நோக்கங்கள்

• அனைத்து வகையான குழந்தைத் தொழிலாளர் முறையையும் ஒழிக்க வேண்டும்
• திட்டப் பகுதியில் உள்ள அனைத்து குழந்தைகளையும் குழந்தைத் தொழிலாளர்களில் இருந்து அடையாளம் கண்டு விலக்குதல்,
• வேலையில் இருந்து விலக்கப்பட்ட குழந்தைகளை தொழில் பயிற்சியுடன் முக்கிய கல்விக்கு தயார்படுத்துதல்
• குழந்தைகள் மற்றும் அவர்களது குடும்பத்தின் நலனுக்காக பல்வேறு அரசு துறைகள்/ஏஜென்சிகள் வழங்கும் சேவைகளின் ஒருங்கிணைப்பை உறுதி செய்தல்
• அபாயகரமான தொழில்கள்/செயல்முறைகளில் இருந்து அனைத்து இளம் பருவத் தொழிலாளர்களையும் திரும்பப் பெறுவதற்கும், அவர்களின் திறமை மற்றும் ஒருங்கிணைக்கப்படுவதற்கும் பங்களித்தல்
• அபாயகரமான தொழில்கள்/செயல்முறைகளில் இருந்து அனைத்து இளம் பருவத் தொழிலாளர்களையும் அடையாளம் கண்டு திரும்பப் பெறுதல்,
• தற்போதுள்ள திறன் மேம்பாடு திட்டத்தின் மூலம் அத்தகைய இளம் பருவத்தினருக்கு தொழில் பயிற்சி வாய்ப்புகளை எளிதாக்குதல்
• பங்குதாரர்கள் மற்றும் இலக்கு சமூகங்களிடையே விழிப்புணர்வை ஏற்படுத்துதல், மற்றும் NCLP மற்றும் பிற செயல்பாட்டாளர்களின் நோக்குநிலை, 'குழந்தைத் தொழிலாளர்' மற்றும் 'அபாயகரமான தொழில்கள்/செயல்முறைகளில் இளம்பருவத் தொழிலாளர்களை வேலைக்கு அமர்த்துதல்'; மற்றும்
• குழந்தை தொழிலாளர் கண்காணிப்பு, கண்காணிப்பு மற்றும் அறிக்கையிடல் அமைப்பு உருவாக்கம்.

இலக்கு குழு

• அடையாளம் காணப்பட்ட இலக்கு பகுதியில் 14 வயதுக்குட்பட்ட அனைத்து குழந்தை தொழிலாளர்களும்.
• அபாயகரமான தொழில்கள்/செயல்பாடுகளில் ஈடுபட்டுள்ள இலக்குப் பகுதியில் 18 வயதுக்குட்பட்ட இளம் பருவத் தொழிலாளர்கள்
• அடையாளம் காணப்பட்ட இலக்கு பகுதியில் உள்ள குழந்தை தொழிலாளர்களின் குடும்பங்கள்.

மூலோபாயம்

• இத்திட்டத்தின் ஒட்டுமொத்த அணுகுமுறையானது, இலக்கு பகுதியில் செயல்படுத்தும் சூழலை உருவாக்குவதாகும், அங்கு குழந்தைகள் பள்ளிகளில் சேர்வதற்கும், வேலை செய்வதைத் தவிர்ப்பதற்கும் பல்வேறு நடவடிக்கைகள் மூலம் உந்துதல் மற்றும் அதிகாரம் அளித்து, குடும்பங்களுக்கு அவர்களின் வருமான நிலைகளை மேம்படுத்த மாற்று வழிகள் வழங்கப்படுகின்றன.
• மாநில, மாவட்ட நிர்வாகம் மற்றும் சிவில் சமூகத்துடன் நெருக்கமான ஒருங்கிணைப்பில் NCLPS செயல்படுத்தப்படும். குழந்தைத் தொழிலாளர் ஒழிப்பு என்பது தொழிலாளர் மற்றும் வேலைவாய்ப்பு அமைச்சகம் மற்றும் மாநில அரசுகளின் கூட்டுப் பொறுப்பாகும். மாவட்ட நிர்வாகம், உள்ளூர் சமூகங்கள், சிவில் சமூகக் குழுக்கள், அரசு சாரா நிறுவனங்கள், கல்வியாளர்கள் மற்றும் அமலாக்க முகவர் போன்ற பிற பங்குதாரர்கள் முக்கியப் பங்கு வகிக்கின்றனர். இத்திட்டம் செயல்படுத்தும் கட்டமைப்பை அமைப்பது மட்டுமல்லாமல், திட்டத்தை திறம்படச் செயல்படுத்த கண்காணிப்பு மற்றும் மேற்பார்வையை நிறுவனமயமாக்கவும் முயல்கிறது.

எதிர்பார்த்த முடிவுகள்

• அனைத்து வகையான குழந்தைத் தொழிலாளர்களையும் அடையாளம் கண்டு ஒழிப்பதில் பங்களிப்பு;
• இலக்கு பகுதியில் அபாயகரமான தொழில்கள் மற்றும் செயல்முறைகளில் இருந்து இளம் பருவத்தினரை அடையாளம் காணவும் திரும்பப் பெறவும் பங்களிக்கவும்;
• NCLPS மூலம் குழந்தைத் தொழிலாளர்களில் இருந்து விலக்கப்பட்டு மறுவாழ்வு அளிக்கப்பட்ட அனைத்து குழந்தைகளின் வழக்கமான பள்ளிகளில் வெற்றிகரமான முக்கிய ஓட்டம்
• அபாயகரமான தொழில்கள்/செயல்முறைகளில் இருந்து விலக்கப்பட்ட இளம் பருவத்தினர், தேவைப்படும் இடங்களில் திறன் பயிற்சியின் மூலம் பயனடையலாம் மற்றும் சட்டப்பூர்வமாக அனுமதிக்கப்பட்ட தொழில்களுடன் இணைக்கப்பட்டுள்ளனர்.
• சமூக அணிதிரட்டல் திட்டம்(கள்) மற்றும் குழந்தைத் தொழிலாளர்களின் தீய விளைவுகள் பற்றிய விழிப்புணர்வு ஆகியவற்றின் விளைவாக சிறந்த தகவலறிந்த சமூகங்கள், குறிப்பிட்ட இலக்கு குழுக்கள் மற்றும் பொதுமக்கள்
• NCLP ஊழியர்கள் மற்றும் பிற செயல்பாட்டாளர்களின் பயிற்சி மூலம் குழந்தைத் தொழிலாளர் பிரச்சினையைத் தீர்ப்பதற்கான மேம்படுத்தப்பட்ட திறன்கள்.

ENGLISH

Objectives

• To eliminate all forms of child labour through
• Identification and withdrawal of all children in the Project Area from child labour,
• Preparing children withdrawn from work for mainstream education along with vocational training
• Ensuring convergence of services provided by different government departments/agencies for the benefit of child and their family
• To contribute to the withdrawal of all adolescent workers from Hazardous Occupations/ Processes and their Skilling and integration in appropriate occupations through
• Identification and withdrawal of all adolescent workers from hazardous occupations / processes,
• Facilitating vocational training opportunities for such adolescents through existing scheme of skill developments
• Raising awareness amongst stakeholders and target communities, and orientation of NCLP and other functionaries on the issues of ‘Child Labour’ and ‘employment of adolescent workers in hazardous occupations/processes’; and
• Creation of a Child Labour Monitoring, Tracking and Reporting System.

Target Group

• All child workers below the age of 14 years in the identified target area.
• Adolescent  workers  below  the  age  of  18  years  in  the  target  area  engaged  in  hazardous  occupations / processes
• Families of Child workers in the identified target area.

Strategy

• The overall approach of the project is to create an enabling environment in the target area, where children are motivated and empowered through various measures to enroll in schools and refrain from working, and households are provided with alternatives to improve their income levels.
• NCLPS will be implemented in close coordination with State, District administration and civil society. Elimination of Child Labour is joint responsibility of the Ministry of Labour and Employment and the State Governments. 
• Other stakeholders such as District Administrations, local communities, civil society groups, NGO‟s, academicians and enforcement agencies have an important role to play. The scheme seeks to not only set up the implementation structure but also institutionalize monitoring and supervision for effective functioning of the scheme.

Expected Outcomes

• Contribute to the identification and eradication of all forms of child labour;
• Contribute to the identification and withdrawal of adolescents from hazardous occupations and processes in the target area;
• Successful mainstreaming into regular schools of all children who have been withdrawn from child labour and rehabilitated through the NCLPS
• Adolescents withdrawn from hazardous occupations /processes to have benefited from skills training wherever required and linked to legally permissible occupations
• Better informed communities, specific target groups and the public at large as a result of the Social Mobilization Programme(s) and Awareness about the ill effects of child labour
• Enhanced capacities to address the issue of child labour through training of NCLP staff and other functionaries.
