- ராஜஸ்தான் திறன் மற்றும் வாழ்வாதார மேம்பாட்டுக் கழகம் (ஆர்எஸ்எல்டிசி) கிராம சபைகளில் திறமையான செயல்பாட்டிற்கான ஈடுபாட்டின் மூலம் ஏழைகளின் பங்கேற்பு அடையாளத்தின் (பிஐபி) தனித்துவமான முயற்சியைத் தொடங்கியுள்ளது. இந்த முயற்சி 2014 இல் தொடங்கப்பட்டது.
- திறன் ஆர்வலர்களை அணிதிரட்டவும் அடையாளம் காணவும் ஒரு புதுமையான உத்தியாக PIP பயன்படுத்தப்படுகிறது.
- குறிப்பாக தொலைதூர மற்றும் கடினமான பகுதிகளில் திறன் பயிற்சி திட்டங்களுக்கு கிராமப்புற இளைஞர்களை அணிதிரட்டுவது எப்போதும் சவாலாகவே இருந்து வருகிறது.
- தற்போதுள்ள உள்கட்டமைப்பைப் பயன்படுத்துவதன் மூலம் வெளியை மேம்படுத்த PIP ஒரு பயனுள்ள வழிமுறையாக வெளிவந்துள்ளது.
- PIP என்பது ஒரு நாள் நிகழ்வாகும், இது ராஜஸ்தானில் உள்ள 9900க்கும் மேற்பட்ட கிராம பஞ்சாயத்துகளில் ஏழை கிராமப்புற இளைஞர்களை அடையாளம் காண ஏற்பாடு செய்யப்பட்டுள்ளது.
- இது தேசிய கிராமப்புற வாழ்வாதார இயக்கத்தின் (NRLM) ஒரு பகுதியாக செய்யப்பட்டுள்ளது, இது கிராமப்புற ஏழை இளைஞர்களுக்கு திறன் மற்றும் குறைந்தபட்ச ஊதியத்தில் அல்லது அதற்கு மேல் வழக்கமான மாத ஊதியத்துடன் வேலைகளை வழங்குவதை நோக்கமாகக் கொண்டுள்ளது.
- சிறப்பு கிராம சபைகள் மூலம் ஏழைகளின் பங்கேற்பு அடையாளம் (பிஐபி) என்பது சாதாரண மக்களைச் சென்றடைவதற்கான ஒரு சோதனை மற்றும் பயனுள்ள கருவியாகும்.
- இது அவர்களுக்குத் திறன் முயற்சிகள் பற்றிய விழிப்புணர்வை ஏற்படுத்துகிறது மற்றும் வாழ்வாதார வாய்ப்புகளை மேம்படுத்துவதற்காக அவர்களைப் பதிவு செய்கிறது.
- 2014 -16 காலகட்டத்தில், ஒவ்வொரு ஆண்டும், சிறப்பு கிராம சபைகள் RSLDC ஆல் நடத்தப்பட்டன, அதில் PIP செயல்முறை மேற்கொள்ளப்பட்டது.
- மொத்தம் பதிவு செய்யப்பட்ட 3,82,876 இளைஞர்களில், சுமார் 1,50,000 இளைஞர்கள் பல்வேறு திறன் பயிற்சி திட்டங்களில் பயிற்சி பெற்றுள்ளனர். இது மாணவர் சேர்க்கை, தக்கவைப்பு மற்றும் திறன் திட்டங்கள் பற்றிய விழிப்புணர்வையும் மேம்படுத்தியுள்ளது.
- இளைஞர்களை அணிதிரட்டுவதற்கு இருக்கும் வளங்களை சிறந்த முறையில் பயன்படுத்துதல்

- தகுதியான இளைஞர்களைக் கண்டறிந்து அணிதிரட்டுவதில் கிராம சபை முக்கியப் பங்காற்றுவதால், மற்ற மாநிலங்களிலும் இந்த நடைமுறையை எளிதாகப் பின்பற்றலாம்.
- Rajasthan Skill & Livelihoods Development Corporation (RSLDC) has initiated a unique initiative of participatory identification of the poor (PIP) through the involvement of Gram Sabhas for skilling activity. The initiative was launched in 2014.
- PIP is used as an innovative strategy to mobilise and identify skill aspirants. Mobilisation of rural youth for skill training programmes has always been a challenge especially in far-flung and difficult areas. PIP has come out as an effective mechanism to improve outreach by using existing infrastructure.
- PIP is a one-day event, organized across more than 9900 Gram Panchayats in Rajasthan for identification of poor rural youth. It has been done as part of the National Rural Livelihood Mission (NRLM), which aims to skill rural poor youth and provide jobs with regular monthly wages at or above the minimum wages.
- The Participatory identification of Poor (PIP) through Special Gram Sabhas has been a tested and effective tool to reach the common people to make them aware of the skilling initiatives and enroll them for the same to enhance livelihood Opportunities. During the period 2014 -16, each year, Special Gram Sabhas were conducted by RSLDC wherein PIP process was carried out.
- Out of the total enrolled youth of 3,82,876, around 1,50,000 youth have been trained in various skill training programmes. This has also improved enrollment, retention and awareness about skill programmes.

- Cost effective and less time consuming
- Since the Gram Sabha plays the leading role in identification and mobilization of eligible youth, this practice can easily be adopted in other states
