பாறு கழுகுப் பாதுகாக்க மாநில அளவிலான குழு அமைப்பு / FORMATION OF STATE LEVEL COMMITTEE TO PROTECT THE VULTURE

• மாநிலத்தில் பாறு கழுகுப் பாதுகாப்புக்கான விரிவான நடவடிக்கைகளை எடுக்க தமிழ்நாடு அரசு மாநில அளவிலான குழுவை அமைத்துள்ளது. 
• இந்த முக்கிய பறவையினம் அழிந்துவிடாமல் தடுக்க பாறு கழுகுகளின் பாதுகாப்பிற்கு முன்னுரிமை அளிக்க வேண்டிய அவசியம் உள்ளது. ஒன்பது வகையான பாறு கழுகுகள் இந்தியாவில் இருந்து பதிவு செய்யப்பட்டுள்ளன. 
• ஓரியண்டல் வெள்ளை முதுகு கழுகு, நீளமான கழுகு, மெலிந்த கழுகு. இமயமலைக் கழுகு, யூரேசியன் கிரிஃபோன் சிவப்பு தலை கழுகு, எகிப்திய கழுகு, தாடி கழுகு மற்றும் சினேகக் கழுகு. 
• இந்தியாவில் பாறு கழுகுகளின் எண்ணிக்கையானது பல காரணங்களால் குறைந்து வந்தாலும், முக்கியமாக கால்நடை சிகிச்சைக்கு பயன்படுத்தப்படும் சில கால்நடை மருந்துகளின் பாதகமான தாக்கத்தினாலும் குறைந்து வருகிறது. 
• தமிழ்நாடு மாநிலத்தில் பாறு கழுகுப் பாதுகாப்புக்கு ஊக்கமளிக்கும் வகையில், சுற்றுச்சூழல், காலநிலை மாற்றம் மற்றும் வனத்துறை, முதன்மை தலைமை வனப்பாதுகாவலர் மற்றும் தலைமை வனஉயிரினக் காப்பாளர் தலைமையில் 10 பேர் கொண்ட மாநில அளவிலான பாறு கழுகுப் பாதுகாப்புக் குழுவை அமைத்து 19.10.2022 அரசாணை வெளியிட்டுள்ளது. 
• மேற்படி, குழுவில் கால்நடை பராமரிப்புத் துறை இயக்குநர் மற்றும் மருந்துக் கட்டுப்பாட்டாளர், உணவுப் பாதுகாப்பு மற்றும் மருந்து நிர்வாகத் துறை இயக்குநர் ஆகியோர் இடம்பெற்றுள்ளனர்.
• இந்த குழுவில் முதன்மை தலைமை வன பாதுகாவலர் மற்றும் தலைமை வனஉயிரினக் காப்பாளர் தலைமையில், கால்நடை பராமரிப்பு துறை இயக்குநர் மற்றும் மருந்து கட்டுப்பாட்டாளர், உணவு பாதுகாப்பு மற்றும் மருந்து நிர்வாகத்துறை இயக்குநர் ஆகிய வல்லுநர்கள் 10 பேர் உறுப்பினர்களாக இருப்பர். 
• இந்தக் குழுவில் பாறு கழுகு பாதுகாப்பிற்காக, இந்திய வனவிலங்கு நிறுவனம், டேராடூன், பறவையியல் மற்றும் இயற்கை வரலாற்றுக்கான சலீம் அலி மையம், கோயம்புத்தூர் மற்றும் அரசு சாரா நிறுவனங்களின் பிரதிநிதிகளும் உள்ளனர். 
• இந்தக் குழுவானது, தமிழகத்தில் தற்போதுள்ள பாறு கழுகுப் பகுதிகளை கண்காணித்தல், பாதுகாத்தல் மற்றும் தமிழ்நாடு மாநிலம் முழுவதும் உள்ள பாறு கழுகுகளின் தரவுகளைப் பெற்று, பாறு மண்டலங்களை உருவாக்குவதற்கான நடவடிக்கைகளை மேற்கொள்ளும். 
• பாறு கழுகுகள் இறப்பதற்கு முக்கிய காரணமான கால்நடை மருந்துகளின் பயன்பாட்டை கட்டுப்படுத்த இக்குழு செயல்படும். 
• பாறு கழுகு பராமரிப்பு, மீட்பு, மறுவாழ்வு மற்றும் இனப்பெருக்க மையங்களை அமைத்தல் மற்றும் பாறு கழுகு பாதுகாப்புக்காக பல்வேறு துறைகளுக்கு இடையே ஒருங்கிணைப்பை ஏற்படுத்துதல் ஆகியவை குழுவின் முக்கிய பணியாக இருக்கும்.

மாநில அளவிலான இக்குழுவின் பங்கு மற்றும் பொறுப்புகள்

• 2022-2025 ஆம் ஆண்டிற்கான பாறு கழுகு பாதுகாப்புக்கான தமிழ்நாடு செயல் திட்டம் (TNAPVC) தயாரித்தல்
• பாறு கழுகுகளின் முக்கிய உணவான கால்நடைகளின் சடலங்களில் விஷம் உண்டாவதைத் தடுத்தல்.
• இறந்த கால்நடைகள் மற்றும் வன விலங்குகளின் சடலங்களை அப்புறப்படுத்துவதை அறிவியல் பூர்வமாக நிருவகித்தல் மற்றும் கால்நடைகளின் சடலத்தின் மாதிரிகளை பகுப்பாய்வு செய்தல்.
• பாதுகாக்கப்பட்ட மற்றும் பாதுகாக்கப்படாத வனப்பகுதிகளில் வன விலங்குகளின் சடலங்களை முறையாக அப்புறப்படுத்துதல்.
• பாறு கழுகுகளுக்கு வழங்கப்படும் நச்சுத்தன்மையுள்ள மருந்துகளை தடை செய்வதற்கான ஒருங்கிணைந்த, நன்கு நிறுவப்பட்ட மற்றும் திறமையான ஒழுங்குமுறைகளை ஏற்படுத்துதல்.
• பாறு கழுகு பாதுகாப்பிற்கென இனப்பெருக்க மையங்களை அமைத்தல்.
• காயம்பட்ட மற்றும் நோய்வாய்ப்பட்ட பாறு கழுகுகளைப் பராமரிப்பதற்காக பாறு கழுகு மீட்பு மையங்களை அமைத்தல்.
• நாடு தழுவிய பாறு கழுகுகள் கணக்கெடுப்பில் பங்கேற்பது. பாறு கழுகுகளின் இருப்பிடங்களைக் கண்டறிதல், தகுந்த இடைவெளியில் பாறு கழுகுகள் கணக்கெடுப்பில் பணித்திறனை வளர்த்தல்.
• தமிழ்நாடு மாநிலம் முழுவதும் பாறு கழுகுகளின் எண்ணிக்கையை தொடர்ந்து கண்காணித்தல்.
• தமிழ்நாட்டில் கழுகு பாதுகாப்பு மண்டலங்களை உருவாக்குவதன் மூலம் கழுகு பாதுகாப்பு மண்டல வலையமைப்பை மேம்படுத்துதல்.
• பள்ளிகள் மற்றும் கல்லூரிகளில் கல்வி முயற்சிகள் மற்றும் களக் கல்வி பயிலரங்குகள், கருத்தரங்குகள் மற்றும் சமூக ஊடகங்கள் உள்ளிட்ட ஊடகங்கள் மூலம் பாறு கழுகு இனங்களைப் பாதுகாப்பதன் அவசியத்தைப் பற்றிய பொது விழிப்புணர்வை மேம்படுத்துதல்.
• இந்த குழுவின் பதவிக்காலம் இரண்டு ஆண்டுகள் ஆகும். தமிழகத்தில் பாறு கழுகுப் பாதுகாப்புக்கான பயனுள்ள கட்டமைப்பை உருவாக்க, தமிழக அரசின் இந்த முயற்சி வழி வகுக்கும்.

• The Tamil Nadu government has constituted a state level committee to take comprehensive measures for the protection of the vulture in the state.
• Conservation of vultures needs to be prioritized to prevent the extinction of this important bird species. Nine species of vultures have been recorded from India.
• Oriental white-backed vulture, long vulture, slender vulture. Himalayan Vulture, Eurasian Griffon Red-headed Vulture, Egyptian Vulture, Bearded Vulture and Chinese Vulture.
• The number of vultures in India is declining due to several reasons, mainly due to the adverse effects of some veterinary drugs used in veterinary medicine.
• In order to encourage vulture conservation in the state of Tamil Nadu, the Department of Environment, Climate Change and Forests has issued an order dated 19.10.2022 to form a 10-member state level vulture conservation committee headed by the Principal Chief Conservator of Forests and the Chief Wildlife Conservator.
• Besides, the committee consists of Director of Animal Husbandry and Drug Controller, Director of Food Safety and Drug Administration.
• The committee will have 10 members headed by Principal Chief Conservator of Forests and Chief Wildlife Conservator, Director of Animal Husbandry and Drug Controller, Director of Food Safety and Drug Administration.
• The group also includes representatives from Wildlife Institute of India, Dehradun, Salim Ali Center for Ornithology and Natural History, Coimbatore and non-governmental organizations for the conservation of the vulture.
• The committee will monitor and conserve the existing vulture areas in Tamil Nadu and take measures to obtain data on vultures across the state of Tamil Nadu and create vulture zones.
• The group works to curb the use of veterinary drugs, a major cause of death of vultures.
• The main task of the committee will be to set up vulture care, rescue, rehabilitation and breeding centers and to establish inter-sectoral coordination for vulture conservation.

Role and Responsibilities of the State Level Committee

• Preparation of Tamil Nadu Action Plan for Vulture Conservation (TNAPVC) 2022-2025
• Prevention of poisoning of carcasses of livestock, the main food of vultures.
• Scientific management of dead cattle and wild animal carcass disposal and analysis of animal carcass samples.
• Proper disposal of carcasses of wild animals in protected and unprotected forest areas.
• Establishing coordinated, well-established and efficient regulations to prohibit the administration of toxic drugs to vultures.
• Setting up of breeding centers for vulture conservation.
• Setting up vulture rescue centers to care for injured and sick vultures.
• Participating in a nationwide vulture survey. Identifying vulture locations, developing skills in vulture surveys at appropriate intervals.
• Continuous monitoring of vulture population across the state of Tamil Nadu.
• Development of Eagle Protected Area Network in Tamil Nadu by creating Eagle Protected Areas.
• Promotion of public awareness about the need to conserve vulture species through educational initiatives in schools and colleges and through media including field education workshops, seminars and social media.
• The tenure of this committee is two years. This initiative of the Government of Tamil Nadu will pave the way for creating an effective framework for the protection of the Vulture in Tamil Nadu.
