• மத்திய அரசு மின்சார (நுகர்வோர் உரிமைகள்) விதிகள், 2020 இல் திருத்தம் / AMENDMENT IN CENTRAL GOVERNMENT ELECTRICITY (CONSUMER RIGHTS) RULES, 2020: மின்சார (நுகர்வோர் உரிமைகள்) விதிகள், 2020 இல் திருத்தம் செய்வதன் மூலம், நடைமுறையில் உள்ள மின் கட்டண அமைப்பில் இரண்டு மாற்றங்களை மத்திய அரசு அறிமுகப்படுத்தியுள்ளது. டைம் ஆஃப் டே (டிஓடி) கட்டணத்தை அறிமுகப்படுத்துதல், ஸ்மார்ட் மீட்டரிங் விதிகளை சீரமைத்தல் ஆகியவை அந்த மாற்றங்களாகும்.

பகல் நேர (டிஓடி) கட்டண அறிமுகம்

• மத்திய அரசு மின்சார (நுகர்வோர் உரிமைகள்) விதிகள், 2020 இல் திருத்தம் / AMENDMENT IN CENTRAL GOVERNMENT ELECTRICITY (CONSUMER RIGHTS) RULES, 2020: ஒரு நாளின் எல்லா நேரங்களிலும் ஒரே விகிதத்தில் மின்சாரத்திற்கு கட்டணம் வசூலிப்பதை விட, நீங்கள் மின்சாரத்திற்கு செலுத்தும் விலை நாளின் நேரத்திற்கு ஏற்ப மாறுபடும். 
•  டிஓடி (டைம் ஆப் டே) கட்டண முறையின் கீழ், சூரிய சக்தி மின்சாரத்தை பயன்படுத்தும் நேரங்களில் வசூலிக்கப்படும் கட்டணம், தற்போது நாள் முழுவதும் வசூலிக்கப்படும் சாதாரண கட்டணத்தை விட 10% -20% குறைவாக இருக்கும். 
• இந்த டிஓடி நேரம், ஒரு நாளில் 8 மணி நேரம் என்ற அளவில் மாநில மின்சார ஒழுங்கு முறை ஆணையம் குறிப்பிடும் நேரத்தைப் பொறுத்தது. 
• அதே நேரத்தில், மற்ற மின்சாரத்தை பயன்படுத்தும் உச்ச நேரங்களில் கட்டணம் 10 முதல் 20 சதவீதம் அதிகமாக இருக்கும். 
• 2024 ஏப்ரல் 1 முதல் 10 கிலோவாட் மற்றும் அதற்கு மேற்பட்ட அதிகபட்ச தேவை கொண்ட வணிக மற்றும் தொழில்துறை நுகர்வோருக்கும், 2025 ஏப்ரல் 1 முதல் விவசாய நுகர்வோர் தவிர மற்ற அனைத்து நுகர்வோருக்கும் டிஓடி கட்டணம் பொருந்தும். ஸ்மார்ட் மீட்டர் பொருத்தப்பட்ட உடனேயே, ஸ்மார்ட் மீட்டர் பொருத்தப்பட்ட நுகர்வோருக்கு, பகல் நேர கட்டணம் அமலுக்கு வரும்.
• பெரும்பாலான மாநில மின்சார ஒழுங்குமுறை ஆணையங்கள் (எஸ்.இ.ஆர்.சி) ஏற்கனவே நாட்டில் உள்ள பெரிய வணிக மற்றும் தொழில்துறை (சி & ஐ) வகை நுகர்வோருக்கு டிஓடி கட்டணங்களை செயல்படுத்தியுள்ளன. 
• ஸ்மார்ட் மீட்டர்களை நிறுவுவதன் மூலம், உள்நாட்டு நுகர்வோர் மட்டத்தில் டிஓடி மீட்டரிங் கட்டணக் கொள்கை ஆணையின்படி அறிமுகப்படுத்தப்படும்.

ஸ்மார்ட் மீட்டரிங் விதியில் செய்யப்பட்ட திருத்தம் தொடர்பான விதிகள்

• மத்திய அரசு மின்சார (நுகர்வோர் உரிமைகள்) விதிகள், 2020 இல் திருத்தம் / AMENDMENT IN CENTRAL GOVERNMENT ELECTRICITY (CONSUMER RIGHTS) RULES, 2020: ஸ்மார்ட் மீட்டரிங்கிற்கான விதிகளையும் அரசு எளிமைப்படுத்தியுள்ளது. 
• நுகர்வோரின் அசௌகரியங்களை தவிர்ப்பதற்காக, அதிகபட்ச அனுமதிக்கப்பட்ட சுமை / தேவைக்கு மேல் நுகர்வோரின் தேவையை அதிகரிப்பதற்கான தற்போதைய அபராதங்கள் குறைக்கப்பட்டுள்ளன. 
• மீட்டர் விதியின் திருத்தத்தின்படி, ஸ்மார்ட் மீட்டரை நிறுவிய பிறகு, நிறுவல் தேதிக்கு முந்தைய காலத்திற்கு ஸ்மார்ட் மீட்டரால் பதிவு செய்யப்பட்ட அதிகபட்ச தேவையின் அடிப்படையில் நுகர்வோருக்கு எந்த அபராத கட்டணமும் விதிக்கப்படாது. 
• ஒரு நிதியாண்டில் குறைந்தபட்சம் மூன்று முறை அனுமதிக்கப்பட்ட சுமையைத் தாண்டினால் மட்டுமே அதிகபட்ச தேவையை மேல்நோக்கி மாற்றியமைக்கும் வகையில் சுமை திருத்தும் நடைமுறையும் சீரமைக்கப்பட்டுள்ளது.
• நுகர்வோருக்கு சேவை செய்வதற்காக மின்சார அமைப்புகள் உள்ளன மற்றும் நம்பகமான சேவைகள் மற்றும் தரமான மின்சாரத்தைப் பெற நுகர்வோருக்கு உரிமைகள் உள்ளன என்ற நம்பிக்கையின் அடிப்படையில் மின்சார (நுகர்வோர் உரிமைகள்) விதிகள், 2020 டிசம்பர் 31 அன்று அரசால் அறிவிக்கப்பட்டன. 
• புதிய மின் இணைப்புகள், பணத்தைத் திரும்பப் பெறுதல் மற்றும் பிற சேவைகள் குறிப்பிட்ட காலத்திற்குள் வழங்கப்படுவதையும், நுகர்வோர் உரிமைகளை வேண்டுமென்றே புறக்கணிப்பதன் விளைவாக சேவை வழங்குநர்கள் மீது அபராதம் விதிப்பதையும், நுகர்வோருக்கு இழப்பீடு வழங்குவதையும் இந்த விதிகள் உறுதி செய்கின்றன.
• மின் நுகர்வோருக்கு அதிகாரம் அளிப்பதற்கும், மலிவு விலையில் 24 மணி நேரமும் நம்பகமான மின்சாரம் வழங்குவதை உறுதி செய்வதற்கும், மின்சாரத் துறையில் முதலீடு செய்வதற்கு உகந்த சூழலை பராமரிப்பதற்கும் அரசு எடுத்துள்ள நடவடிக்கைகளின் தொடர்ச்சியே தற்போதைய விதித் திருத்தம் ஆகும்.

• AMENDMENT IN CENTRAL GOVERNMENT ELECTRICITY (CONSUMER RIGHTS) RULES, 2020: By amending the Electricity (Consumer Rights) Rules, 2020, the Central Government has introduced two changes in the existing electricity tariff system. Among the changes are the introduction of Time of Day (DoD) charging and streamlining of smart metering rules.

Introduction of Time of Day (ToD) charges

• AMENDMENT IN CENTRAL GOVERNMENT ELECTRICITY (CONSUMER RIGHTS) RULES, 2020: Rather than being charged the same rate for electricity at all times of the day, the price you pay for electricity varies by time of day. 
• Under the TOD (Time of Day) tariff system, the tariff charged during the hours of use of solar power will be 10%-20% lower than the current normal tariff charged throughout the day. 
• This TOD time depends on the time specified by the State Electricity Regulatory Commission which is 8 hours in a day. At the same time, the charge is 10 to 20 percent higher during peak hours for other electricity usage. 
• TOD tariff will be applicable for commercial and industrial consumers with peak demand of 10 kW and above from 1st April 2024 and for all consumers except agricultural consumers from 1st April 2025. Immediately after installation of smart meter, daytime tariff will come into force for smart meter installed consumers.
• Most of the State Electricity Regulatory Commissions (SERCs) have already implemented TOD charges for large commercial and industrial (C&I) category consumers in the country. With the installation of smart meters, the TOD metering tariff policy will be introduced at the domestic consumer level as mandated.

Provisions relating to amendment in Smart Metering Rules

• AMENDMENT IN CENTRAL GOVERNMENT ELECTRICITY (CONSUMER RIGHTS) RULES, 2020: The government has also simplified the rules for smart metering. In order to avoid inconvenience to the consumers, the existing penalties for increasing the demand of consumers above the maximum permissible load / demand have been reduced. 
• As per the amendment to the Meter Rule, after installation of a smart meter, no penalty charge will be levied on the consumer based on the maximum demand recorded by the smart meter for the period prior to the date of installation. 
• The load revision procedure has also been streamlined so that the maximum demand is revised upwards only if the permissible load is exceeded at least three times in a financial year.
• Electricity (Consumer Rights) Rules, 2020 were announced by the government on 31st December, 2020 based on the belief that electricity systems exist to serve consumers and consumers have rights to get reliable services and quality electricity. 
• These rules ensure that new electricity connections, refunds and other services are provided within a specified period, impose penalties on service providers resulting in willful neglect of consumer rights, and provide compensation to consumers.
• The current amendment is a continuation of the steps taken by the government to empower power consumers, ensure reliable 24-hour power supply at affordable rates and maintain an enabling environment for investment in the power sector.
