- மூன்றாவது திட்டம் 'தகைசால் பள்ளிகள்' என்ற திட்டம்! 'Schools of Excellence' என்று இதற்குப் பெயர். சென்ற ஏப்ரல் மாதம் டெல்லி சென்ற நான், அங்கு டெல்லி அரசின் சார்பில் நடத்தப்படும் மாதிரிப் பள்ளியைப் பார்வையிட்டேன்.
- அப்போது டெல்லியினுடைய முதலமைச்சரே அழைத்துக்கொண்டு சென்று அதையெல்லாம் விளக்கிச் சொன்னார்கள். இதேபோல் தமிழ்நாட்டிலும் உருவாக்கப்படும் என்று அங்கேயே நான் சொல்லிவிட்டு வந்தேன். அந்த அடிப்படையில் தமிழ்நாடு முழுவதும் தகைசால் பள்ளிகள் உருவாக்கப்படும் என்பதை மகிழ்ச்சியுடன் தெரிவித்துக்கொள்கிறேன்.
- முதலில், முதற்கட்டமாக 150 கோடி ரூபாய் மதிப்பீட்டில் 25 மாநகராட்சி மற்றும் அரசு மேல்நிலைப் பள்ளிகள் தகைசால் பள்ளிகளாகத் தரம் உயர்த்தப்படும். இப்பள்ளிகளின் அடிப்படைக் கட்டமைப்பு வசதிகள் சீரமைக்கப்படும். அனைத்துக் கட்டடங்களும் நவீனமயமாக்கப்படும்.
- மாணவர்களின் கற்றல் செயல்பாடுகளுக்கு உரிய முக்கியத்துவம் அளிக்கக்கூடிய அதேநேரத்தில், கலை, இலக்கியம், இசை, நடனம், செய்முறை அறிவியல், விளையாட்டு, கைவினைச் செயல்பாடுகள் என அனைத்து வசதிகளையும் உள்ளடக்கிய கட்டமைப்பு அந்தப் பள்ளியில் உருவாக்கப்படும்.
- மாணவர்களின் பல்வகைத் திறன்களையும் வெளிக்கொண்டு வருவோம். படிப்புடன் சேர்ந்து அவர்களது தனித்திறன்கள் அனைத்தும் வளர்த்தெடுக்கப்படும்.
- அவர்களுடைய ஆளுமைத் திறன் அனைத்தும் மேம்படுத்தப்படும். இந்தவகைப் பள்ளிகளைத் தமிழகத்தின் அனைத்து மாவட்டங்களிலும் படிப்படியாக விரிவுபடுத்த உரிய நடவடிக்கைகள் மேற்கொள்ளப்படும் என்றும் உறுதி அளிக்கிறேன்.
- ஆயிரத்திற்கும் மேல் மாணவர்கள் கொண்ட அரசு பள்ளிகள் தகைசால் பள்ளிகளாக மாற்றப்படும். அந்த வகையில் மாணவர்கள் எண்ணிக்கைக்கு ஏற்ப ஆசிரியர்கள், நவீன கணினி மற்றும் அறிவியல் ஆய்வகங்கள், ஒருங்கிணைந்த நூலகம், விளையாட்டு, கலைகள் மற்றும் இலக்கியம் என அனைத்தும் சேர்ந்த ஒரு முழுமையான கல்வியை நேரிடையாகவும், இணைய வசதிகளை பயன்படுத்தியும் கற்றல் திறன்கள் மேம்படுத்தப்பட உள்ளது.
- மேலும் ஆசிரியர்களுக்கு பல்வேறு பயிற்சிகள் அளிக்கப்பட்டு மாணவர்கள் முன்னேற்றத்திற்கு வழிவகை செய்து, அரசுப் பள்ளி மாணவர்களின் கல்வித் தரம் உயர்கின்ற வகையில் தகைசால் பள்ளிகள் ஏற்படுத்தப்படும்.
- அந்தவகையில் முதற்கட்டமாக திருவள்ளூர், சென்னை, காஞ்சிபுரம், செங்கல்பட்டு, இராணிப்பேட்டை, வேலூர், திருப்பத்தூர், விழுப்புரம், தருமபுரி, சேலம், ஈரோடு, நீலகிரி, கோயம்புத்தூர் மற்றும் திண்டுக்கல் முதலிய 15 மாவட்டங்களில் உள்ள 1000த்துக்கும் மேல் மாணவர் எண்ணிக்கை கொண்ட அரசு பள்ளிகள் தேர்ந்தெடுக்கப்பட்டு, தகைசால் பள்ளிகளாக மாற்றப்பட உள்ளது.
- The third project is the 'Thakasal Schools' project! This is called 'Schools of Excellence'. I went to Delhi last April and visited a model school run by the Delhi government.
- Then the Chief Minister of Delhi took him away and explained it all. I was told there that the same would be created in Tamil Nadu. On that basis, I am happy to announce that Thakasal schools will be set up all over Tamil Nadu.
- First, in the first phase, 25 corporation and government high schools will be upgraded to Thakasal schools at an estimated cost of Rs 150 crore. The basic infrastructure of these schools will be rehabilitated. All buildings will be modernized.
- While giving due importance to the learning activities of the students, the structure will be developed in the school which will include all the facilities like art, literature, music, dance, recipe science, sports, craft activities.
- We will also bring out the diverse abilities of the students. All of their talents will be developed along with the course.
- All of their leadership skills will be improved. I also assure you that appropriate steps will be taken to gradually expand these schools in all the districts of Tamil Nadu.
- Government schools with more than a thousand students will be converted into Thakaisal schools. In that way, according to the number of students, teachers, modern computer and science laboratories, integrated library, sports, arts and literature are all included in a complete education directly and learning skills are improved by using internet facilities.
- Moreover, various trainings will be provided to the teachers and Dakaisal schools will be established so that the students can improve and the educational standards of the government school students will increase.
- In the first phase, government schools with more than 1000 students in 15 districts like Tiruvallur, Chennai, Kanchipuram, Chengalpattu, Ranippet, Vellore, Tirupattur, Villupuram, Dharmapuri, Salem, Erode, Nilgiris, Coimbatore and Dindigul will be selected and converted into Thakaisal schools.
