- உலகில் ஏறத்தாழ 90 நாடுகள் மற்றும் வெளி மாநிலங்களில் வாழும் தமிழர்களுக்கும் இளந்தலைமுறையினருக்கும் தமிழ்மொழியைக் கற்பிக்கவும், பண்பாட்டுக் கூறுகளைக் கொண்டு செல்லவும் பல முயற்சிகளைத் தமிழ்நாடு அரசு எடுத்து வருகிறது.
- அதன் ஒரு பகுதியாக, தமிழை எளிமையாகக் கற்பதற்கான தமிழ்ப் பாடநூல்கள், வெளிநாடுகள் மற்றும் வெளி மாநிலங்களில் தமிழைக் கற்பிக்கும் அமைப்புகளுக்கு நிதியுதவி வழங்குதல், தமிழைத் திறம்பட கற்பிக்க ஆசிரியர்களுக்கான பயிற்சி வழங்குதல் முதலான நடவடிக்கைகள் மேற்கொள்ள தமிழ்ப் பரப்புரைக் கழகம் உருவாக்கப்படும் என அரசு ஆணை வெளியிட்டது. அதனைத் தொடர்ந்து, தமிழ்நாடு அரசால் அப்பணிகளுக்கு முதற்கட்டமாக ஒரு கோடி ரூபாய் நிதி ஒதுக்கீடு செய்யப்பட்டுள்ளது.
- தமிழ் வளர்ச்சித்துறையின் அறிவிப்பான தமிழ்ப் பரப்புரைக் கழகம் திட்டமானது தமிழ் இணையக் கல்விக்கழகத்தின் மூலம் செயல்படுத்தப்பட்டு வருகிறது.
- இதன் மூலம், புலம்பெயர்ந்த தமிழர்கள் மற்றும் அயல்நாட்டில் வசிக்கும் தமிழர்களின் மொழி கற்கும் சூழல் அறிந்து ஐந்து நிலைகளாகப் புதிய பாடத்திட்டத்தை உருவாக்கிப் பயன்பாட்டு அடிப்படையில் புத்தகங்கள் உருவாக்கப்பட்டுள்ளன.
- மேலும், அப்புத்தகத்தை 24 மொழிகளில் மொழிபெயர்த்து வழங்குதல், புத்தகத்திலுள்ள பாடப்பொருண்மைகள் எளிதில் புரியும் வண்ணம் செயல்வழிக் கற்றல் என்ற அடிப்படையில் கற்பித்தல் துணைக்கருவிகளை உருவாக்கி அதனை இணையம் வழியாக வழங்குதல், பாடப்பொருண்மைகளைப் படித்துக் காட்டும் விதமான ஒளி ஒலிப் புத்தமாக வடிவமைத்தல், புத்தகத்தில் இடம்பெற்றுள்ள கருத்துகளைத் தெளிவாக அறிவதற்கேற்ப அசைவூட்டும் காணொலிகளை வழங்குதல், சொற்களஞ்சியத்தைப் பெருக்கும் விதமாக மின்அட்டைகள் வழங்குதல், புத்தகத்திலுள்ள பயிற்சிகளைத் தானே செய்து பழகுவதற்காக இணையம் வழியாக கற்றல் பயிற்சியை வழங்குதல், தமிழைப் பன்முக நோக்கில் கற்பிக்க கற்றறிந்த ஆசிரியர்களைக் கொண்டு இணையம் வழியில் வகுப்புகள் எடுத்தல், தேவைகளுக்கேற்ப ஆசிரியர்கள்/கலைப் பயிற்றுநர்களை அயல்நாட்டுக்கு அனுப்புதல் முதலான பணிகள் மேற்கொள்ளப்படவுள்ளன.
- தமிழ் மொழியைப் பிற மொழியினரும் கற்கவும், பல்வேறு நிலைகளுக்குரிய பாடங்களைக் கற்றுத் தேர்வு எழுதி உரிய நிலைகளில் சான்றிதழ்களைப் பெறவும் தமிழ் பரப்புரைக்கழகம் திட்டங்களை உருவாக்கியுள்ளது.

- As a part of it, the government issued an order to form a Tamil Parappurai Kalakam to carry out activities such as Tamil textbooks for easy learning of Tamil, providing financial assistance to organizations that teach Tamil in foreign countries and foreign states, and providing training for teachers to teach Tamil effectively. Subsequently, the Government of Tamil Nadu has allocated one crore rupees for the works in the first phase.
- The Tamil Parappurai Kalakam, announced by the Tamil Development Department, is being implemented by the Tamil Internet Education Corporation.
- Through this, a new curriculum has been created in five levels and books have been developed based on the knowledge of the language learning environment of Tamils living abroad and Tamils living abroad.
- Also, translating and presenting the textbook in 24 languages, creating teaching aids based on hands-on learning to make the subject matter in the book easy to understand and providing it via the Internet, designing a light and sound book to read and show the subject matter, providing moving videos to clearly understand the concepts contained in the book, providing e-cards to increase vocabulary, in the book Activities such as providing online learning training for self-practice, taking online classes with experienced teachers to teach Tamil in a multifaceted manner, and sending teachers/art instructors to foreign countries as per the needs, etc. will be carried out.
- The Tamil Parappurai Kazhagam has developed programs for students of other languages to learn Tamil and to take various levels of subjects and take exams and obtain certificates at appropriate levels.
