• பிரதான் மந்திரி ஜன் விகாஸ் காரியக்ரம் / PRADHAN MANTRI JAN VIKAS KARYAKRAM: பிரதான் மந்திரி ஜன் விகாஸ் காரியக்ரம் (PMJVK) சிறுபான்மை சமூகங்களுக்கு குறிப்பாக கல்வி, சுகாதாரம் மற்றும் திறன் மேம்பாட்டுத் துறையில் சிறந்த சமூகப் பொருளாதார உள்கட்டமைப்பு வசதிகளை வழங்குவதற்கு மாநிலங்கள்/யூனியன் பிரதேசங்களை ஆதரிக்க முயல்கிறது. 
• முந்தைய பல துறை மேம்பாட்டுத் திட்டம் (MsDP) 2018 முதல் திறம்பட செயல்படுத்துவதற்காக மறுசீரமைக்கப்பட்டு, பிரதான் மந்திரி ஜன் விகாஸ் காரியக்ரம் எனப் பெயர் மாற்றப்பட்டது.
• 2021-22 நிதியாண்டில் இருந்து 2025-26 வரையிலான 15வது நிதிக் கமிஷன் சுழற்சியில் தொடர, திருத்தப்பட்ட PMJVK அரசாங்கத்தால் அங்கீகரிக்கப்பட்டுள்ளது.

PMJVK இன் பயனாளிகள்

• பிரதான் மந்திரி ஜன் விகாஸ் காரியக்ரம் / PRADHAN MANTRI JAN VIKAS KARYAKRAM: மக்களின் வாழ்க்கைத் தரத்தை மேம்படுத்துவதற்கும், அடையாளம் காணப்பட்ட சிறுபான்மையினர் செறிந்து வாழும் பகுதிகளில் உள்ள ஏற்றத்தாழ்வுகளைக் குறைப்பதற்கும் உள்கட்டமைப்பை உருவாக்குவதில் மாநிலம்/யூனியன் பிரதேசங்களுக்கு PMJVK ஆதரவளிக்கும்.
• PMJVK ஐப் பொறுத்தவரை, சிறுபான்மையினருக்கான தேசிய ஆணையச் சட்டம், 1992 இன் பிரிவு 2 (c) இன் கீழ் சிறுபான்மை சமூகங்களாக அறிவிக்கப்பட்ட சமூகங்கள் சிறுபான்மை சமூகங்களாக எடுத்துக் கொள்ளப்படும். 
• தற்போது 6 (ஆறு) சமூகங்களான முஸ்லிம்கள், சீக்கியர்கள், கிறிஸ்தவர்கள், பௌத்தர்கள், ஜோராஸ்ட்ரியர்கள் (பார்சிகள்) மற்றும் ஜைனர்கள் தேசிய சிறுபான்மையினர் ஆணையச் சட்டம், 1992 இன் பிரிவு 2 (c) இன் கீழ் சிறுபான்மை சமூகங்களாக அறிவிக்கப்பட்டுள்ளனர்.
• அடையாளம் காணப்பட்ட சிறுபான்மையினர் செறிவூட்டப்பட்ட பகுதிகளில் வளர்ச்சி குறைபாடுகளை நிவர்த்தி செய்வதை இந்த திட்டம் நோக்கமாகக் கொண்டுள்ளது. 
• 2011 மக்கள்தொகை கணக்கெடுப்பின் அடிப்படையில் அறிவிக்கப்பட்ட சிறுபான்மை சமூகங்களின் கணிசமான மக்கள்தொகையின் அடிப்படையில் சிறுபான்மையினர் செறிவூட்டப்பட்ட பகுதிகளை அடையாளம் காணப்பட்டது.
• திருத்தப்பட்ட PMJVK அனைத்து ஆர்வமுள்ள மாவட்டங்கள் உட்பட நாட்டின் அனைத்து மாவட்டங்களிலும் செயல்படுத்தப்படும். நீர்ப்பிடிப்புப் பகுதியில் (15 கிமீ சுற்றளவு) சிறுபான்மை மக்கள் தொகை 25%க்கு மேல் இருக்கும் எந்தப் பகுதியிலும் PMJVK-ன் கீழ் திட்டங்கள் முன்மொழியப்படும்.

நிதி முறை

• பிரதான் மந்திரி ஜன் விகாஸ் காரியக்ரம் / PRADHAN MANTRI JAN VIKAS KARYAKRAM: PMJVK திட்டம் மாநிலங்கள்/யூனியன் பிரதேசங்களுக்கு உள்கட்டமைப்பு திட்டங்களுக்கு மட்டுமே பகிர்வு முறையில் நிதி வழங்குகிறது. 
• மாநில அரசு/ யூடி நிர்வாகம்/ மத்திய அரசு அமைப்பு மூலம் நிலம் இலவசமாக வழங்கப்பட வேண்டும், மேலும் சம்பந்தப்பட்ட நிறுவனம் தொடர்/பராமரிப்புச் செலவையும் ஏற்க வேண்டும், இது PMJVK திட்டத்தின் கீழ் வராது.
• 2022-23 முதல் PMJVK இன் கீழ் அங்கீகரிக்கப்பட்ட திட்டங்களுக்கான நிதி முறை பின்வருமாறு இருக்கும்:
• அனைத்து மாநிலங்களுக்கும், சட்டமன்றத்துடன் கூடிய யூனியன் பிரதேசங்களுக்கும் பகிர்வு முறை 60(மையம்):40(மாநிலம்) ஆக இருக்கும்.
• வடகிழக்கு மாநிலங்களில் (அருணாச்சலப் பிரதேசம், அசாம், மணிப்பூர், மேகாலயா, மிசோரம், நாகாலாந்து, சிக்கிம் மற்றும் திரிபுரா), இமாலய மாநிலங்கள் (இமாச்சலப் பிரதேசம் மற்றும் உத்தரகண்ட்) மற்றும் ஹிமாலயன் யூடி (ஜம்மு & காஷ்மீர் மற்றும் லடாக்) ஆகியவற்றுக்கு இடையே பகிர்வு முறை மாநிலம் 90(மையம்):10(மாநிலம்) இருக்கும்.
• சட்டமன்றம் இல்லாத அனைத்து யூனியன் பிரதேசங்களுக்கும், 100% பங்கு மத்திய அரசால் வழங்கப்படும்.
• மத்திய அரசு நிறுவனங்களுக்கு, 100% பங்கு மையத்தால் வழங்கப்படும்.

ENGLISH

• PRADHAN MANTRI JAN VIKAS KARYAKRAM: Pradhan Mantri Jan Vikas Karyakram (PMJVK) seeks to support states/UTs to provide better socio economic infrastructure facilities to the minority communities particularly in the field of education, health & skill development which would further lead to lessening of the gap between the national average and the minority communities with regard to backwardness parameters.
• The erstwhile Multi-sectoral Development Programme (MsDP) has been restructured and renamed as Pradhan Mantri Jan Vikas Karyakram for effective implementation since 2018. 
• The revised PMJVK has been approved by the Government for continuation over the 15th Finance Commission Cycle i.e., during FY 2021-22 to 2025-26.

Beneficiaries of PMJVK

• PRADHAN MANTRI JAN VIKAS KARYAKRAM: PMJVK will support the State/UTs in creating infrastructure to improve the quality of life of people and reduce the imbalances in the identified minority concentration areas to be at par with the rest of the country. 
• As far as PMJVK is concerned, the communities notified as minority communities under Section 2 (c) of the National Commission for Minorities Act, 1992 would be taken as Minority Communities. 
• At present 6 (six) communities namely Muslims, Sikhs, Christians, Buddhists, Zoroastrians (Parsis) and Jains have been notified as Minority Communities under Section 2 (c) of the National Commission for Minorities Act, 1992.
• The Programme aims to address development deficits in the identified minority concentration areas. The identification of minority concentration areas has been done on the basis of presence of substantial population of notified Minority Communities based on Census, 2011.
• The revised PMJVK will be implemented in all districts of the country including all the Aspirational Districts. The projects under PMJVK will be proposed in any area where the concentration of minority population is more than 25% in the catchment area (15 KM radius).

Funding pattern

• PRADHAN MANTRI JAN VIKAS KARYAKRAM: The PMJVK scheme provides funds to the states/UTs on sharing pattern for only infrastructure projects. Land is to be provided free of cost by the State Government/ UT Administration / Central Government Organisation and the concerned organisation has to bear the recurring / maintenance expenditure also, which is not covered under the PMJVK scheme.

The funding pattern for the projects approved under PMJVK with effect from 2022-23 will be as follows:

• For all States, and for UTs with Legislature the sharing pattern would be 60(Centre):40(State).
• In case of North Eastern States (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura), Himalayan States (Himachal Pradesh and Uttarakhand) and Himalayan UT (Jammu & Kashmir and Ladakh), sharing pattern between Centre and State would be 90(Centre):10(State).
• For all Union Territories without Legislature, 100% share will be given by the Centre.
• For Central Government Organisations, 100% share will be given by the Centre.
