• கூர்நோக்கு இல்லம் குறித்த நீதிபதி சந்துரு தலைமையிலான குழுவின் பரிந்துரைகள் / RECOMMENDATIONS BY JUSTICE CHANDRU COMMITTEE FOR OBSERVATION HOME: தாம்பரம் ரயில் நிலையத்தில் ரயில்வே துறைக்குச் சொந்தமான பேட்டரி ஒன்றைத் திருடியதாக கைது செய்யப்பட்டு செங்கல்பட்டு அரசு கூர்நோக்கு இல்லத்தில் ஒப்படைக்கப்பட்ட கோகுல் என்ற 17 வயது சிறுவன் உயிரிழந்தான். கூர்நோக்கு இல்ல காவலர்கள் தாக்கியதில் சிறுவன் உயிரிழந்ததாக விசாரணையில் தெரிய வந்தது. இது தொடர்பாக 6 பேர் கைது செய்யப்பட்டனர். 
• இதையடுத்து, தமிழத்தில் உள்ள கூர்நோக்கு இல்லங்கள், சிறப்பு இல்லங்கள், பாதுகாப்பு இல்லங்கள் ஆகியவற்றின் செயல்பாடுகள் மற்றும் நிர்வாகத் திறன்களை மேம்படுத்தும் பொருட்டு சென்னை உயர் நீதிமன்ற ஓய்வுபெற்ற நீதிபதி சந்துரு தலைமையில் ஒரு குழு அமைக்கப்பட்டது. 
• அதன்படி இதுகுறித்து ஆய்வு செய்த நீதிபதி சந்துரு தலைமையிலான குழு, அதற்கான அறிக்கையை முதல்வர் மு.க.ஸ்டாலினிடம் சமர்ப்பித்துள்ளது. 
• சென்னை தலைமை செயலகத்தில் முதல்வரை சந்தித்து நீதிபதி சந்துரு அறிக்கையை சமர்ப்பித்தார்.

• சமூக பாதுகாப்பு இயக்குநரகம் பிரிக்கப்பட்டு, கூர்நோக்கு இல்லங்களை குழந்தைகள் பாதுகாப்பு தொடர்பான தனி இயக்குநரகத்தின்கீழ் கொண்டுவர வேண்டும். இதற்காக இயக்குநர் தலைமையில் புதிதாக சிறப்பு சேவைகள் துறையை உருவாக்க வேண்டும். குறிப்பிட்ட இடைவெளியில் ஆய்வு செய்து, அறிக்கை அளிக்க வேண்டும்.
• மாவட்டத்துக்கு குறைந்த பட் சம் ஓர் இல்லமாவது இருக்க வேண்டும். இல்லங்களை நாள் தோறும் கண்காணிக்க வேண்டும். அனைத்து கூர்நோக்கு இல்லங்களிலும் முழுநேர மனநல ஆலோசகரை நியமிக்க வேண்டும். 
• இல்லங்கள் சிறைபோல இருக்கக் கூடாது. அவற்றின் அமைப்பு மாற்றப்பட்டு புதிய கட்டடவியல் தன்மையுடன் அமைக்க வேண்டும். இல்லங்களில் சிறுவர்கள் 24 மணி நேரமும் அடைத்து வைக்கப்படக் கூடாது.
• சிறுவர்களுக்கு தொழிற்பயிற்சி அளிக்க வேண்டும். தூங்குவதற்கு மெத்தை, தலையணையுடன் கட்டில் வழங்க வேண்டும். நவீன கழிப் பறைகள், துணி துவைக்க இயந்திரம், கொசு விரட்டி உள்ளிட்ட வசதிகள் இருக்க வேண்டும். 13 - 16 வயதினரை ஒரு குழுவாக, அதற்கு மேல் உள்ளவர்களை ஒரு குழுவாக அடைக்க வேண்டும்.
• இல்லங்களில் உள்ள மாஸ்டர்கள் தகுதியான ஆசிரியர்களாக இருக்க வேண்டும். இல்லங்களில் கண்காணிப்பாளர்கள் தவிர, உதவி கண்காணிப்பாளர்களும் நியமிக்கப்பட்டு, அவர்கள் அங்கேயே தங்கியிருக்க வேண்டும். 
• சமையலர்கள், துப்புரவுப் பணியாளர்களை காலநிலை ஊதியத்தில் நிரந்தரமாக நியமிக்க வேண்டும்.

• RECOMMENDATIONS BY JUSTICE CHANDRU COMMITTEE FOR OBSERVATION HOME: A 17-year-old boy named Gokul, who was arrested for stealing a battery belonging to the railway department at Tambaram railway station and was handed over to the Chengalpattu government observation home, died. The investigation revealed that the boy died after being assaulted by the guards of the home. 6 people were arrested in this connection.
• Subsequently, a committee headed by retired Madras High Court judge Chanduru was formed to improve the functioning and administrative capacity of observation homes, special homes and protective homes in Tamil.
• According to this, the committee headed by Justice Sanduru has submitted the report to Chief Minister M.K.Stalin.
• Justice Chanduru met the Chief Minister at the Chief Secretariat in Chennai and submitted the report.

Recommendations

• RECOMMENDATIONS BY JUSTICE CHANDRU COMMITTEE FOR OBSERVATION HOME: The new rules for juvenile correctional schools, special homes and protective homes have been made and the law has been amended in 2021 and the President's approval has been obtained in 2022.
• These rules should be enforced. Rules regarding registration and recognition of houses should be reviewed and appropriate amendments should be made.
• The Directorate of Social Welfare should be split and the orphanages should be brought under a separate Directorate of Child Welfare. For this, a new Special Services Department should be created under the leadership of the Director. Inspect and report at specified intervals.
• A district should have at least one house. Houses should be monitored daily. A full-time mental health consultant should be appointed in all intensive care homes.
• Homes should not be like prisons. Their structure should be changed and set up with a new architectural character. Children should not be confined in homes 24 hours a day.
• Vocational training should be given to children. Cot with mattress and pillow should be provided for sleeping. Facilities should include modern toilets, washing machine, mosquito repellent. 13 - 16 years old should be kept in one group and above in one group.
• Masters in homes should be qualified teachers. In addition to Superintendents in the Homes, Assistant Superintendents are also appointed and stay there.
• Cooks, cleaners should be permanently appointed on seasonal wages.
