- ஒன்றிய அரசின், தொழில் மற்றும் உள்நாட்டு வர்த்தக ஊக்குவிப்புத் துறை (DPIIT), பல்வேறு காரணிகளின் அடிப்படையில் வணிகம் புரிதலை எளிதாக்குதல் (Ease of Doing Business) தொடர்பாக அனைத்து மாநிலங்களையும், யூனியன் பிரதேசங்களையும் தர வரிசைப் படுத்தும் நடைமுறையை பல வருடங்களாக மேற்கொண்டு வருகிறது.
- இந்த நடைமுறையில், மாநிலங்கள் 1) சிறந்த சாதனையாளர்கள் (Top Achievers), 2) சாதனையாளர்கள் (Achievers), 3) சாதனை படைக்க முயற்சிப்பவர்கள் (Aspirers) மற்றும் 4) வணிக சூழலை உருவாக்கி வருபவர்கள் (Emerging Business Ecosystems) என்று நான்கு பிரிவுகளாக வகைப்படுத்தப்படுகின்றன.
- 90 சதவிகிதத்திற்கும் மேலாக மதிப்பெண்கள் பெறும் மாநிலங்கள் சிறந்த சாதனையாளர்கள் பட்டியலில் இடம் பெறும். அந்த வகையில், தமிழ்நாடு, 31 மாநிலங்கள் மற்றும் யூனியன் பிரதேசங்கள் அடங்கிய இந்த தரவரிசைப் பட்டியலில், 96.97 சதவிகித மதிப்பெண்கள் பெற்று, மூன்றாவது இடத்தினைப் பெற்றுள்ளது.
- 2016-17ம் ஆண்டில் 18-வது நிலை, 2019-ம் ஆண்டு 14-வது நிலை என்றிருந்த தமிழ்நாடு, பெருமளவு முன்னேற்றம் கண்டு தற்போது 3-வது நிலையைப் பெற்றுள்ளது.
- ஒன்றிய அரசின், தொழில் மற்றும் உள்நாட்டு வர்த்தக ஊக்குவிப்புத் துறை (DPIIT) பரிந்துரைத்த 301 சீர்திருத்தங்களைச் (Reforms) செயல்படுத்தியமைக்காகவும், DPIIT நடத்திய பயனர் கருத்துக் கணக்கெடுப்பு (User feedback) ஆகியவற்றைக் கருத்தில் கொண்டும், இந்த வணிகம் புரிதலை எளிதாக்கும் தரவரிசை நிர்ணயிக்கப்பட்டுள்ளது.
- சீர்திருத்தங்களை சிறப்பான முறையில் தமிழ்நாடு அரசு செயல்படுத்தியதால், பயனீட்டாளர்களிடமிருந்து சிறந்த கருத்துக்களை பெற முடிந்தது. எனவே தான், தரவரிசையில் சிறப்பான முன்னேற்றத்தினை தமிழ்நாடு அடைந்துள்ளது.
தமிழ்நாடு அரசால் மேற்கொள்ளப்பட்டுள்ள சில முக்கிய சீர்திருத்தங்கள் பின்வருமாறு
- 26 துறைகளால் வழங்கப்படும் 138 அரசு - வணிகம் தொடர்பான சேவைகளை (G2B - Government to Business services) அளித்திடும் வகையில், ஒரு மேம்படுத்தப்பட்ட ஒற்றைச் சாளர இணையதளம்(2.0) தமிழ்நாடு முதலமைச்சர், 2021 ஜூலை 20ம் தேதி துவக்கி வைக்கப்பட்டது.
- முதலீட்டாளர்களின் குறைகள் / சந்தேகங்களை காலவரையறைக்குள் முறையாக உடனுக்குடன் தீர்த்திடும் வகையில், தமிழ்நாடு அரசு 'தொழில் தோழன்' (Biz Buddy) என்ற குறை தீர்க்கும் இணைய தளத்தினை செயல்படுத்தி வருகிறது.
- முதலீட்டாளர்களின் சந்தேகங்களைத் தீர்த்து வைப்பதற்காக பிரத்யேகமாக, மாநிலத்தில் ஒரு பின்னூட்ட செயல்பாட்டு முறை (feedback mechanism) அறிமுகப்படுத்தப்பட்டுள்ளது.
- விரிவான தொழில் நிலத் தகவல் இணையம் ஒன்று துவக்கி வைக்கப்பட்டுள்ளது.
- மருந்து உற்பத்தி / விற்பனை / சேமிப்பு உரிமம், ஒப்பந்தத் தொழிலாளர்கள் (ஒழுங்குமுறை மற்றும் ஒழிப்புச் சட்டம்) கீழ் ஒப்பந்ததாரரின் உரிமம், தொழிற்சாலைகள் சட்டத்தின் கீழ் தொழிற்சாலை உரிமம் மற்றும் வர்த்தக உரிமம் ஆகிய உரிமங்களுக்கு தானியங்கி புதுப்பித்தல் முறை அறிமுகப்படுத்தப்பட்டுள்ளது.
- ஒப்புதல்கள் / அனுமதிகளை விரைவாகவும், வரையறுக்கப்பட்ட காலகட்டத்திற்குள்ளாகவும் வழங்கிட ஏதுவாக, முதலமைச்சர் தலைமையில் ஒரு உயர்மட்டக் குழு அமைக்கப்பட்டுள்ளது.
- நேரடி தொடர்புகளை தவிர்க்க, சம்பந்தப்பட்ட துறைகளின் பின்புல அமைப்புகள் செயற்கை நுண்ணறிவு மூலம் உரையாடல் (AI chat bot) வசதியுடன் முற்றிலும் டிஜிட்டல் மயமாக்கப்பட்டுள்ளன.
- அனுமதிகள் பெறுவதற்கான ஒவ்வொரு காலகட்டத்திலும், முதலீட்டாளர்களுக்கு சேவைகள் வழங்குவதற்கு பிரத்யேகமாக ஒருங்கிணைப்பாளர்கள் நியமிக்கப்பட்டுள்ளனர்.
- The Department of Industry and Domestic Trade Promotion (DPIIT) of the Union Government has been carrying out the process of ranking all states and Union Territories in terms of ease of doing business based on various factors for many years.
- In this process, states are categorized into four categories namely 1) Top Achievers, 2) Achievers, 3) Aspirers and 4) Emerging Business Ecosystems.
- States scoring more than 90 percent will be included in the list of top achievers. In this respect, Tamil Nadu, which includes 31 states and union territories, has secured the third position by securing 96.97 percent marks.
- Tamil Nadu, which was ranked 18th in 2016-17 and ranked 14th in 2019, has made great progress and is currently ranked 3rd.
- The ease of understanding ranking of this business has been determined for the implementation of 301 reforms recommended by the Union Government, Department of Industry and Domestic Trade Promotion (DPIIT) and user feedback survey conducted by DPIIT.
- The Tamil Nadu government has implemented the reforms in a good manner and has been able to get good feedback from the users. That is why Tamil Nadu has achieved a remarkable improvement in the ranking.
- An upgraded single window portal (2.0) to provide 138 Government to Business services (G2B - Government to Business services) provided by 26 departments was launched by Chief Minister of Tamil Nadu on 20 July 2021.
- In order to resolve the grievances/doubts of the investors properly and promptly within the time limit, the Government of Tamil Nadu is implementing a grievance redressal website called 'Biz Buddy'.
- A feedback mechanism has been introduced in the state specifically to clear the doubts of the investors.
- A comprehensive industrial land information website has been launched.
- A system of automatic renewal has been introduced for licenses for manufacture / sale / storage of medicines, contractor's license under the Contract Workers (Regulation and Abolition Act), factory license and trade license under the Factories Act.
- A high-level committee headed by the Chief Minister has been set up to issue approvals/clearances expeditiously and within a time-bound timeframe.
- To avoid direct interactions, the backend systems of the concerned departments are fully digitized with AI chat bot facility.
- During each period of approvals, coordinators are appointed exclusively to provide services to the investors.
