கொள்கையின் நோக்கம்

• தமிழ்நாட்டை பசுமை பொருளாதாரம் மற்றும் குறைந்த செலவில் மாற்று பசுமை எரிபொருளுக்கான முதலீட்டு மையமாக மேம்படுத்துதல் இக்கொள்கையின் நோக்கமாகும். 
• கொள்கையின் அவசியம் எத்தனால் கலந்த பெட்ரோல் மூலம் வாகனங்கள் வெளியேற்றும் புகை உமிழ்வு வெகுவாக குறையும் என்பதால் சுற்றுப்புற மாசுபாட்டின் நிலை பெருமளவு குறைந்து, மக்களின் சுகாதாரம் பேணப்படும் மற்றும் அவர்களின் வாழ்க்கை நிலை மேம்படும்.
• இந்த முயற்சி, ஐக்கிய நாடுகள் சபையின் COP 26 -ல், காலநிலை மாற்றத்தை எதிர்த்துப் போராடுவதற்காக, 2070 ஆம் ஆண்டிற்குள் நிகர பூஜ்ஜிய புகை உமிழ்வு இலக்கை அடைவோம் என்று இந்தியா அளித்துள்ள உறுதிமொழியை நிறைவேற்றுவதில் தமிழ்நாட்டின் முக்கிய பங்களிப்பாக இக்கொள்கை அமையும்.
• தமிழகத்தை பசுமை பொருளாதாரம் மற்றும் குறைந்த செலவில் மாற்று பசுமை எரிபொருளுக்கான முதலீட்டு மையமாக மேம்படுத்துதல் இக்கொள்கையின் நோக்கமாகும். எத்தனால் கலந்த பெட்ரோல் மூலம் வாகனங்கள் வெளியேற்றும் புகை உமிழ்வு வெகுவாகக் குறைந்து சுகாதாரம் பேணப்படும்.

எத்தனால் கலந்த பெட்ரோலை ஊக்குவிப்பதற்கான காரணிகள்

• உபரி பருவத்தில், சர்க்கரை ஆலைகளின் செயல்திறனில் மறுமலர்ச்சி எற்பட்டு இதனால் சர்க்கரை ஆலைகளின் பணப்புழக்கம் அதிகரிக்கும். 
• எனவே, விவசாயிகளுக்கு தரப்படவேண்டிய விளைபொருள் கொள்முதலுக்கான நிலுவைத் தொகை தாமதமின்றி, வழங்கிட இயலும், கரும்பு மற்றும் மக்காச்சோளம் போன்ற மூலப்பொருட்களை பயிரிடும் விவசாயிகளின் வருமானம் பெருமளவு அதிகரிப்பதற்கு வாய்ப்பு ஏற்படும்.
• வடிப்பாலை கரையக்கூடிய ஈரதானிய பொருட்கள் (DWGS) மற்றும் வடிப்பாலை கரையக்கூடிய உலர் தானிய பொருட்கள் (DDGS) ஆகியன கால்நடைகளுக்கு தீவனமாக பயன்படும். 
• எரிபொருள் இறக்குமதியில் வெளிநாடுகளை சார்ந்து இருத்தல் குறையும் என்பதால் இந்திய பொருளாதார வளர்ச்சிக்கு இது பெரிதும் உதவும். இக்கொள்கை அறிவிக்கப்பட்ட நாளிலிருந்து ஐந்து ஆண்டுகளுக்கு நடைமுறையில் இருக்கும்.

Objective of the Policy

• The policy aims to promote Tamil Nadu as a green economy and investment hub for low-cost alternative green fuels. Necessity of the policy As vehicle emissions will be reduced drastically with ethanol blended petrol, the level of environmental pollution will be greatly reduced, health of the people will be maintained and their standard of living will be improved.
• This initiative will be Tamil Nadu's key contribution to meeting India's commitment to achieve net zero emissions by 2070 at the United Nations COP 26 to combat climate change.
• The policy aims to develop Tamil Nadu as a green economy and investment hub for low-cost alternative green fuels. Ethanol blended petrol will reduce vehicle emissions significantly and maintain hygiene.

Factors promoting ethanol blended petrol

• During the surplus season, there is a revival in the efficiency of the sugar mills and thus the cash flow of the sugar mills increases. Therefore, the arrears for the purchase of produce to be given to the farmers can be delivered without delay, and there will be a chance of increasing the income of the farmers who grow raw materials like sugarcane and maize.
• Distillate Soluble Wet Grains (DWGS) and Dill Soluble Dry Grains (DDGS) are used as animal feed. This will greatly help India's economic growth as it will reduce dependence on foreign countries for fuel imports. This policy will remain in force for a period of five years from the date of notification.
