- நாட்டின் அனைத்துப் பகுதிகளிலும், வாழ்விடங்களிலும் கல்வியை மேம்படுத்தும் வகையில் தரமான குடியிருப்புப் பள்ளிகளை நிறுவும் போக்கின் சூழலில், எஸ்டி மாணவர்களுக்கான ஏக்லவ்யா மாதிரி குடியிருப்புப் பள்ளிகள் (EMRS) ஜவஹர் நவோதயா வித்யாலயாக்களான கஸ்தூரிபா காந்தி பாலிகா மற்றும் கேந்திரிய வித்யாலயாக்களில் இடம் பிடித்துள்ளன.
- ஏக்லவ்யா மாதிரி குடியிருப்புப் பள்ளிகள் (EMRS) இந்திய அரசியலமைப்பின் 275(1) பிரிவின் கீழ் மானியத்துடன் மாநிலங்கள்/யூனியன் பிரதேசங்களில் அமைக்கப்பட்டுள்ளன.
- இத்திட்டம் இந்திய அரசின் பழங்குடியினர் நல அமைச்சகத்தால் செயல்படுத்தப்படுகிறது.
- EMRS இன் நோக்கம் தொலைதூரப் பகுதிகளில் உள்ள பட்டியல் பழங்குடி (ST) மாணவர்களுக்கு தரமான நடுத்தர மற்றும் உயர்நிலைக் கல்வியை வழங்குவதாகும், உயர் மற்றும் தொழில்முறை கல்விப் படிப்புகளிலும், அரசு மற்றும் பொது மற்றும் தனியார் துறைகளில் வேலைகளிலும் இடஒதுக்கீட்டைப் பெற உதவுவது மட்டுமல்லாமல்.
- ST அல்லாத மக்களுக்கு இணையாக கல்வியில் சிறந்த வாய்ப்புகளை அணுக வேண்டும்.
- ஒவ்வொரு EMRS யிலும் பதிவுசெய்யப்பட்ட அனைத்து மாணவர்களின் விரிவான உடல், மன மற்றும் சமூக தொடர்புடைய வளர்ச்சி. மாணவர்கள் தங்கள் பள்ளியில் தொடங்கி, தங்கள் வீடுகளில், தங்கள் கிராமத்தில் மற்றும் இறுதியாக ஒரு பெரிய சூழலில் மாற்ற முகவராக இருக்க அதிகாரம் பெறுவார்கள்.
- XI மற்றும் XII தரநிலைகளில் உள்ளவர்களுக்கும், VI முதல் X தரத்தில் உள்ளவர்களுக்கும், அவர்களின் தனித்துவமான தேவைகளைப் பூர்த்தி செய்யக் கூடிய கல்வி ஆதரவில் வித்தியாசமாக கவனம் செலுத்துங்கள்.

- 2010 இன் தற்போதைய EMRS வழிகாட்டுதல்களின்படி, இப்பகுதியில் 50% ST மக்கள்தொகை கொண்ட ஒவ்வொரு ஒருங்கிணைந்த பழங்குடியினர் மேம்பாட்டு நிறுவனம் (ITDA) / ஒருங்கிணைந்த பழங்குடியினர் மேம்பாட்டுத் திட்டம் (ITDP) குறைந்தது ஒரு EMRS அமைக்கப்பட வேண்டும்.
- பழங்குடியினர் விவகார அமைச்சகம் 25% அல்லது அதற்கு மேற்பட்ட பழங்குடியினர் (ST) மக்கள்தொகை கொண்ட 163 முன்னுரிமை மாவட்டங்களை ஏக்லவ்யா மாதிரி குடியிருப்புப் பள்ளிகள் (EMRSs) நிறுவுதல் உள்ளிட்ட பழங்குடி மேம்பாட்டுத் திட்டங்களைச் செயல்படுத்த அங்கீகரித்துள்ளது.
- நாடு முழுவதும், 2011 மக்கள்தொகை கணக்கெடுப்பின்படி, 50% க்கும் அதிகமான ST மக்கள்தொகை மற்றும் குறைந்தபட்சம் 20,000 பழங்குடியின மக்களைக் கொண்ட 564 துணை மாவட்டங்கள், அதாவது தொகுதிகள்/தாலுகா/தாலுகாக்கள் உள்ளன.
- 2018-19 பட்ஜெட்டின்படி, 50% க்கும் அதிகமான ST மக்கள்தொகை மற்றும் குறைந்தபட்சம் 20,000 பழங்குடியினர் உள்ள ஒவ்வொரு தொகுதியும் 2022 ஆம் ஆண்டிற்குள் ஏக்லவ்யா மாதிரி குடியிருப்புப் பள்ளியைக் கொண்டிருக்கும்.
- In the context of the trend of establishing quality residential schools for the promotion of education in all areas and habitations in the country, the Eklavya Model Residential Schools (EMRS) for ST students take their place among the Jawahar Navodaya Vidyalayas, the Kasturba Gandhi Balika Vidyalayas and the Kendriya Vidyalayas.
- Eklavya Model Residential Schools (EMRS) are set up in States/UTs with grants under Article 275(1) of the Constitution of India.
- The scheme is being implemented by the Ministry of Tribal Affairs, Government of India.
- The objective of EMRS is to provide quality middle and high level education to Scheduled Tribe (ST) students in remote areas, not only to enable them to avail of reservation in high and professional educational courses and as jobs in government and public and private sectors but also to have access to the best opportunities in education at par with the non ST population.
- Comprehensive physical, mental and socially relevant development of all students enrolled in each and every EMRS. Students will be empowered to be change agent, beginning in their school, in their homes, in their village and finally in a larger context.
- Focus differentially on the educational support to be made available to those in Standards XI and XII, and those in standards VI to X, so that their distinctive needs can be met.
- Support the annual running expenses in a manner that offers reasonable remuneration to the staff and upkeep of the facilities.
- Support the construction of infrastructure that provides education, physical, environmental and cultural needs of student life.
- As per existing EMRS Guidelines of 2010, at least one EMRS is to be set up in each Integrated Tribal Development Agency (ITDA) / Integrated Tribal Development Project (ITDP) having 50% ST population in the area.
- Ministry of Tribal Affairs has recognised 163 priority districts having 25% or more Scheduled Tribe (ST) population for implementation of tribal development programmes including establishment of Eklavya Model Residential Schools (EMRSs).
- Across the country, as per census 2011 figures, there are 564 sub-districts, i.e. blocks/taluka/tehsils, having more than 50% ST population and at least 20,000 tribal persons.
- As per the budget 2018-19, every block with more than 50% ST population and at least 20,000 tribal persons, will have an Eklavya Model Residential School by the year 2022
