- மஹிலா காயர் யோஜனா (எம்சிஒய்) என்பது தென்னை நார் உற்பத்தி செய்யும் பிராந்தியங்களில் உள்ள கிராமப்புற பெண் கைவினைஞர்களுக்கு சுயவேலைவாய்ப்பை வழங்குவதை நோக்கமாகக் கொண்ட தென்னை நார்த் தொழிலில் பெண்கள் சார்ந்த சுயவேலைவாய்ப்புத் திட்டமாகும்.
- கிராமப்புற வீடுகளில் மோட்டார் பொருத்தப்பட்ட எலிகளின் மீது தென்னை நார் நூலாக மாற்றுவது பெரிய அளவிலான வேலை வாய்ப்பு, உற்பத்தித்திறன் மற்றும் தரத்தில் முன்னேற்றம், சிறந்த வேலை நிலைமைகள் மற்றும் அதிக வருமானம் ஆகியவற்றை வழங்குகிறது.
- இத்திட்டம் தென்னை நார் வாரியத்தின் மூலம் அரசாங்கத்தால் அதன் கயர் விகாஸ் யோஜனா திட்டத்தின் கீழ் செயல்படுத்தப்படுகிறது.
- கேரளா, தமிழ்நாடு, கர்நாடகா, ஆந்திரா, தெலுங்கானா, ஒடிசா, லட்சத்தீவு, மகாராஷ்டிரா, குஜராத், கோவா, புதுச்சேரி, மேற்கு வங்காளம் மற்றும் NE பிராந்தியம் போன்ற தென்னை நார் உற்பத்தி செய்யும் கடலோர மாநிலங்களில் இத்திட்டம் நடைமுறையில் உள்ளது.
- ஒரு குடும்பத்திற்கு ஒன்றுக்கு மேற்பட்ட கைவினைஞர்கள் இத்திட்டத்தின் கீழ் உதவி பெற தகுதியுடையவர்கள் அல்ல.
- பெண் கைவினைஞர்கள் தென்னை நார் வாரியத்தின் ஏதேனும் ஒரு பயிற்சி மையத்தின் மூலம் தென்னை நார் நூல் நூற்பு பயிற்சித் திட்டத்தை வெற்றிகரமாக முடித்திருக்க வேண்டும்.
- இயந்திரங்கள்/உபகரணங்களை கொள்முதல் செய்வதற்கான நிதி உதவியை PMEGP திட்டத்தின் கீழ் புதிய தென்னை நார் அலகுகளை அமைப்பதற்கான அதிகபட்ச திட்டச் செலவு ரூ.25 லட்சம் வரை பெறலாம்.
- Mahila Coir Yojana (MCY) is the a women oriented self employment programme in the coir industry, which aims to providing self employment to rural women artisans in regions producing coir fibre.
- The conversion of coir fibre into yarn on motorized ratts in rural households provides scope for large scale employment, improvement in productivity and quality, better working conditions and higher income.
- The scheme is being implemented by the Government through the Coir Board under its Coir Vikas Yojana.
- The scheme is prevalent in coir producing coastal States such as Kerala, Tamil Nadu, Karnataka, Andhra Pradesh, Telangana, Odisha, Lakshadweep, Maharashtra, Gujarat, Goa, Puducherry, A& N Islands, West Bengal and NE Region.
- Not more than one artisan per household would be eligible to receive assistance under the scheme.
- Women artisans need to have successfully completed training programme in spinning of coir yarn through any of the training centers of the Coir Board.
- The financial assistance for procurement of machines/equipments may be obtained under PMEGP scheme for setting up of new coir units for which the maximum project cost is upto Rs.25 lakhs.
