ஸ்வச்தா உத்யமி யோஜனா / Swachhta Udyami Yojana: ஸ்வச்தா உத்யமி யோஜனா, பொது தனியார் கூட்டாண்மை முறையில் (பிபிபி) சமூகக் கழிப்பறைகளை கட்டுதல், இயக்குதல் மற்றும் பராமரிப்பு செய்தல் மற்றும் சுகாதாரம் தொடர்பான வாகனங்களை வாங்குதல் மற்றும் இயக்குதல் ஆகியவற்றுக்கு நிதி உதவி வழங்குகிறது.
சமூக நீதி மற்றும் அதிகாரமளித்தல் அமைச்சகம் ஸ்வச்த உத்யமி யோஜனா (SUY) 02 அக்டோபர் 2014 அன்று தொடங்கியது.

ஸ்வச்தா உத்யமி யோஜனா / Swachhta Udyami Yojana: "ஸ்வச் பாரத் அபியான்" என்ற ஒட்டுமொத்த இலக்கை அடைய, சஃபாய் கரம்சாரிகள் மற்றும் விடுவிக்கப்பட்ட கையேடு துப்புரவு தொழிலாளர்களுக்கு தூய்மை மற்றும் வாழ்வாதாரத்தை வழங்குதல் என்ற இரட்டை நோக்கங்களை இத்திட்டம் கொண்டுள்ளது.
சமூக கழிப்பறைகளை கட்டுதல், இயக்குதல் மற்றும் பணம் செலுத்துதல் மற்றும் பயன்படுத்துதல்
சமூக கழிப்பறைகளை வீடுகளுக்கு எளிதாக அணுகும் வசதியை வழங்குதல் (அவர்களின் வீடுகளில் அத்தகைய வசதிகள் ஏதும் இல்லை) மற்றும் அதிக மக்கள் நடமாட்டம் உள்ள பொது இடங்களில் மிதக்கும் மக்கள் எ.கா. பேருந்து நிலையங்கள், ரயில் நிலையங்கள், சந்தைகள் போன்றவை.
இந்த முயற்சியில் பங்குபெறும் தொழில்முனைவோரால் உருவாக்கப்பட்ட வசதிகளை சரியான முறையில் பராமரிப்பதை உறுதி செய்வதற்காக.

பயன்படுத்தப்படாத சாத்தியக்கூறுகளைத் தட்டியெழுப்புவதற்கு பொருத்தமான உள்கட்டமைப்பை உருவாக்குதல்.
குப்பைகளை மூலத்திலிருந்து சேகரிக்கும் வசதிகளை உருவாக்குதல்.
சஃபாய் கரம்சாரிகள் / கையால் துப்புரவு செய்பவர்களின் இலக்கு குழுவிற்கு வேலை வாய்ப்புகளை உருவாக்குதல்.

கடன் அளவு
ஸ்வச்தா உத்யமி யோஜனா / Swachhta Udyami Yojana: தனி நபர் பயனாளிகள்/சுயஉதவி குழுக்களுக்கு புகழ்பெற்ற நிறுவனங்களுடன் இணைந்து 10 இருக்கைகள் கொண்ட கழிவறையை அமைப்பதற்கு அதிகபட்சமாக ரூ.25 லட்சம்.
ஒரு பயனாளிக்கு அல்லது சுய உதவிக் குழுவில் அதிகபட்சமாக ரூ.15 லட்சம்.

ஸ்வச்தா உத்யமி யோஜனா / Swachhta Udyami Yojana: 2013 ஆம் ஆண்டு கையால் துப்புரவு செய்பவர்களாக வேலை செய்வதைத் தடை செய்தல் மற்றும் அவர்களின் மறுவாழ்வுச் சட்டம், 2013 இன் படி அடையாளம் காணப்பட்ட துப்புரவாளர்களால் அலகு அமைக்கப்படும் போது, கையால் துப்புரவு செய்பவர்களின் மறுவாழ்வுக்கான (SRMS) சுயவேலைவாய்ப்புத் திட்டத்தின் கீழ் அதிகபட்சமாக ரூ.3.25 லட்சம் மானியம் செலுத்தப்படுகிறது.
2013 ஆம் ஆண்டு கையால் துப்புரவு செய்பவர்களாக வேலை செய்வதைத் தடை செய்தல் மற்றும் அவர்களின் மறுவாழ்வுச் சட்டம், 2013 இன் படி அடையாளம் காணப்பட்ட துப்புரவாளர்களால் அலகு அமைக்கப்படும் போது, கையால் துப்புரவு செய்பவர்களின் மறுவாழ்வுக்கான (SRMS) சுயவேலைவாய்ப்புத் திட்டத்தின் கீழ் அதிகபட்சமாக ரூ.3.25 லட்சம் மானியம் செலுத்தப்படுகிறது.

Swachhta Udyami Yojana: The Swachhta Udyami Yojana extends financial assistance for Construction, Operation and Maintenance of Pay and Use Community Toilets in Public Private Partnership (PPP) Mode and Procurement and Operation of Sanitation related Vehicles. The Ministry of Social Justice and Empowerment launched the Swachhta Udyami Yojana (SUY) on 02nd October 2014.
Objectives
Swachhta Udyami Yojana: This Scheme has twin objective of cleanliness and providing livelihood to Safai Karamcharis and liberated Manual Scavengers to achieve the overall goal of “Swachh Bharat Abhiyan”
Construction, Operation and Maintenance of Pay and Use Community Toilets
Provision of easy accessibility of the community latrines to the households (not having any such facilities in their houses) and for floating population in public places with high footfall e.g. bus stands, railway stations, markets etc.
To ensure proper maintenance of the facilities, so created, by the entrepreneurs, who would have stake in this venture.
To prevent the necessity of manual scavenging.
Procurement & Operation of Sanitation related Vehicles
To create appropriate infrastructure for tapping the underutilized potential.
To create facilities for collection of garbage from the source.
To create employment opportunities for the target group of safai karamcharis /manual scavengers.
Eligibility
Swachhta Udyami Yojana: Individual beneficiaries and their dependants / self-help groups in collaboration with reputed organizations.

Purpose
Swachhta Udyami Yojana: For Construction, Operation and Maintenance of Pay and use Community Toilets in Public Private Partnership (PPP) Mode
For Procurement and Operation of Sanitation related Vehicles viz. Garbage Trucks, Suction and Jetting Machine, Vacuum Loader etc.
Quantum of Loan
Swachhta Udyami Yojana: Maximum Rs.25 lacs for setting up of a unit of 10 seater toilet to individual beneficiaries/ self-help groups in collaboration with reputed organizations.
Maximum Rs.15 lacs to one beneficiary or in Self Help Group.
Rate of Interest
4% p.a.
Rebate of 1% p.a. for women beneficiaries and rebate of 0.5% for timely repayment

Swachhta Udyami Yojana: Maximum subsidy of Rs.3.25 lacs is payable under the Self Employment Scheme for Rehabilitation of Manual Scavengers (SRMS) when the unit is set up by the Scavengers identified in accordance with the “Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013
Training
NSKFDC will provide skill development training to the beneficiaries wherever required, along with stipend during the training period.
