- தமிழ்நாடு அரசு விண்வெளி மற்றும் பாதுகாப்புத் தொழில்துறைக்கான கொள்கையை இன்று வெளியிட்டுள்ளது. சென்னையில் நடந்த ஒரு நிகழ்வில் இந்தத் தொழிற்கொள்கையை முதலமைச்சர் மு.க. ஸ்டாலின் வெளியிட்டார்.
- அடுத்த பத்தாண்டுகளில் இந்தத் தொழில்துறையில் 75 ஆயிரம் கோடி ரூபாய் முதலீட்டை ஈர்ப்பதையும் ஒரு லட்சம் பேருக்கு நேரடியாகவும் மறைமுகமாகவும் வேலை வாய்ப்பு அளிப்பதையும் இலக்காகக் கொண்டு இந்தக் கொள்கை வகுக்கப்பட்டுள்ளது.
- பாதுகாப்புத் தொழில்துறை என்பது தமிழ்நாட்டிற்குப் புதிய தொழில்துறை அல்ல. ஏற்கனவே Heavy Vehicles Factory, Engine Factory Avadi (EFA), Combat Vehicles Research & Development Establishment (CVRDE), Ordnance Factory Trichy (OFT), Heavy Alloy Penetrator Project (HAPP), Taneja Aerospace, Titan Engineering and Automation Ltd உள்ளிட்ட பல தொழிற்சாலைகள் பாதுகாப்புத் துறைக்கான பொருட்களை இங்கே உற்பத்தி செய்து வருகின்றன.
- இருந்தபோதும், 2019ஆம் ஆண்டு ஜனவரியில் தமிழ்நாடு பாதுகாப்பு தொழிற்பாதை என்ற திட்டத்தை இந்திய அரசு அறிவித்த பிறகு இந்தத் துறையில் மாநில அரசின் கவனம் திரும்பியது.
- ஏற்கெனவே தொழிற்சாலை அமைந்துள்ள இடங்கள், உதிரி பாகங்கள் கிடைக்கும் இடங்கள் ஆகியவற்றின் அடிப்படையில், சென்னை, ஓசூர், சேலம், கோயம்புத்தூர், திருச்சிராப்பள்ளி ஆகிய ஐந்து இடங்கள் தமிழ்நாட்டில் பாதுகாப்பு தொழிற்பாதைக்கான இடங்களாக தற்போது தேர்வு செய்யப்பட்டுள்ளன.
- இந்த ஐந்து மாவட்டங்களை மையமாகக் கொண்டு, 21 மாவட்டங்களில் பாதுகாப்புத் தொழில்துறைக்கான தொழிற்சாலைகள் அமைக்க ஊக்குவிக்கப்படும்.
- விமானங்களுக்கான உதிரி பாகங்களைத் தயாரிப்பது, கவச வாகனங்கள் டேங்க்களைத் தயாரிப்பது, விமான பழுதுபார்ப்பு, பராமரிப்பு, ஏவுகணை, ராக்கெட், வெடி மருந்து தயாரிப்பு, சென்சார்கள், ரடார்கள், தகவல் தொடர்பு உபகரணங்கள் தயாரிப்பு, சிறிய ரக ஆயுதங்கள், ரைஃபிள்கள், கப்பல் கட்டுதல் போன்ற துறைகளுக்கு முக்கியத்துவம் அளிக்க இந்த கொள்கையில் முடிவெடுக்கப்பட்டுள்ளது.
- இவற்றில் பல துறைகளில் ஏற்கனவே உதிரி பாகங்கள் தயாரிப்பு, மூலப் பொருள் தயாரிப்பு போன்றவை தமிழ்நாட்டில் நடந்துவருகிறது.
- இந்த விண்வெளி மற்றும் பாதுகாப்புத் தொழில்துறையை ஊக்குவிப்பதற்காக அடுத்த பத்தாண்டுகளில் ஐந்தாயிரம் கோடி ரூபாயை முதலீடு செய்ய தமிழ்நாடு அரசு முடிவுசெய்திருக்கிறது.
- ட்ரோன்கள் எனப்படும் ஆளில்லா விமான தயாரிப்புக்கு மிகப் பெரிய எதிர்காலம் இருக்கும் எனக் கருதப்படுவதால் பாதுகாப்பு தொழிற் வழித்தடத்தில் ட்ரோன் ஆராய்ச்சி, தயாரிப்பு, சோதனை போன்றவற்றுக்கென அதிநவீன, பிரத்யேக பரிசோதனைத் தளத்தை உருவாக்க தமிழ்நாடு அரசு முடிவுசெய்திருக்கிறது.
- அடுத்த பத்தாண்டுகளில் இந்தியாவில் விமான தொழில்துறை மிகப் பெரிய அளவில் வளர்ச்சியடையும் என எதிர்பார்க்கப்படுகிறது.
- உலகிலேயே மூன்றாவது பெரிய விமான தொழில்துறை இந்தியாவில்தான் இருக்குமென்றும் எதிர்பார்க்கப்படுகிறது. ஆகவே, விமான ஓட்டிகளுக்கான பயிற்சிப் பள்ளிகளை தமிழ்நாட்டில் பெரிய அளவில் உருவாக்க அரசு ஆதரவளிக்கும் எனத் தெரிவிக்கப்பட்டுள்ளது.
- தற்போது தமிழ்நாடு வெளியிட்டிருப்பது இரண்டாவது விண்வெளி மற்றும் பாதுகாப்பு உபகரண தொழிற்துறை கொள்கை. இதற்கு முன்பாக 2019ஆம் ஆண்டிலேயே முதல் கொள்கை குறிப்பு வெளியிடப்பட்டுள்ளது.

- The policy aims to attract an investment of Rs 75,000 crore in the industry over the next ten years and provide direct and indirect employment to one lakh people.
- Defense industry is not a new industry for Tamil Nadu. Already Heavy Vehicles Factory, Engine Factory Avadi (EFA), Combat Vehicles Research & Development Establishment (CVRDE), Ordnance Factory Trichy (OFT), Heavy Alloy Penetrator Project (HAPP), Taneja Aerospace, Titan Engineering and Automation Ltd. Products are manufactured here.
- However, after the Government of India announced the Tamil Nadu Defense Industrial Corridor in January 2019, the state government's focus returned to the sector.
- Based on the locations of existing factories and availability of spare parts, five locations namely Chennai, Hosur, Salem, Coimbatore and Tiruchirappalli have been selected as the locations for the security industrial route in Tamil Nadu.
- Focusing on these five districts, 21 districts will be encouraged to set up defense industries.
- In this policy, it has been decided to give importance to sectors such as manufacture of spare parts for aircraft, manufacture of tanks for armored vehicles, aircraft repair and maintenance, missile, rocket, explosives manufacture, sensors, radars, communication equipment manufacture, small arms, rifles, shipbuilding.
- In many of these sectors, spare parts production, raw material production etc. are already going on in Tamil Nadu.
- The Government of Tamil Nadu has decided to invest five thousand crore rupees in the next ten years to promote this space and defense industry.
- The Tamil Nadu government has decided to create a state-of-the-art, dedicated testing ground for drone research, production and testing in the defense industry as drones are considered to have a huge future.
- The aviation industry in India is expected to grow exponentially in the next decade.
- India is expected to have the third largest aviation industry in the world. Therefore, it is reported that the government will support the development of pilot training schools in Tamil Nadu on a large scale.
- Currently, Tamil Nadu has released the second Aerospace and Defense Equipment Industry Policy. Before this, the first policy note was published in 2019.
