• 'எம் - சாண்ட்' உற்பத்திக்கு அரசு கொள்கை வெளியீடு / GOVERNMENT POLICY ON M-SAND PRODUCTION: கட்டுமானப் பணிகளில் ஆற்று மணலுக்கு மாற்றாக சமீபகாலமாக எம்.சாண்ட் பயன்பாடு அதிகரித்து வருகிறது. இந்நிலையில், தரமற்ற எம்-சாண்ட் விற்பனையைத் தடுக்கவும், கண்காணிக்கவும், தயாரிப்பு, தரம், விலை உள்ளிட்டவற்றை வரன்முறைப் படுத்தவும் மாநில அளவில் கொள்கை தேவைப்படுகிறது.
• எனவே, எம்-சாண்ட் உற்பத்தியை ஒழுங்குபடுத்த புதிய கொள்கையை தமிழக அரசு வெளியிட்டுள்ளது. இதை முதல்வர் மு.க.ஸ்டாலின் தலைமைச் செயலகத்தில் வெளியிட்டார். இதையடுத்து, இந்தக் கொள்கை நேற்று முதல் அமலுக்கு வந்துள்ளது. 
• இந்த நிகழ்ச்சியில், அமைச்சர் துரைமுருகன், தலைமைச் செயலர் வெ.இறையன்பு, தொழில் துறைச் செயலர் ச. கிருஷ்ணன், புவியியல் மற்றும் சுரங்கத் துறை ஆணையர் ஜெ.ஜெயகாந்தன் உள்ளிட்டோர் பங்கேற்றனர்.

கொள்கையின் குறிக்கோள் 

• 'எம் - சாண்ட்' உற்பத்திக்கு அரசு கொள்கை வெளியீடு / GOVERNMENT POLICY ON M-SAND PRODUCTION: ஆற்றுமணலுக்கு பற்றாக்குறை ஏற்பட்டுள்ள நிலையில், அதற்கு மாற்றாக செயற்கை மணல் (எம்-சாண்ட்) அல்லது அரவை மணல் (சி-சாண்ட்) உற்பத்தியை அதிகரிக்க முடிவு செய்யப்பட்டது.
• குவாரி செயல்பாட்டின்போது பயன்பாட்டுக்கு உதவாத கற்களில் இருந்தும், சிறிய அளவிலான கிரானைட் கற்களில் இருந்தும் இவை தயாரிக்கப்படுவதால், குவாரிகளில் ஏற்படும் கழிவுகளின் அளவைக் குறைக்க முடியும். மாநிலத்தில் குவாரிக் கழிவுகளே இல்லாத நிலையை உருவாக்குவதே, இந்தக் கொள்கையின் குறிக்கோளாகும்.
• மேலும், அதிக விலையுள்ள ஆற்று மணலுடன் ஒப்பிடும்போது, பொதுமக்கள் குறைந்த செலவில், தரமான கட்டுமானப் பொருளைப் பெறலாம். தற்போது கட்டுமானத் துறையில் 
• செயற்கை மணல் அதிகம் பயன்படுத்தப் படுகிறது. ஆற்று மணலைப் பாதுகாப்பான முறையில் பயன்படுத்துவதன் மூலம், சுற்றுச்சூழலுக்கு சேதம் ஏற்படுவதைத் தடுத்தல், அதிக வலிமை மற்றும் செலவு குறைந்த செயற்கை மணல் பயன்பாட்டை ஊக்குவித்தல், தமிழகத்தில் உள்ள செயற்கை மணல் உற்பத்தி தொழிற்சாலைகள் தொடர்புடைய சட்டங்கள், விதிகள் மற்றும் ஒழுங்குமுறை விதிகளை முறையாகப் பின்பற்றச் செய்தல் ஆகியவை இதன் சிறப்பம்சங்களாகும்.
• மேலும், செயற்கை மணல், அரவை மணல் தொழிற்சாலைகளின் ஒப்புதலுக்கான நடைமுறையை முறைப்படுத்தல், இது சார்ந்த தொழிற்சாலைகளுக்குத் தேவையான மூலப் பொருட்களை பெறுவதற்கு வழிவகை செய்தல், கட்டிடங்கள், கான்கிரீட் கட்டமைப்புகள் மற்றும் குவாரி கழிவுகள், கட்டுமான மற்றும் இடிப்புக் கழிவுகளை நேர்த்தியான முறையில் மறு சுழற்சி செய்வதை ஊக்குவித்தல் உள்ளிட்டவையும் இதன் சிறப்பம்சங்களாகும்.
• இந்தக் கொள்கையின்படி, செயற்கை மணல், அரவை மணல் உற்பத்தி செய்வதற்காக மட்டும், தனிப்பட்ட குவாரி குத்தகைகள் வழங்கப்படாது. 
• விதிகளை மீறும் குவாரிகள் மீது சட்டப்படி நடவடிக்கை மேற்கொண்டு, அதன் உரிமம் ரத்து செய்யப்படும். குவாரி பதிவுக்கு புவியியல் மற்றும் சுரங்கத் துறை சார்பில், பிரத்யேக ஒற்றைச் சாளர இணையதளம் ஏற்படுத்தப்படும்.
• செயற்கை மற்றும் அரவை மணல் குவாரிகளைக் கண்காணிக்க மையக் கட்டுப்பாட்டுத் திட்டம் உருவாக்கப்படும். அதேபோல, புகார் பதிவுக்கான அமைப்பும் உருவாக்கப்படும்.

• GOVERNMENT POLICY ON M-SAND PRODUCTION: Recently the use of M. Sand as a substitute for river sand in construction works is increasing. In this case, there is a need for a state level policy to prevent and monitor the sale of substandard M-sand and to regulate product, quality, price etc.
• Therefore, the Tamil Nadu government has issued a new policy to regulate the production of M-Sand. This was released by Chief Minister M.K.Stalin at his headquarters. Accordingly, this policy has come into effect from yesterday.
• In this program, Minister Duraimurugan, Chief Secretary V. Irayanbu, Secretary of Industries Ch. Krishnan, Geology and Mines Commissioner J. Jayakanthan and others participated.

Objective of the policy

• GOVERNMENT POLICY ON M-SAND PRODUCTION: As there is a shortage of river sand, it has been decided to increase the production of artificial sand (M-Sand) or crushed sand (C-Sand) instead.
• As they are made from unusable stones and small granites during the quarrying process, they can reduce the amount of waste generated in quarries. The objective of this policy is to make the state free of quarry waste.
• Also, the public can get quality construction material at a lower cost compared to the more expensive river sand. Currently in construction industry
• Artificial sand is widely used. Its highlights are to prevent environmental damage by using river sand in a safe manner, promote the use of high strength and cost-effective synthetic sand, and ensure proper compliance of laws, rules and regulations related to synthetic sand manufacturing industries in Tamil Nadu.
• Also, the highlights include streamlining the process of approval of artificial sand and milled sand industries, facilitating access to raw materials for these industries, promoting proper recycling of buildings, concrete structures and quarry waste, construction and demolition waste.
• As per this policy, individual quarry leases shall not be granted solely for the production of synthetic sand, sandblasted sand.
• Legal action will be taken against quarries violating the rules and their licenses will be revoked. A dedicated single window website will be established by the Department of Geology and Mines for quarry registration.
• A Central Control Scheme will be developed to monitor artificial and abrasive sand quarries. Similarly, a complaint registration system will also be created.
