  • பலமுனை கணக்கெடுப்பு குறியீடு 2023 / MULTIPLE INDICATOR SURVEY - MIS 2023: இந்தியாவில் 3ல் ஒரு இளைஞர் (15 - 24 வயது) எந்தவித கல்வியையும். வேலைவாய்ப்பையும், தொழிற்பயிற்சியையும் கொண்டிருக்க வில்லை என்று இந்திய அரசின் பலமுனை கணக்கெடுப்பு குறியீடு (Multiple Indicator Survey (MIS)) தெரிவித்துள்ளது.
  • முன்னதாக, நிலையான வளர்ச்சி (Sustainable development Goals) மற்றும் புலம் பெயர் தொழிலாளர்களின் சமூகப் பொருளாதார நிலை குறித்த MIS கணக்கெடுப்பை தேசிய மாதிரி ஆய்வு அலுவலகம் (NSSO) மேற்கொண்டது. MIS கணக்கெடுப்பின் இந்த 78வது சுற்று, முதலில் 2020 ஜனவரி-டிசம்பர் காலகட்டத்தில் நடத்த திட்டமிடப்பட்டது. 
  • இருப்பினும், கோவிட்-19 தொற்றுநோய் காரணமாக களப்பணி 2021 ஆகஸ்ட் வரை நீட்டிக்கப்பட்டது. இந்த கணக்கெடுப்பில் நாடு முழுவதிலும் இருந்து 11 லட்சத்துக்கும் அதிகமானோரிடமிருந்து (11,63,416) தகவல்கள் பெறப்பட்டன. 
  • குடும்பங்களின் செலவீனங்கள், வீடுகளுக்கு குழாய் நீர் விநியோகம், வீடுகளில் எரிபொருள் பயன்பாடு, மேம்படுத்தப்பட்ட கழிப்பறை வசதி, 31.03.2014க்குப் பிந்தைய தேதியில் கட்டப்பட்ட வீடுகள், 15 - 24 வயது இளைஞர்களின் கல்வி, வேலைவாய்ப்பு, தொழிற்பயிற்சி உள்ளிட்ட பல்வேறு சமூக பொருளாதார நிலை குறித்த தகவல்கள் பெறப்பட்டன.
  • அதன்படி, அகில் இந்திய அளவில் 3ல் ஒரு இளைஞர் (15 - 24 வயது) எந்தவித கல்வியையும். வேலைவாய்ப்பையும், தொழிற்பயிற்சியையும் கொண்டிருக்க வில்லை (Percentage of persons of age 15-24 years not in education, employment or training (NEET) as on date of survey) என்று இந்திய அரசின் பலமுனை கணக்கெடுப்பு குறியீடு தெரிவித்துள்ளது. 
  • கிராமப்புறங்களில் இந்த NEET பிரிவு இளைஞர்களின் விகிதம் 30.2% ஆகவும், நகர்ப்புறங்களில் இந்த எண்ணிக்கை 27.0, அகில இந்திய அளவில் 29.3% ஆகவும் உள்ளன. 
  • பால் அடிப்படையிலான ஏற்றத் தாழ்வுகள்: குடும்பப் பொறுப்புகள் மற்றும் சமூகத்தில் நிலவும் பால்ரீதியான கற்பொழுக்கம் காரணமாக பெண்களிடையேயான தொழிலாளர் நகர்வு (Labour Mobility) ஒப்பீட்டு அளவில் குறைவாகக் காணப்படுவதாக பல்வேறு ஆய்வுகள் தெரிவிக்கின்றன. இந்த சமீபத்திய ஆய்வும் இதனை உறுதி செய்துள்ளது. 
  • அதில் இந்திய அளவில் எந்தவித கல்வியையும், வேலைவாய்ப்பையும், தொழிற்பயிற்சியையும் கொண்டிராத (NEET) பெண்களின் எண்ணிக்கை 51.7 % ஆகவும், ஆண்களின் எண்ணிக்கை 15.4% ஆகவும் உள்ளது. மேலும், இந்த NEET பிரிவில் உள்ள பெண்களில் 90% பேர் குடும்ப வேலைகளில் தங்களை ஈடுத்திக் கொண்டுள்ளதாக தெரிவித்துள்ளனர். அதே சமயம், ஆண்களில் வெறும் 7.5% பேர் மட்டுமே, குடும்பப் பொறுப்புகளில் தங்களை ஈடுபடுத்திக் கொள்வதாக தெரிவித்து வருகின்றனர்.
  • மாநிலங்கள் வாரியாக உத்தரபிரதேசத்தில், மிகவும் குறைவாக பெண்களிடையேயான தொழிலாளர் நகர்வு காணப்படுவதாக இந்த ஆய்வறிக்கை தெரிவித்துள்ளது. அம்மாநிலத்தில் 3ல் 2 (அதாவது 60%) பெண்கள் எந்தவிதமான கல்வியையம், வேலைவாய்ப்பையும், தொழிற்பயிற்சியையும் அடுத்த இடமாக, மேற்கு வங்க மாநிலத்தில் கிட்டத்தட்ட 58.6% பெண்கள் எந்தவித தொழிலாளர் நகர்வையும் கொண்டிருக்கவில்லை. தமிழ்நாட்டில் 2ல் 1 பெண் (அதாவது 49.8%) எந்தவித தொழிலாளர் நகர்வையும் கொண்டிருக்கவில்லை என்று ஆய்வில் தெரிவிக்கப்பட்டுள்ளது.

  • MULTIPLE INDICATOR SURVEY - MIS 2023: 1 in 3 youth (15 - 24 years) in India has no education. The Multiple Indicator Survey (MIS) of the Government of India reported that employment and vocational training were not included.
  • Earlier, National Sampling Survey Office (NSSO) conducted MIS survey on Sustainable Development Goals and Socio-Economic Status of Rural Workers. This 78th round of MIS survey was originally scheduled to be conducted during January-December 2020. However, the field work was extended till August 2021 due to the Covid-19 pandemic. The survey collected data from over 11 lakh (11,63,416) people across the country.
  • Information on various socio-economic status including household expenditure, piped water supply to houses, fuel consumption in houses, improved toilet facilities, houses built after 31.03.2014, education, employment and vocational training of 15 - 24 year old youth was obtained.
  • Accordingly, 1 in 3 youth (ages 15-24) across India have no education of any kind. Percentage of persons of age 15-24 years not in education, employment or training (NEET) as on date of survey) has been reported by the Indian government's multi-dimensional survey index. The proportion of youth in this NEET category is 30.2% in rural areas, 27.0% in urban areas and 29.3% in all India.
  • Gender-based ups and downs: Various studies suggest that labor mobility among women is relatively low due to family responsibilities and gender-based culture prevailing in the society. This recent study has also confirmed this.
  • In India, the number of women who have no education, employment or training (NEET) is 51.7% and the number of men is 15.4%. Also, 90% of girls in this NEET category reported that they engaged in family work. At the same time, only 7.5% of men report that they involve themselves in family responsibilities.
  • State-wise, Uttar Pradesh has the least labor mobility among women, the study said. 2 out of 3 (i.e. 60%) women in the state have no education, employment or vocational training. Next, in the state of West Bengal nearly 58.6% of women have no labor mobility. According to the study, 1 in 2 women in Tamil Nadu (ie 49.8%) have no labor mobility.
