- பாலின அடிப்படையிலான வன்முறை (GBV) என்பது புவியியல், வர்க்கம், கலாச்சாரம், வயது, இனம் மற்றும் மதம் ஆகியவற்றைக் கடந்து உலகின் ஒவ்வொரு மூலையிலும் உள்ள ஒவ்வொரு சமூகத்தையும் நாட்டையும் பாதிக்கும் உலகளாவிய சுகாதாரம், மனித உரிமைகள் மற்றும் மேம்பாட்டுப் பிரச்சினையாகும்.
- 1993 ஆம் ஆண்டு வன்முறையை ஒழிப்பதற்கான ஐ.நா. பிரகடனத்தின் பிரிவு 1, பாலின அடிப்படையிலான துஷ்பிரயோகத்தின் வரையறையை வழங்குகிறது,
- இது "எந்தவொரு பாலின அடிப்படையிலான வன்முறையின் விளைவாக அல்லது உடல், பாலியல் அல்லது உளவியல் ரீதியான தீங்கு அல்லது துன்பத்தை விளைவிக்கும். பெண்களுக்கு, இதுபோன்ற செயல்களின் அச்சுறுத்தல்கள், வற்புறுத்தல் அல்லது தன்னிச்சையான சுதந்திரத்தை பறித்தல், பொது அல்லது தனிப்பட்ட வாழ்க்கையில் நடந்தாலும்”.
- இந்தியாவில், பாலின அடிப்படையிலான வன்முறை பல வெளிப்பாடுகளைக் கொண்டுள்ளது; பாலியல் பலாத்காரம், வரதட்சணை, கவுரவக் கொலைகள், அமிலத் தாக்குதல்கள், சூனியக்காரி - வேட்டையாடுதல், பாலியல் துன்புறுத்தல், குழந்தை பாலியல் துஷ்பிரயோகம், வணிகரீதியான பாலியல் சுரண்டலுக்கான கடத்தல், குழந்தைத் திருமணம், பாலினத் தேர்வு போன்ற தீங்கான பழக்கவழக்கங்கள் உட்பட உலகளவில் பரவலாக உள்ள குடும்ப மற்றும் பாலியல் வன்முறை வடிவங்களில் இருந்து கருக்கலைப்பு, சதி போன்றவை.
- பெண்கள் மற்றும் குழந்தைகள் மேம்பாட்டு அமைச்சகம் (MWCD), இந்திரா காந்தி மேத்ரிதவ் சஹ்யோக் யோஜனா உட்பட பெண்களுக்கு அதிகாரமளிப்பதற்கான தேசிய பணிக்கான குடை திட்டத்தின் துணைத் திட்டமாக ஒரு நிறுத்த மையத்தை அமைப்பதற்கான மத்திய நிதியுதவி திட்டத்தை உருவாக்கியது. சாகி என்று பிரபலமாக அறியப்படும் இத்திட்டம் 1 ஏப்ரல் 2015 முதல் செயல்படுத்தப்படுகிறது.
- 2022-23 முதல், இந்தத் திட்டம் மிஷன் சக்தியின் சம்பல் துணைத் திட்டத்தில் இணைக்கப்பட்டுள்ளது.
- வன்முறையால் பாதிக்கப்பட்ட பெண்களுக்கு, தனியார் மற்றும் பொது இடங்களில் ஒரே கூரையின் கீழ் ஒருங்கிணைந்த ஆதரவையும் உதவியையும் வழங்குதல்.
- பெண்களுக்கு எதிரான எந்தவொரு வன்முறைக்கும் எதிராகப் போராட ஒரே கூரையின் கீழ் மருத்துவ, சட்ட, உளவியல் மற்றும் ஆலோசனை ஆதரவு உள்ளிட்ட பல்வேறு சேவைகளுக்கான உடனடி, அவசர மற்றும்
- அவசரமற்ற அணுகலை எளிதாக்குதல்.
- Gender Based Violence (GBV) is a global health, human rights and development issue that transcends geography, class, culture, age, race and religion to affect every community and country in every corner of the world.
- The Article 1 of UN Declaration on the Elimination of Violence 1993 provides a definition of gender - based abuse, calling it "any act of gender - based violence that results in, or is likely to result in, physical, sexual or psychological harm or suffering to women, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or in private life”.
- In India, gender based violence has many manifestations; from the more universally prevalent forms of domestic and sexual violence including rape, to harmful practices such as, dowry, honour killings, acid attacks, witch - hunting, sexual harassment, child sexual abuse, trafficking for commercial sexual exploitation, child marriage, sex selective abortion, sati etc.
- Ministry of Women and Child Development (MWCD), formulated a Centrally Sponsored Scheme for setting up One Stop Centre as a sub - scheme of Umbrella Scheme for National Mission for Empowerment of women including Indira Gandhi Mattritav Sahyaog Yojana. Popularly known as Sakhi, the scheme is being implemented since 1st April 2015.
- Since 2022-23, the scheme is subsumed into Sambal sub-scheme of Mission Shakti.
- To provide integrated support and assistance to women affected by violence, both in private and public spaces under one roof.
- To facilitate immediate, emergency and non - emergency access to a range of services including medical, legal, psychological and counselling support under one roof to fight against any forms of violence against women.
