• கலைஞர் மகளிர் உரிமைத் திட்டம் / KALAIGNAR MAHALIR URIMAI THITTAM: குடும்பத் தலைவிகளுக்கான கலைஞர் மகளிர் உரிமைத் திட்டத்தில் பயன் பெற, கீழ்க்கண்ட தகுதிகளைப் பெற்ற குடும்பங்களில், 21 வயது நிரம்பிய பெண் ஒருவர் விண்ணப்பிக்கலாம்.
• அதாவது, செப்டம்பர் 15, 2002 தேதிக்கு முன்னர் பிறந்தவர்கள் விண்ணப்பிக்கலாம்.
• விண்ணப்பதாரர்கள் தங்கள் குடும்ப அட்டை இருக்கும் நியாயவிலைக் கடை அமைந்திருக்கும் விண்ணப்பப் பதிவு முகாமில் மட்டுமே விண்ணப்பிக்க வேண்டும்.
• ஒரு குடும்ப அட்டைக்கு ஒரு பயனாளி மட்டுமே விண்ணப்பிக்கத் தகுதியானவர்.

குடும்பத் தலைவி வரையறை

• கலைஞர் மகளிர் உரிமைத் திட்டம் / KALAIGNAR MAHALIR URIMAI THITTAM: குடும்ப அட்டையில் பெயர் இடம் பெற்றுள்ளவர்கள் அனைவரும் ஒரு குடும்பமாகக் கருதப்படுவர்.
• ஒவ்வொரு தகுதிவாய்ந்த குடும்பத்திலும் உள்ள குடும்பத்தலைவி கலைஞர் மகளிர் உரிமைத் திட்டத்தில் பயன் பெற விண்ணப்பிக்கலாம்.
• குடும்ப அட்டையில் குடும்பத்தலைவர் எனக் குறிப்பிடப்பட்டுள்ள பெண் குடும்பத் தலைவியாகக் கருதப்படுவார்.
• குடும்ப அட்டையில் ஆண் குடும்பத் தலைவராகக் குறிப்பிடப்பட்டிருந்தால், அந்தக் குடும்பத்தலைவரின் மனைவி குடும்பத்தலைவியாகக் கருதப்படுவார்.
• திருமணமாகாத தனித்த பெண்கள், கைம்பெண்கள் மற்றும் திருநங்கைகள் தலைமையில் குடும்பங்கள் இருந்தால் அவர்களும் குடும்பத் தலைவிகளாகக் கருதப்படுவர்.
• ஒரு குடும்பத்தில் ஒன்றுக்கும் மேற்பட்ட 21 வயது நிரம்பிய பெண்கள் இருந்தால், இத்திட்டத்தின்கீழ் பயன்பெற, ஒரு நபரைக் குடும்ப உறுப்பினர்கள் தேர்வு செய்து விண்ணப்பிக்கச் செய்யலாம்.

மூன்று பொருளாதார அளவுகோல்

• கலைஞர் மகளிர் உரிமைத் திட்டம் / KALAIGNAR MAHALIR URIMAI THITTAM: கலைஞர் மகளிர் உரிமைத் திட்டத்தில் பயன் பெற விண்ணப்பிக்கும் குடும்பங்கள் கீழ்க்காணும் மூன்று பொருளாதார அளவுகோல்களைக்கு உட்பட்ட குடும்பங்களாக இருத்தல் வேண்டும்.
• ஆண்டு வருமானம் ரூ.2.5 லட்சத்திற்குக் கீழ் வருமானம் ஈட்டும் குடும்பங்கள்.
• ஐந்து ஏக்கருக்குக் குறைவாக நன்செய் நிலம் அல்லது பத்து ஏக்கருக்குக் குறைவாகப் புன்செய் நிலம் வைத்துள்ள குடும்பங்கள்.
• ஆண்டுக்கு வீட்டு உபயோகத்துக்கு 3600 யூனிட்டுக்கும் குறைவாக மின்சாரம் பயன்படுத்தும் குடும்பங்கள். பொருளாதாரத் தகுதிகளுக்காகத் தனியாக வருமானச் சான்று அல்லது நில ஆவணங்களைப் பெற்று விண்ணப்பத்துடன் இணைக்கத் தேவையில்லை.

கலைஞர் மகளிர் உரிமைத் திட்டத்தில் பயன் பெறத்தகுதி இல்லாதவர்கள்

• கலைஞர் மகளிர் உரிமைத் திட்டம் / KALAIGNAR MAHALIR URIMAI THITTAM: கலைஞர் மகளிர் உரிமைத் திட்டத்தில் பயன் பெற விண்ணப்பிக்கும் விண்ணப்பதாரரின் குடும்ப உறுப்பினர்களில் யாரேனும், கீழ்க்காணும் ஏதாவது ஒரு வகையைச் சேர்ந்த குடும்ப உறுப்பினர்களாக இருந்தால், அந்தக் குடும்பத்தைச் சேர்ந்த விண்ணப்பதாரர், மகளிர் உரிமைத் தொகை பெறத் தகுதி இல்லாதவர் ஆவர்.
• ரூபாய் 2.5 லட்சத்துக்குமேல் ஆண்டு வருமானம் ஈட்டும் குடும்பங்கள்.
• குடும்பத்தில் ஆண்டு வருமானம் ரூபாய் 2.5 லட்சம் மேல் ஈட்டி வருமானவரி கணக்கு தாக்கல் செய்பவர்கள் மற்றும் வருமான வரி செலுத்துபவர்கள்.
• ஆண்டுக்கு ரூ.2.5 லட்சத்துக்குமேல் வருமானம் ஈட்டி தொழில் வரி செலுத்துவோர்.
• மாநில, ஒன்றிய அரசு ஊழியர்கள், பொதுத்துறை நிறுவனங்கள், வங்கிகளின் ஊழியர்கள், வாரியங்கள், உள்ளாட்சி அமைப்புகள், கூட்டுறவு அமைப்புகளின் ஊழியர்கள் மற்றும் அவற்றின் ஓய்வூதியதாரர்கள்.
• தேர்ந்தெடுக்கப்பட்ட மக்கள் பிரதிநிதிகள் (ஊராட்சி மன்ற வார்டு உறுப்பினர்களைத் தவிர). அதாவது நாடாளுமன்ற உறுப்பினர்கள், சட்டமன்ற உறுப்பினர்கள், மாவட்ட ஊராட்சித் தலைவர்கள், மாவட்ட ஊராட்சி உறுப்பினர்கள், ஊராட்சி ஒன்றியத் தலைவர்கள், ஊராட்சி ஒன்றிய உறுப்பினர்கள், ஊராட்சிமன்றத் தலைவர்கள், மாநகராட்சி, நகராட்சி, பேரூராட்சித் தலைவர்கள் மற்றும் உறுப்பினர்கள்.
• சொந்தப் பயன்பாட்டுக்கு கார், ஜீப், டிராக்டர், கனரக வாகனம் போன்ற நான்கு சக்கர வாகனங்கள் வைத்துள்ளவர்கள்.
• ஆண்டுக்கு 50 லட்சத்திற்கும் மேல் ஆண்டு விற்பனை (Annual turnover) செய்து சரக்கு மற்றும் சேவை வரி (GST) செலுத்தும் தொழில் நிறுவன உரிமையாளர்கள்.
• ஏற்கெனவே முதியோர் ஓய்வூதியம் (OAP), விதவை ஓய்வூதியம், அமைப்புசாராத் தொழிலாளர் நலவாரிய ஓய்வூதியம் போன்ற சமூகப் பாதுகாப்புத் திட்ட ஓய்வூதியம் மற்றும் அரசிடமிருந்து ஓய்வூதியம் பெறும் குடும்பங்கள்.
• மேற்கண்ட ஏதாவது ஒரு தகுதியின்மை வகைப்பாட்டில் வரும் குடும்பத்தைச் சேர்ந்தவர்கள், கலைஞர் மகளிர் உரிமைத் திட்டத்தில் பயன் பெறத் தகுதி இல்லை.

விதிவிலக்குகள்

• கலைஞர் மகளிர் உரிமைத் திட்டம் / KALAIGNAR MAHALIR URIMAI THITTAM: மாற்றுத்‌ திறனாளிகள்‌ நலத்துறையால்‌ வழங்கப்படும்‌ கடும்‌ உடல்‌: குறைபாடுடைய மாற்றுத்திறணளிகளுக்காண பராமரிப்பு உதவித்தொகை பெறும்‌. 
• உறுப்பிணரைக்‌ கொண்ட குடும்பங்கள்‌ விண்ணப்பிக்கத்‌ தகுதியானவை. 
• இவ்வகைப்பாட்டினர்‌. திட்டத்தின்‌ கிற தகுதிகளைப்‌ பூர்த்தி செய்து. எவ்விதத்‌. தகுதியின்மை வகைப்பாட்டிலும்‌ வரவில்லை எனில்‌, விண்ணப்பிக்கத்‌ தகுதியானவர்கள்‌.

ENGLISH

• KALAIGNAR MAHALIR URIMAI THITTAM: A woman who has completed 21 years of age can apply for the benefit of Kalaignar Women's Entitlement Scheme for Heads of Households from families meeting the following qualifications.
• That is, those born before September 15, 2002 can apply.
• Applicants should apply only at the Application Registration Camp where the Fair Price Shop is located where their family card is available.
• Only one beneficiary is eligible to apply for a family card.

Definition of Head of Household

• KALAIGNAR MAHALIR URIMAI THITTAM: All the persons named in the family card are considered as a family.
• A housewife in every eligible family can apply to avail the benefit of the Artist Women's Rights Scheme.
• The woman named as the head of the family in the family card is considered as the head of the family.
• If the family card mentions a male as the head of the family, the wife of the head of the family will be treated as the head of the family.
• Households headed by unmarried single women, maidservants and transgender persons are also considered heads of households.
• If a family has more than one female who has completed 21 years of age, the family members can choose one person to apply for the benefit under the scheme.

Three Economic criteria

• KALAIGNAR MAHALIR URIMAI THITTAM: Families applying for the benefit of Artist Women's Rights Scheme should meet the following three economic criteria:
• Households earning annual income below Rs.2.5 lakhs.
• Households holding less than five acres of Nansey land or less than ten acres of Bunsey land.
• Households consuming less than 3600 units of electricity for domestic use per year. There is no need to obtain income proof or land documents separately for financial qualifications and attach it to the application.

Artists are not eligible to benefit from the Women's Rights Scheme

• KALAIGNAR MAHALIR URIMAI THITTAM: If any of the family members of the applicant applying for the benefit of Artist Women's Entitlement Scheme belong to any of the following categories of family members, the applicant belonging to that family shall not be eligible for the Women's Entitlement amount.
• Households earning annual income above Rs 2.5 lakhs.
• Income tax return filers and income tax payers with annual family income above Rs 2.5 lakh.
• Professional taxpayers earning income above Rs.2.5 lakh per annum.
• Employees of State, Union Government, Public Sector Undertakings, Employees of Banks, Boards, Local Bodies, Co-operative Societies and their pensioners.
• Elected People's Representatives (except Municipal Council Ward Members). That is, Members of Parliament, Assembly Members, District Panchayat Presidents, District Panchayat Members, Panchayat Union Presidents, Panchayat Union Members, Panchayat Council Presidents, Municipal Corporation, Municipality, Borough Presidents and members.
• Those who own four wheeler vehicles like car, jeep, tractor, heavy vehicle etc. for personal use.
• Business owners with an annual turnover of more than 50 lakhs and paying Goods and Services Tax (GST).
• Families already in receipt of Old Age Pension (OAP), Widow Pension, Social Security Scheme Pension like Unorganized Workers Welfare Pension and Government Pension. Family members falling under any of the above ineligibility categories are not eligible to benefit from Artist Women's Rights Scheme.

Exceptions

• KALAIGNAR MAHALIR URIMAI THITTAM: Physically challenged by the differently abled welfare department: The differently abled will receive maintenance stipend.
• Families with one member are eligible to apply.
• These actors. Meet the program's minimum requirements. How Candidates are eligible to apply if they do not fall under the category of ineligibility.
