• பழமையான பாதிக்கப்படக்கூடிய பழங்குடி குழுக்களின் (PVTGs) மேம்பாட்டுக்கான திட்டம் / SCHEME FOR DEVELOPMENT OF PRIMITIVE VULNERABLE TRIBAL GROUPS (PVTGs): பழமையான பாதிக்கப்படக்கூடிய பழங்குடி குழுக்களின் (PVTGs) மேம்பாட்டிற்கான திட்டம் ஏப்ரல் 1, 2008 முதல் நடைமுறைக்கு வந்தது. 
• இந்தத் திட்டம் PVTGகளை பட்டியலிடப்பட்ட பழங்குடியினரிடையே மிகவும் பாதிக்கப்படக்கூடியது என்று வரையறுக்கிறது, எனவே இந்தத் திட்டம் அவர்களின் பாதுகாப்பு மற்றும் மேம்பாட்டுக்கு முன்னுரிமை அளிக்க முயல்கிறது. இது 75 PVTGகளை அடையாளம் காட்டுகிறது. 
• இத்திட்டம் PVTG களின் சமூக-பொருளாதார மேம்பாட்டிற்கான ஒரு முழுமையான அணுகுமுறையை பின்பற்ற முயல்கிறது மற்றும் குறிப்பிட்ட குழுக்களின் குறிப்பிட்ட சமூக-கலாச்சார தேவைகளுக்கு ஏற்றவாறு திட்டமிடும் முயற்சிகளில் மாநில அரசாங்கங்களுக்கு நெகிழ்வுத்தன்மையை அளிக்கிறது.
• வீட்டுவசதி, நிலம் விநியோகம், நில மேம்பாடு, விவசாய மேம்பாடு, கால்நடை மேம்பாடு, இணைப்புச் சாலைகள் அமைத்தல், மரபுசாரா எரிசக்தி ஆதாரங்களை நிறுவுதல், சமூகப் பாதுகாப்பு போன்றவை இத்திட்டத்தின் கீழ் ஆதரிக்கப்படும் செயல்பாடுகளில் அடங்கும். 
• உயிர்வாழ்வதற்கு அவசியமான நடவடிக்கைகளுக்கு மட்டுமே நிதி கிடைக்கிறது. 
• PVTG களின் பாதுகாப்பு மற்றும் மேம்பாடு மற்றும் மத்திய/மாநில அரசுகளின் வேறு எந்த திட்டத்திலும் ஏற்கனவே நிதியளிக்கப்படவில்லை. 
• ஒவ்வொரு மாநிலமும் அந்தமான் மற்றும் நிக்கோபார் தீவுகளின் நிர்வாகமும் ஒரு நீண்ட கால பாதுகாப்பு-மேம்பாட்டு (CCD) திட்டத்தைத் தயாரிக்க வேண்டும், அதன் எல்லைக்குள் ஒவ்வொரு PVTG க்கும் ஐந்து ஆண்டுகளுக்கு செல்லுபடியாகும். 
• அது மேற்கொள்ளும் முன்முயற்சிகள், நிதி அதற்கான திட்டமிடல் மற்றும் அதை மேற்கொள்ளும் பொறுப்பை ஏற்கும் முகவர்கள். CCD திட்டம் பழங்குடியினர் விவகார அமைச்சகத்தால் நியமிக்கப்பட்ட நிபுணர் குழுவால் அங்கீகரிக்கப்பட்டது. இத்திட்டம் முழுவதும் மத்திய அரசால் நிதியளிக்கப்படுகிறது.

• SCHEME FOR DEVELOPMENT OF PRIMITIVE VULNERABLE TRIBAL GROUPS (PVTGs): The Scheme for Development of Primitive Vulnerable Tribal Groups (PVTGs) came into effect from April 1, 2008. The Scheme defines PVTGs as the most vulnerable among the Scheduled Tribes and the Scheme therefore seeks to priorities their protection and development. It identifies 75 PVTGs.
• The Scheme seeks to adopt a holistic approach to the socio-economic development of PVTGs and gives state governments flexibility in planning initiatives that are geared towards the specific socio-cultural imperatives of the specific groups at hand.
• Activities supported under the scheme include housing, land distribution, land development, agricultural development, cattle development, construction of link roads, installation of non-conventional sources of energy, social security, etc. 
• Funds are made available only for activities essential for the survival, protection and development of PVTGs and not already funded by any other Scheme of the central/state governments. 
• Each state and the Andaman and Nicobar Islands’ administration, is required to prepare a long-term Conservation-cum-Development (CCD) plan, valid for a period of five years for each PVTG within its territory, outlining the initiatives it will undertake, financial planning for the same and the agencies charged with the responsibility of undertaking the same. 
• The CCD Plan is approved by an Expert Committee, appointed by the Ministry of Tribal Affairs. The Scheme is then funded entirely by the Central government.
