- சமூக அறிவியலில் தாக்கமான கொள்கை ஆராய்ச்சி (IMPRESS) கொள்கை உருவாக்கம், செயல்படுத்தல் மற்றும் மதிப்பீடு ஆகியவற்றில் முக்கிய உள்ளீடுகளை வழங்குவதற்காக, கொள்கை தொடர்பான பகுதிகளில் சமூக அறிவியல் ஆராய்ச்சியை ஊக்குவிப்பதை நோக்கமாகக் கொண்டுள்ளது.
- IMPRESS என்பது இந்திய அரசின் மனிதவள மேம்பாட்டு அமைச்சகத்தின் ஒரு முயற்சியாகும், மேலும் இது இந்திய சமூக அறிவியல் ஆராய்ச்சி கவுன்சிலால் செயல்படுத்தப்படுகிறது. இத்திட்டம் ஆகஸ்ட் 2018 இல் ரூ.414 கோடி செலவில் 31.3.2021 வரை செயல்படுத்த அனுமதிக்கப்பட்டது.
- நிர்வாகம் மற்றும் சமூகத்தின் மீது அதிகபட்ச தாக்கத்தை ஏற்படுத்தும் சமூக அறிவியலில் ஆராய்ச்சி முன்மொழிவுகளை அடையாளம் கண்டு நிதியளித்தல்.
- மாநிலம் மற்றும் ஜனநாயகம், நகர்ப்புற மாற்றம், ஊடகம், கலாச்சாரம் மற்றும் சமூகம், வேலைவாய்ப்பு, திறன்கள் மற்றும் கிராமப்புற மாற்றம், நிர்வாகம், புத்தாக்கம் மற்றும் பொதுக் கொள்கை, வளர்ச்சி, மேக்ரோ-வர்த்தகம் மற்றும் பொருளாதாரக் கொள்கை, விவசாயம் போன்ற (11) பரந்த கருப்பொருள் பகுதிகளில் ஆராய்ச்சியை மையப்படுத்துதல் மற்றும் கிராமப்புற மேம்பாடு, சுகாதாரம் மற்றும் சுற்றுச்சூழல், அறிவியல் மற்றும் கல்வி, சமூக ஊடகம் மற்றும் தொழில்நுட்பம், அரசியல், சட்டம் மற்றும் பொருளாதாரம். திட்டத்தை அறிவிக்கும் முன் மற்றும் விண்ணப்பங்களை அழைப்பதற்கு முன், நிபுணர் குழுக்களின் ஆலோசனையின் அடிப்படையில் துணை தீம் பகுதிகள் முடிவு செய்யப்படும்.
- ஆன்லைன் பயன்முறையில் வெளிப்படையான, போட்டி செயல்முறை மூலம் திட்டங்களின் தேர்வை உறுதி செய்ய.
- UGC வழங்கிய 12(B) அந்தஸ்து கொண்ட அனைத்துப் பல்கலைக்கழகங்கள் (மத்திய மற்றும் மாநிலம்), தனியார் நிறுவனங்கள் உட்பட, நாட்டில் உள்ள எந்தவொரு நிறுவனத்திலும் சமூக அறிவியல் ஆராய்ச்சியாளர்களுக்கு வாய்ப்பளிக்க.
- பல்கலைக்கழகங்கள் (மத்திய மற்றும் மாநில) உட்பட அனைத்து அரசு நிதியுதவி நிறுவனங்கள், UGC 12(b) அந்தஸ்து கொண்ட தனியார் நிறுவனங்கள் மற்றும் ICSSR ஆராய்ச்சி நிறுவனங்கள் விண்ணப்பிக்க தகுதியுடையவை.
- திட்ட இயக்குநர், பிஎச்டி பட்டம் பெற்ற, வழக்கமான பணியாளராக இருக்க வேண்டும். கடந்த கால ஆய்வுகள், வெளியீடுகள் மற்றும் கல்விப் பின்னணி ஆகியவற்றால் சான்றளிக்கக்கூடிய உயர்தர ஆராய்ச்சியில் பட்டம் பெற்றிருக்க வேண்டும். திட்டத்தில் இணை இயக்குநர்(கள்) இருந்தால், அவர்கள் ஆராய்ச்சி ஆர்வத்தை நிரூபித்திருக்க வேண்டும்.
- நிரூபிக்கப்பட்ட ஆராய்ச்சி ஆர்வங்களைக் கொண்ட ஓய்வுபெற்ற ஆசிரியர்களும் இத்திட்டத்தின் கீழ் விண்ணப்பிக்கலாம் ஆனால் அவர்கள் உட்பிரிவு 1 இல் குறிப்பிடப்பட்டுள்ள ஏதேனும் ஒரு ஆராய்ச்சி நிறுவனத்துடன் தங்களை இணைத்துக் கொள்ள வேண்டும்.
- தனிப்பட்ட அறிஞர்கள் ஒரு நேரத்தில் அதிகபட்சம் இரண்டு திட்டங்களுக்கு விண்ணப்பிக்கலாம். இருப்பினும், இரண்டு திட்டங்களும் தேர்ந்தெடுக்கப்பட்டால், விண்ணப்பதாரர் நிலை 3 இல் ஒரு திட்டத்தை மட்டுமே தேர்வு செய்ய முடியும். நல்ல ஆராய்ச்சி உள்கட்டமைப்பு மற்றும் வளங்களைக் கொண்ட நிறுவனங்கள் பல திட்டங்களுக்கு விண்ணப்பிக்கலாம்.
- Impactful Policy Research in Social Science (IMPRESS) aims to encourage social science research in policy relevant areas so as to provide vital inputs in policy-formulation, implementation and evaluation.
- The IMPRESS is an initiative of the Ministry of Human Resource Development, Government of India and is being implemented by the Indian Council of Social Science Research. The scheme was sanctioned in August 2018 at a total cost of Rs.414 Cr for implementation up to 31.3.2021.
- To identify and fund research proposals in social sciences with maximum impact on the governance and society.
- To focus research on (11) broad thematic areas such as : State and Democracy, Urban transformation, Media, Culture and Society, Employment, Skills and Rural transformation, Governance, Innovation and Public Policy, Growth, Macro-trade and Economic Policy, Agriculture and Rural Development, Health and Environment, Science and Education, Social Media and Technology, Politics, Law and Economics. The Sub-Theme areas will be decided on the basis of Expert Groups’ advice before notifying the scheme and calling for applications.
- To ensure selection of projects through a transparent, competitive process on online mode.
- To provide opportunity for social science researchers in any institution in the country, including all Universities (Central and State), private institutions with 12(B) status conferred by UGC.
- All Government funded institutions including Universities (central and state) , private institutions with UGC 12(b) status and ICSSR Research Institutes are eligible to apply.
- The Project Director should be a regular employee, possessing Ph.D. degree and have an interest in high quality research which may be evidenced by past studies, publications and academic background. In case the project has co-Director(s), they should have proven research interest.
- Retired faculties with proven research interests can also apply under the scheme but they would be required to get themselves affiliated to any of the research institutions mentioned in clause Point 1.
- Individual scholars can apply for maximum two projects at a time. However, in case both projects are selected, the applicant can choose only one project at level 3. Institutes having good research infrastructure and resources may apply for a number of proposals.
