• அறிவியல் மற்றும் பொறியியல் ஆராய்ச்சி வாரியம் (SERB), தற்போதுள்ள சில திட்டங்களின் மூலம் விஞ்ஞானிகள் மற்றும் தொழில்நுட்பவியலாளர்களுக்கான பல்வேறு மன்றங்களில் கருத்தரங்கு/சிம்போசியா, தொழில்நுட்பப் பட்டறைகள், குளிர்காலம்/விஞ்ஞான அமைப்புகள் மற்றும் தொழில்முறை அமைப்புகளுக்கு முழுமையான அல்லது பகுதியளவு மானிய உதவிகளை வழங்குகிறது. 
• கோடைகால பள்ளிகள் போன்றவை, இதுபோன்ற நிகழ்வுகளின் அமைப்பாளர்கள் மற்ற நிதி அமைப்புகளிடமிருந்தும் நிதியைக் கோருகின்றனர். 
• இருப்பினும், இந்த அமைச்சகங்கள்/துறைகள் மற்றும் அத்தகைய திட்டங்களின் பயனாளிகளின் இத்தகைய முயற்சிகள், பொதுவான தரவுத்தளத்தின் தேவைக்காக பெரும்பாலும் கவனிக்கப்படாமல் இருக்கும். 
• எனவே, AV இன் மற்றொரு அங்கமானது, நாட்டில் நடத்தப்படும் அனைத்து விஞ்ஞானப் பட்டறைகள் மற்றும் பயிற்சித் திட்டங்களை "முடுக்கி விஜியன்" என்ற பொதுவான கூரை மற்றும் லோகோவின் கீழ் முத்திரையிடுதல் மற்றும் ஒருங்கிணைத்தல் ஆகியவற்றை நோக்கமாகக் கொண்டுள்ளது.

விஜியனை விரைவுபடுத்துவதற்கான இலக்குகள்

• அமைச்சகங்களுக்கிடையேயான திட்டமான Accelerate Vigyan (AV) உயர்நிலை அறிவியல் ஆராய்ச்சிக்கு ஒரு பெரிய உந்துதலை வழங்கவும், ஆராய்ச்சி தொழில் மற்றும் அறிவு சார்ந்த பொருளாதாரத்தில் ஈடுபடக்கூடிய விஞ்ஞான மனிதவளத்தை தயார் செய்யவும் முயற்சிக்கிறது. 
• தரம் மற்றும் நன்கு பயிற்சி பெற்ற ஆராய்ச்சியாளர்களின் வளர்ச்சியாக அனைத்து ஆராய்ச்சிகளும் அதன் அடிப்படையைக் கொண்டுள்ளன என்பதை உணர்ந்து, பரந்த அடிப்படையிலான தேசிய அளவில் ஆராய்ச்சி திறன், வழிகாட்டுதல், பயிற்சி மற்றும் பயிற்சிப் பட்டறை ஆகியவற்றை அடையாளம் காணும் வழிமுறைகளை AV துவக்கி வலுப்படுத்தும். மூன்று பரந்த இலக்குகளுடன், ஆராய்ச்சி தளத்தை விரிவுபடுத்துவதே பார்வை.
• அனைத்து அறிவியல் திட்டங்களின் ஒருங்கிணைப்பு/தொகுப்பு
• உயர்நிலை நோக்குநிலை பட்டறைகளைத் தொடங்குதல்
• அத்தகைய வளங்கள்/வசதிகள் இல்லாதவர்களுக்கு ஆராய்ச்சிப் பயிற்சிக்கான வாய்ப்புகளை உருவாக்குதல்
• AV, குறிப்பாக நாட்டின் அனைத்து முக்கிய அறிவியல் நிகழ்வுகளின் ஒருங்கிணைப்பு/ஒருங்கிணைப்பு தொடர்பான அதன் கூறுகளைப் பொறுத்தவரை, பணி பயன்முறையில் வேலை செய்யும்.

AV நிகழ்ச்சிகள்

1. அப்யாஸ் (திறன் மேம்பாடு)

• மிஷன் அபயாஸ் என்பது PG/Ph.D ஐ செயல்படுத்துவதன் மூலம் நாட்டில் ஆராய்ச்சி மற்றும் மேம்பாட்டை மேம்படுத்துவதற்கான ஒரு முயற்சியாகும். 
• உயர்நிலைப் பட்டறைகள் மற்றும் ஆராய்ச்சிப் பயிற்சிகள் மூலம் தேர்ந்தெடுக்கப்பட்ட பகுதிகள்/துறைகள்/துறைகளில் அர்ப்பணிப்புள்ள ஆராய்ச்சி திறன்களை மேம்படுத்துவதன் மூலம் மாணவர்களை நிலைப்படுத்தவும். 
• இது போன்ற கற்றல் திறன்கள்/வசதிகள்/உள்கட்டமைப்பை அணுகுவதற்கு குறைந்த வாய்ப்புகள் உள்ள ஆராய்ச்சியாளர்களுக்கு இது மிகவும் முக்கியமானது.
• இந்த பணி அதன் இரண்டு துணைக் கூறுகள்/நிரல்கள் மூலம் அடையப்படும், அதாவது:
• காரியஷாலா (உயர்நிலை பட்டறைகள்)
• விருத்திகா (ஆராய்ச்சி பயிற்சி)
• இந்த உயர்நிலை பட்டறைகள் மற்றும் ஆராய்ச்சி பயிற்சிகள் முதன்மையாக தேசிய முக்கியத்துவம் வாய்ந்த நிறுவனங்களால் எளிதாக்கப்படும்:
• இந்திய தொழில்நுட்ப நிறுவனங்கள் (ஐஐடி)
• இந்திய அறிவியல் கழகம் (IISc)
• இந்திய அறிவியல் கல்வி மற்றும் ஆராய்ச்சி நிறுவனங்கள் (IISERs)
• தேசிய தொழில்நுட்ப நிறுவனங்கள் (என்ஐடி)
• அறிவியல் மற்றும் தொழில்துறை ஆராய்ச்சி கவுன்சில் (CSIR)
• இந்திய வேளாண் ஆராய்ச்சி கவுன்சில் (ICAR)
• இந்திய மருத்துவ ஆராய்ச்சி கவுன்சில் (ICMR)

2. காரியஷாலா (உயர்நிலை பட்டறைகள்)

• முதன்மையாக பல்கலைக்கழகங்கள், கல்லூரிகள், தனியார் கல்வி நிறுவனங்கள் மற்றும் உயர்தர அறிவியல் கருவிகளைக் கையாள்வதில்/பிழையறிவிப்பதில் புதிதாக நிறுவப்பட்ட கல்வி நிறுவனங்கள் மற்றும் தரம் மற்றும் அதிநவீன ஆராய்ச்சிப் பணிகளுக்குத் தேவைப்படும் கருப்பொருள்களில் திறன் மேம்பாடு போன்றவற்றை முதன்மையாக மாணவர்களுக்கு அனுபவத்தை வழங்குவதை நோக்கமாகக் கொண்டது Karyashala.
• இந்த திட்டம் ஊக்கமளிக்கும் PG மற்றும் Ph.D. மாணவர்கள் தங்கள் அறிவியல் மற்றும் பொறியியல் ஆராய்ச்சியில் சிறந்து விளங்க வேண்டும் என்ற வலுவான விருப்பத்தைக் கொண்டுள்ளனர், மேலும் நாட்டில் உள்ள தங்கள் சொந்த நிறுவனத்தில் அத்தகைய உயர்தர வசதிகள் இல்லை.
• பங்கேற்கும் மாணவர்களுக்கான TA, நிலையான, நுகர்பொருட்கள், தங்குமிடம், உணவு போன்ற தினசரித் தேவையான செலவுகள் SERB நிதியுதவியின் மூலம் ஹோஸ்ட் இன்ஸ்டிட்யூட் மூலம் ஏற்கப்படும். ஒவ்வொரு உயர்நிலை பட்டறையின் ஒரு பொதுவான கால அளவு 1 -2 வாரங்கள் ஆகும்.

3. விருத்திகா (ஆராய்ச்சி பயிற்சி)

• 'விரித்திகா' என்பது ஆராய்ச்சி பயிற்சி மூலம் அறிவியலில் துவக்கம் மற்றும் பயிற்சிக்கான அழைப்பு. இந்த திட்டம், பல்கலைக்கழகங்கள் மற்றும் கல்லூரிகளில் உள்ள முதுகலை பட்டதாரி மாணவர்களுக்கு வெளிப்பாடு மற்றும் ஆராய்ச்சி அனுபவத்தைப் பெறுவதற்கான வாய்ப்புகளை வழங்குவதை நோக்கமாகக் கொண்டுள்ளது.
• அறிவியல் மற்றும் பொறியியல் ஆராய்ச்சியில் வலுவான நோக்குநிலை மற்றும் ஆற்றலைக் கொண்ட மற்றும் இந்தியாவில் உள்ள பல்கலைக்கழகம்/நிறுவனத்தில் பட்டப்படிப்பைத் தொடரும் வழக்கமான பிஜி நிலை மாணவர்களுக்கு ஆதரவளிப்பதற்காக இந்தத் திட்டம் உள்ளது, 
• ஆனால் அவர்களின் நிறுவனங்களில் தேவையான உள்கட்டமைப்பு அல்லது நிபுணத்துவம் இல்லை. அத்தகைய வெளிப்பாடு மற்றும் ஊக்கத்தை முதலில் பெற முடியும்.
• டி.ஏ., ஸ்டேஷனரி, நுகர்பொருட்கள், தங்குமிடம், உணவு போன்ற அன்றாடத் தேவையான செலவினங்களைச் சந்திப்பதற்காக இன்டர்ன்ஷிப் வழங்கப்படும், மேலும் அவர்களுக்கான உதவித்தொகை எதுவும் இருக்காது.

சமூகன் (ஒன்றாகக் கொண்டு வாருங்கள்)

• சமூஹன் நாட்டின் அனைத்து அறிவியல் தொடர்புகளையும் ஒரே பொதுவான கூரையின் கீழ் ஊக்குவிப்பது, ஒருங்கிணைப்பது மற்றும் ஒருங்கிணைப்பதை நோக்கமாகக் கொண்டுள்ளது. 
• இந்த பணி, அதன் பரந்த அறிவுத் தளத்தின் மூலம், பல்வேறு பார்வையாளர்களை வழங்குகிறது - ஆராய்ச்சி மற்றும் மேம்பாட்டுத் துறைகள், அறிவியல் மற்றும் தொழில்நுட்ப நிறுவனங்கள் மற்றும் பங்குதாரர்கள் - வழிகாட்டிகள், ஒருங்கிணைப்பாளர்கள், பங்கேற்பாளர்கள் மற்றும் மாணவர்கள்.

ENGLISH

• The Science and Engineering Research Board (SERB), through some of its existing programmes facilitates various forums for scientists and technologists by providing complete or partial grant-in-aid to scientific organizations and professional bodies to organize seminar/symposia, technical workshops, winter/summer schools etc., while the organizers of such events solicit funds from other funding bodies too. 
• However, such efforts of all these ministries/departments and beneficiaries of such programs, often remains unnoticed for the want of a common database. Thus, another component of the AV aims towards branding and aggregation of all the scientific workshops and training programs conducted in the country under a common roof and logo of "Accelerate Vigyan".

Goals of Accelerate Vigyan

• The inter-ministerial scheme Accelerate Vigyan (AV) strives to provide a big push to high-end scientific research and prepare scientific manpower which can venture into research careers and knowledge-based economy. 
• Recognizing that all research has its base as development of quality and well-trained researchers, AV will initiate and strengthen mechanisms of identifying research potential, mentoring, training and hands-on workshop, on a broad-based national scale. The vision is to expand the research base, with three broad goals, namely:
• Consolidation/aggregation of all scientific programs
• Initiating high-end orientation workshops
• Creating opportunities for research internships, for those who do not have access to such resources/facilities
• The AV will work on mission mode, particularly with respect to its component dealing with consolidation/aggregation of all major scientific events in the country.

AV Programs

1. Abhyaas (Skill Development)

• Mission Abhyaas is an attempt to boost Research & Development in the country by enabling and grooming potential PG/Ph.D. level students by developing dedicated research skills in selected areas/disciplines/fields through high-end workshops and research internships. This is especially important for those researchers who have limited opportunities to access such learning capacities/facilities/infrastructure.

This mission will be achieved through two of its subcomponents/programs, namely:

• Karyashala (High-End Workshops)
• Vritika (Research Internships)

These high-end workshops and research internships will primarily be facilitated by institutions of national importance such as:

• Indian Institutes of Technology (IITs)
• Indian Institute of Science (IISc)
• Indian Institutes of Science Education and Research (IISERs) 
• National Institutes of Technology (NITs)
• Council of Scientific & Industrial Research (CSIR)
• Indian Council of Agricultural Research (ICAR)
• Indian Council of Medical Research (ICMR)

Karyashala (High-End Workshops)

• Karyashala is aimed to provide hands-on experience to the students primarily from universities, colleges, private academic institutions and newly established institutes in handling/troubleshooting of high-end scientific instruments and such skill development on themes required for quality and cutting edge research work.
• The program is meant to support motivated PG and Ph.D. students who are having a strong willingness to get excellence in their scientific and engineering research pursuit, and do not have such high-end facilities in their own institution in the country.
• Daily necessary expenses such as TA, stationary, consumables, accommodation, food, etc. for the participating students will be borne by the host institute through SERB funding support. A typical duration of each high-end workshop will be 1 -2 weeks.

Vritika (Research Internships)

• 'Vritika' is the call for initiation and practice in science through research internships. This program aims to provide opportunities to promising PG students from universities and colleges to get exposure and hands-on research experience.
• The scheme is meant to support regular PG level students who are having a strong orientation and potential towards scientific and engineering research and are pursuing their degree from University/Institution within India, but do not have the requisite infrastructure or expertise in their institutions, to be able to get first such exposure and motivation.
• The internship will be given for meeting daily necessary expenses such as TA, stationary, consumables, accommodation, food etc. and will not contain any stipend for them.

Samoohan (Bring Together)

• Samoohan is aimed to encourage, aggregate and consolidate all scientific interactions in the country under one common roof. This mission, through its wide knowledge base, caters to a varied audience – Research & Development Departments, Institutes in Science & Technology as well as stakeholders - mentors, coordinators, participants and students.

This will be achieved through two of its subcomponents, namely:
