• பெண்கள் மற்றும் குழந்தைகள் மேம்பாட்டு அமைச்சகம் ஸ்வதர் கிரே திட்டத்தை செயல்படுத்துகிறது, இது கடினமான சூழ்நிலைகளில் பாதிக்கப்பட்ட பெண்களை இலக்காகக் கொண்டு, மறுவாழ்வுக்காக நிறுவன ஆதரவு தேவை, அவர்கள் தங்கள் வாழ்க்கையை கண்ணியத்துடன் நடத்த முடியும். இந்தப் பெண்களுக்கு தங்குமிடம், உணவு, உடை மற்றும் சுகாதாரம் மற்றும் பொருளாதார மற்றும் சமூகப் பாதுகாப்பை வழங்குவது இந்தத் திட்டம்.

குறிக்கோள்கள் குறிக்கோள்கள்

• இத்திட்டத்தின் கீழ், பின்வரும் நோக்கங்களுடன் 30 பெண்களைக் கொண்ட ஒவ்வொரு மாவட்டத்திலும் ஸ்வதர் கிரே அமைக்கப்படும்:
• தங்குமிடம், உணவு, உடை, மருத்துவ சிகிச்சை மற்றும் துன்பத்தில் இருக்கும் மற்றும் எந்தவிதமான சமூக மற்றும் பொருளாதார ஆதரவும் இல்லாத பெண்களின் முதன்மைத் தேவையைப் பூர்த்தி செய்தல்.
• துரதிர்ஷ்டவசமான சூழ்நிலைகளை சந்திப்பதால் தடைபடும் அவர்களின் உணர்ச்சி வலிமையை மீண்டும் பெற அவர்களுக்கு உதவுதல்.
• குடும்பம்/சமூகத்தில் அவர்களின் மறுசீரமைப்புக்கான நடவடிக்கைகளை எடுக்க அவர்களுக்கு சட்ட உதவி மற்றும் வழிகாட்டுதல்களை வழங்குதல்.
• பொருளாதார ரீதியாகவும், உணர்வு ரீதியாகவும் அவர்களுக்கு மறுவாழ்வு அளிக்க வேண்டும்.
• துன்பத்தில் உள்ள பெண்களின் பல்வேறு தேவைகளைப் புரிந்துகொண்டு அவற்றைப் பூர்த்தி செய்யும் ஒரு ஆதரவு அமைப்பாகச் செயல்படுதல்.
• அவர்கள் தங்கள் வாழ்க்கையை கண்ணியத்துடனும் நம்பிக்கையுடனும் புதிதாகத் தொடங்குவதற்கு.

உத்திகள்

• உணவு, உடை, மருத்துவ வசதிகள் போன்றவற்றுடன் தற்காலிக குடியிருப்பு தங்குமிடம்.
• அத்தகைய பெண்களின் பொருளாதார மறுவாழ்வுக்கான தொழில் மற்றும் திறன் பட்டப்படிப்பு பயிற்சிகள்
• ஆலோசனை, விழிப்புணர்வு உருவாக்கம் மற்றும் நடத்தை பயிற்சிகள்
• சட்ட உதவி மற்றும் வழிகாட்டுதல்
• தொலைபேசி மூலம் ஆலோசனை

பயனாளிகள்

• எந்த சமூக மற்றும் பொருளாதார ஆதரவும் இல்லாத பெண்கள்;
• இயற்கை பேரழிவுகளில் இருந்து தப்பிய பெண்கள் வீடற்றவர்களாகவும், சமூக மற்றும் பொருளாதார ஆதரவின்றியும் உள்ளனர்;
• சிறையில் இருந்து விடுவிக்கப்பட்ட பெண் கைதிகள் மற்றும் குடும்ப, சமூக மற்றும் பொருளாதார ஆதரவு இல்லாதவர்கள்;
• குடும்ப வன்முறை, குடும்பப் பதற்றம் அல்லது கருத்து வேறுபாடு ஆகியவற்றால் பாதிக்கப்பட்ட பெண்கள், எந்த விதமான வாழ்வாதாரமும் இல்லாமல் தங்கள் வீட்டை விட்டு வெளியேறச் செய்யப்பட்டவர்கள் மற்றும் சுரண்டல் மற்றும்/ அல்லது திருமண தகராறுகள் காரணமாக வழக்குகளை எதிர்கொள்வதில் இருந்து சிறப்புப் பாதுகாப்பு இல்லாதவர்கள்; மற்றும்
• கடத்தப்பட்ட பெண்கள்/பெண்கள் விபச்சார விடுதிகள் அல்லது அவர்கள் சுரண்டலை எதிர்கொள்ளும் பிற இடங்களிலிருந்து மீட்கப்பட்ட அல்லது தப்பியோடியவர்கள் மற்றும் எச்.ஐ.வி/எய்ட்ஸ் நோயால் பாதிக்கப்பட்ட பெண்கள். எவ்வாறாயினும், அத்தகைய பெண்கள்/பெண்கள் முதலில் உஜ்ஜவாலா திட்டத்தின் கீழ் அது செயல்படும் பகுதிகளில் உதவி பெற வேண்டும்.

ஸ்வதர் கிரே திட்டத்தின் கூறுகள்

• கட்டிடம் கட்டுவதற்கான கட்டுமான மானியம் மாநில அரசுகள், மாநகராட்சிகள், கன்டோன்மென்ட் வாரியங்கள் மற்றும் பஞ்சாயத்து ராஜ் நிறுவனங்களுக்கு மட்டுமே அனுமதிக்கப்படும். இதற்கான நிலத்தை செயல்படுத்தும் நிறுவனம் இலவசமாக வழங்க வேண்டும்.
• வாடகை கட்டிடத்தில் இயங்கினால், ஸ்வதர் கிரேவுக்கு வாடகை.
• ஸ்வதார் கிரேவின் நிர்வாகத்திற்கான தொடர்ச்சியான மற்றும் திரும்பத் திரும்ப வராத செலவினங்களுக்கான உதவி
• குடியிருப்பாளர்கள் மற்றும் குழந்தைகளுக்கு உணவு, தங்குமிடம், உடை, மருத்துவ பராமரிப்பு, பாக்கெட் செலவுக்கான ஏற்பாடு
• ஆலோசனை வழங்குதல், சட்ட உதவி, தொழில் பயிற்சி மற்றும் வழிகாட்டுதல்.

ENGLISH

• The Ministry of Women and Child Development is implementing the Swadhar Greh Scheme which targets the women victims of difficult circumstances who are in need of institutional support for rehabilitation so that they could lead their life with dignity. 
• The Scheme envisages providing shelter, food, clothing and health as well as economic and social security for these women.

Objectives

• To cater to the primary need of shelter, food, clothing, medical treatment and care of the women in distress and who are without any social and economic support.
• To enable them to regain their emotional strength that gets hampered due to their encounter with unfortunate circumstances.
• To provide them with legal aid and guidance to enable them to take steps for their readjustment in family/society.
• To rehabilitate them economically and emotionally.
• To act as a support system that understands and meets various requirements of women in distress.
• To enable them to start their life afresh with dignity and conviction.

STRATEGIES

• Temporary residential accommodation with the provision of food, clothing, medical facilities etc.
• Vocational and skill up gradation trainings for economic rehabilitation of such women
• Counseling, awareness generation and behavioral trainings
• Legal aid and Guidance
• Counseling through telephone

BENEFICIARIES

• Women who are deserted and are without any social and economic support;
• Women survivors of natural disasters who have been rendered homeless and are without any social and economic support;
• Women prisoners released from jail and are without family, social and economic support;
• Women victims of domestic violence, family tension or discord, who are made to leave their homes without any means of subsistence and have no special protection from exploitation and/ or facing litigation on account of marital disputes; and
• Trafficked women/girls rescued or runaway from brothels or other places where they face exploitation and Women affected by HIV/AIDS who do not have any social or economic support. However such women/ girls should first seek assistance under UJJAWALA Scheme in areas where it is in operation.

Components of the Swadhar Greh Scheme

• Construction grant for construction of the building will be admissible to State Governments, Municipal Corporations, Cantonment Boards and Panchayati Raj Institutions only. Land for this purpose is to be provided by the implementing agency free of cost.
• Rent for Swadhar Greh, if run in a rented building.
• Assistance for recurring and non-recurring expenditure for management of Swadhar Greh
• Provision for food, shelter, clothing, medical care, pocket expense for residents and children
• Provision of counselling, legal aid, vocational training and guidance.
