங்கள்
வேளாண் பட்ஜெட் 2024 - 2025 / AGRICULTURAL BUDGET 2024 - 2025: முதலமைச்சரின் மண்ணுயிர் காத்து மன்னுயிர் காப்போம் திட்டம் (CM MKMKS) - ரூ. 206 கோடி நிதி ஒதுக்கீடு.
ஒவ்வொரு சிற்றூரும் தன்னிறைவு பெற்றிட கலைஞரின் அனைத்துக் கிராம ஒருங்கிணைந்த வேளாண் வளர்ச்சித் திட்டம் தேர்வு செய்யப்பட்ட 2482 கிராம ஊராட்சிகளில் அனைத்து கிராம அண்ணா மறுமலர்ச்சித் திட்டத்துடன் இணைந்து தொடர்ந்து செயல்படுத்திட ரூ. 200 கோடி நிதி ஒதுக்கீடு .
தேவைக்கேற்ற உற்பத்தியை எட்ட வேளாண் பயிர்களில் பரப்பு விரிவாக்கம்- ரூ. 108 கோடி நிதி ஒதுக்கீடு.
பயிர் உற்பத்தித்திறன் உயர்த்துதல் ஊக்குவிப்புத் திட்டம்-ரூ. 48 கோடி நிதி ஒதுக்கீடு.
ஒரு கிராமத்திற்கு ஒரு பயிர் - விதைப்பு முதல் அறுவடை வரை அனைத்துத் தொழில்நுட்பங்கள் குறித்த செயல்விளக்கங்கள், நிரந்தர பூச்சி கண்காணிப்புத் திடல்கள் அமைத்து விவசாயிகளிடையே விழிப்புணர்வு ஏற்படுத்த"ஒரு கிராமம் ஒரு பயிர்" திட்டம் 15,280 வருவாய் கிராமங்களில் செயல்படுத்தப்படும்.
ஊட்டச்சத்து மிகுந்த சிறுதானியங்களின் சாகுபடிப் பரப்பு, உற்பத்தி, உற்பத்தித் திறனை அதிகரிக்க தமிழ்நாடு சிறுதானிய இயக்கத்திற்கு ரூ.65.30 கோடி நிதி ஒதுக்கீடு
மாநில அளவில் சிறுதானியங்கள், பயறுவகைகள், எண்ணெய்வித்துகள், கரும்பு பயிர்களில் அதிக உற்பத்தியைப் பெறும் முதல் மூன்று விவசாயிகளுக்கு பரிசளிக்க ரூ. 55 இலட்சம் நிதி ஒதுக்கீடு.
உயிர்ம வேளாண்மையில் சிறந்து விளங்கும் விவசாயிகளுக்கு "நம்மாழ்வார் விருது" வழங்க ரூ. 5 இலட்சம் நிதி ஒதுக்கீடு.
ஒன்றிய அரசால் அறிவிக்கப்பட்டுள்ள நியாயமான மற்றும் ஆதாய விலைக்கு மேல் முன் எப்போதும் இல்லாத அளவில் கரும்பு டன் ஒன்றுக்கு ரூ.215 சிறப்பு ஊக்கத்தொகை வழங்க ரூ. 250 கோடி நிதி ஒதுக்கீடு.
முக்கனி மேம்பாட்டுக்கான சிறப்புத் திட்டம் செயல்படுத்திட ரூ. 41.35 கோடி ஒதுக்கீடு
விவசாயிகள் ஒழுங்குமுறை விற்பனைக் கூடங்களில் பொருட்களை இருப்பு வைத்துப் பெறும் பொருளீட்டுக்கடன் வரம்பு ரூ. 3 இலட்சத்திலிருந்து ரூ. 5 இலட்சமாக உயர்வு.
புத்தாக்க நிறுவனங்களை (Start-up) ஊக்குவித்தல்: வேளாண் சார்ந்த தொழில் தொடங்கும் தகுதியுள்ள புத்தாக்க நிறுவனங்களுக்கு மானியம் வழங்க ரூ.10 கோடி நிதி ஒதுக்கீடு.
விவசாயிகள், பொதுமக்கள் பயன்பெறும் வகையில் ரூ. 9 கோடி செலவில் மூன்று இடங்களில் வேளாண் கண்காட்சிகள் நடத்தப்படும்.
பெரம்பலூர், தூத்துக்குடி, கிருஷ்ணகிரி, இராமநாதபுரம், தருமபுரி, திண்டுக்கல், விருதுநகர் ஆகிய மாவட்டங்களில் இயற்கை வள மேம்பாட்டுப் பணிகளுக்காக ரூ. 43 கோடி ஒதுக்கீடு
கடன் ஒப்பளிப்பு வழங்கும் நேரம் குறைக்கப்பட்டு, வெளிப்படைத் தன்மைக்காக தொடக்க வேளாண்மை கூட்டுறவு வங்கிகள் ரூ. 141 கோடி மதிப்பீட்டில் கணினிமயமாக்கல் பணிகள்
நாட்டிலேயே முதன்முறையாக கூட்டுறவு வங்கிகளில் ஒருங்கிணைந்த பணப் பரிவர்த்தனை அமைப்பு (UPI) அறிமுகப்படுத்தப்பட்டு, UPI, NEFT உள்ளிட்ட மின்னணு வங்கியியல் சேவைகள் மாதந்தோறும் ஒரு கோடிக்கும் அதிகமான வாடிக்கையாளர்கள் பயன் பெறுகின்றனர்.
மீன்வளர்ப்போரின் வருவாய் உயர்வதுடன், உள்நாட்டு மீன் உற்பத்தியும் அதிகரித்திட புதிதாக நன்னீர் மீன்வளர்ப்புக் குளங்கள் அமைத்தல், இடுபொருள் மானியம், மீன்தீவன ஆலை போன்ற திட்டங்களுக்காக ரூ.4.60 கோடி மானியம்.
23.51 இலட்சம் வேளாண் பாசன இலவச மின் இணைப்புகளுக்கு மும்முனை மின்சாரக் கட்டணத் தொகையாக, தமிழ்நாடு மின் உற்பத்தி மற்றும் பகிர்மானக் கழகத்திற்கு ரூ.7,280 கோடி நிதி ஒதுக்கீடு
இயற்கைவள மேம்பாட்டுப்பணிகள்: மகாத்மா காந்தி தேசிய ஊரக வேலை உறுதித் திட்டத்தில் பண்ணைக்குட்டைகள், நீர் செறிவூட்டுத் தண்டுகள், அமிழ்நீர் குட்டை, கசிவு நீர் குட்டை, செறிவூட்டு கிணறுகள், புதிய குளங்கள், மண் வரப்பு, கல் வரப்பு போன்ற இயற்கைவள மேம்பாட்டு பணிகளுக்காக ரூ. 7,000 கோடி ஒதுக்கீடு.
200 பனைத்தொழிலாளர்களுக்கு, மதிப்புக் கூட்டுப் பொருட்கள் பயிற்சிகளும், 100 மகளிருக்கு பனை ஓலைப்பொருட்கள் பயிற்சியும், உரிய கருவிகளும் ரூ. 1.14 கோடி ஒதுக்கீட்டில் வழங்கப்படும்.
மொத்தமாக வேளாண்துறைக்கு என்று ரூ. 42,281.88 கோடி நிதி ஒதுக்கீடு செய்யப்பட்டுள்ளது.

AGRICULTURAL BUDGET 2024 - 2025: Budget Session of Tamil Nadu Legislative Assembly Feb. It started on 12th with the speech of Governor RN Ravi. Finance Minister Thangam Thanarasu presented the financial report for the year 2024-25 as "Beyond Barriers.. Towards Growth".
In the financial report under the title of Tamil dreams, there are 7 important aspects of social justice, good life for shopkeepers, young Tamil Nadu conquering the world, intellectual economy, women's welfare for equality, green road journey, mother Tamil and Tamil culture.
The financial report filed yesterday was welcomed by many people including the public. Following this, Agriculture Minister MRK Panneerselvam tabled the agriculture financial report for the financial year 2024-25 in the Legislative Assembly.
To make every small village self-sufficient, the All Village Integrated Agricultural Development Program of the artist will be implemented continuously in the selected 2482 village Panchayats along with the All Gram Anna Revival Program Rs. 200 crore financial allocation.
Expansion of area in agricultural crops to achieve required production- Rs. 108 crore fund allocation.
Crop Productivity Enhancement Promotion Scheme-Rs. 48 crore fund allocation.
One Crop Per Village – Demonstrations on all technologies from sowing to harvesting, setting up permanent pest monitoring plots and creating awareness among farmers “One Village One Crop” program will be implemented in 15,280 revenue villages.
Allocation of Rs.65.30 crore to Tamil Nadu Small Grains Movement to increase the area under cultivation, production and productivity of nutritious small grains.
To award "Nammazhwar Award" to farmers who excel in Bio-Agriculture Rs. 5 lakh fund allocation.
To provide a special incentive of Rs.215 per tonne of sugarcane at an unprecedented level above the fair and remunerative price announced by the Union Government of Rs. 250 crore fund allocation.
To implement the special scheme for the development of Mukani Rs. 41.35 crore allocation
Farmers for stocking of products in regulated sales halls have a limit of Rs. 3 lakh to Rs. 5 lakhs increase.
Encouragement of innovative companies (Start-up): Fund allocation of Rs.10 crore to provide subsidy to eligible innovative companies to start agro-based business.
In order to benefit the farmers and public Rs. Agricultural fairs will be held at three places at a cost of 9 crores.
For natural resource development works in Perambalur, Thoothukudi, Krishnagiri, Ramanathapuram, Dharmapuri, Dindigul, Virudhunagar districts Rs. 43 crore allocation
Credit disbursement time reduced and for transparency Primary Agricultural Co-operative Banks Rs. 141 crore worth of computerization works
For the first time in the country, Unified Payments System (UPI) was introduced in cooperative banks and electronic banking services including UPI, NEFT benefit more than one crore customers every month.
Rs. 4.60 crore subsidy for projects like construction of fresh water aquaculture ponds, infrastructure subsidy, fish feed plant etc. to increase the income of fish farmers and increase domestic fish production.
Allocation of Rs. 7,280 crore to Tamil Nadu Power Generation and Distribution Corporation as three-pronged electricity tariff amount for 23.51 lakh agricultural irrigation free power connections.
Natural Resource Development: Under the Mahatma Gandhi National Rural Employment Guarantee Scheme, Rs. 7,000 crore allocation.
Training in Value Added Products for 200 palm workers, Training in palm leaf products for 100 women and relevant tools at a cost of Rs. 1.14 crore will be provided in quota.
A total of Rs. 42,281.88 crore has been allocated.
