- தொழிற்திறன்கள் அடிப்படையிலான வேலைவாய்ப்பு, சமுதாய முன்னேற்றம், கண்ணியத்தை உறுதி செய்தல் ஆகியவற்றைன் முக்கியத்துவத்தை பேசும் வகையில் ஐநா சபை ஒவ்வொரு ஆண்டிலும் ஜுலை 15ம் தேதியை சர்வதேச இளைஞர் திறன் தினமாக அறிவித்தது.
- இளைஞர்கள், தொழில்நுட்பம் மற்றும் தொழிற்கல்வி மற்றும் பயிற்சி (TVET) நிறுவனங்கள், தொழில் தருதருநர்கள், தொழிலாளர் அமைப்புகள், கொள்கை வகுப்பாளர்கள் ஆகியோருக்கு இடையேயான உரையாடலை முன்னெடுத்துச் செல்லும் தனித்துவமான வாய்ப்பை இன்றைய தினம் வழங்குகிறது.
- உலக பொருளாதாரம் முன்னெப்போதும் இல்லாத வகையில் பல்வேறு நெருக்கடிகளை சந்தித்து வருகிறது. ரஷ்யா-யுக்ரைன் போர் பதற்றம், காலநிலை மாற்றம், பாலின பாகுபாடு, தேசியவாதம், பொருளாதார ஏற்றத்தாழ்வு, அதிகரித்து வரும் விலைவாசி, அதீத வறுமை தொழிலாளர் சந்தையை கடினத்தன்மையானதாக மாற்றியுள்ளது என்று ஐ.நா தெரிவிக்கிறது.
- இந்தியா போன்ற பல்வேறு சமுதாயா படிநிலை கொண்ட ஒரு நாட்டில், திறன் என்பது சமூகத்தின் மைய நீரோட்டத்தில் இருந்து விளிம்பு நிலை மக்களை வெளியேற்றும் ஒரு வகையான ஆயுதமாக இருந்து வருகிறது.
- அதன் காரணமாக, தொழிற்படிப்புகள் மீண்டும் குலக்கல்வித் திட்டத்தை மறைமுகமாக அறிமுகப்படுத்தும் என்ற எச்சரிக்கையும் கல்வியாளர்களிடம் இருந்து எழுகிறது.
- நாட்டின் மொத்த மக்கள்தொகையில் ஏறக்குறைய 54% பேர் 25 வயதிற்கும், 65% பேர் 35 வயதிற்கு குறைந்தவர்களாவர்.ஆனால், இந்த பாரிய நன்மைகளை பயன்படுத்திக் கொள்ளவில்லை என்றால், 2040க்குப் பிறகு நாடு பல்வேறு பிரச்சனைகளை சந்திக்க நேரிடும் என்று ஆய்வாளர்கள் எச்சரிக்கின்றனர்.
- உதாரணமாக, 12-ஆம் ஐந்தாண்டுத் திட்டம் (2012-17) இந்தியத் தொழிலாளர்களில் 62% பேர் 19-24 வயதுக்குட்பட்வர்கள் என்று மதிப்பிடுகிறது.
- இதில் 5%க்கும் குறைவானோர் மட்டுமே முறையான செய்தொழிற் பெற்றிருப்பதாக தெரிவிக்கப்படுகிறது. அமெரிக்காவில் இந்த எண்ணிக்கை 56% என்றும், ஜெர்மனியில் 75% என்றும், தென் கொரியாவில் 96% என்றும் மதிப்பிடப்படுகிறிது.
- இதனை சரிசெய்யும் விதமாக, கடந்த 2015ம் ஆண்டு ஜுலை 15ம் தேதி திறன் இந்தியா திட்டத்தை மத்திய அரசு அறிவித்தது. பிரதமரின் திறன் மேம்பாட்டு மையங்களை நாடு முழுவதும் நூற்றுக்கணக்கில் திறக்கவும், ஐடிஐ.க்களின் எண்ணிக்கையை அதிகரிக்கவும், திறன் இந்தியா திட்டம் வழிவகுத்தது.
- இந்த ஒருங்கிணைந்த முயற்சிகள் காரணமாக, கடந்த 5 ஆண்டுகளில் 5 கோடிக்கும் மேற்பட்ட இளைஞர்களின் திறன் அதிகரிக்கப்பட்டுள்ளது.
- 2022 ஆம் ஆண்டின் உலக இளைஞர் திறன்கள் தினத்தின் கருப்பொருள் "எதிர்காலத்திற்கான இளைஞர் திறன்களை மாற்றுதல்" என்பதாகும்.

- In a country like India with diverse social hierarchies, skill has been a weapon of sorts to oust marginalized people from the mainstream of society.
- Because of that, there are also warnings from academics that vocational courses will indirectly reintroduce clan education.
- Nearly 54% of the country's total population is under the age of 25 and 65% is below the age of 35. But analysts warn that if these massive benefits are not taken advantage of, the country will face various problems after 2040.
- For example, the 12th Five Year Plan (2012-17) estimates that 62% of India's workforce is in the 19-24 age group.
- It is reported that less than 5% of them have received proper communication. The figure is estimated at 56% in the US, 75% in Germany, and 96% in South Korea.
- To correct this, the central government announced the Skilled India program on July 15, 2015. The Skill India initiative led to the opening of hundreds of Prime Minister's Skill Development Centers across the country and increased the number of ITIs.
- Due to these concerted efforts, over 5 crore youth have been empowered in the last 5 years.
- The theme of World Youth Skills Day 2022 is “Transforming Youth Skills for the Future”.
