- ஐந்தாவது திட்டம் 'உங்கள் தொகுதியில் முதலமைச்சர்' என்ற திட்டம். சட்டமன்றத் தேர்தலுக்கு முன்னதாக நான் பல்வேறு ஊர்களுக்குச் சென்றேன்; மக்களைச் சந்தித்தேன்;
- அவர்களிடம் கோரிக்கை மனுக்களைப் பெற்றேன் என்பது உங்களுக்கெல்லாம் நன்றாகத் தெரியும். அந்த மனுக்களை ஒரு பெட்டியில் வைத்து பூட்டினோம்.
- வெற்றி பெற்றதும் திறப்பேன் என்று வாக்குறுதி அளித்தேன். வெற்றி பெற்றோம். இந்த மனுக்களை பரிசீலிப்பதற்காகவே 'உங்கள் தொகுதியில் முதலமைச்சர்' என்ற தனித் துறை உருவாக்கப்பட்டு மனுக்களுக்குத் தீர்வு காணப்பட்டுள்ளன.
- இது மக்களுக்குப் பெரும்பயனைத் தந்துள்ள காரணத்தால், இதே திட்டத்தை மேலும் விரிவுபடுத்தத் திட்டமிட்டிருக்கிறோம். இதனடிப்படையில் 'உங்கள் தொகுதியில் முதலமைச்சர்' திட்டமானது, தமிழகத்தில் உள்ள 234 தொகுதிகளிலும் நடைமுறைக்கு வரப்போகிறது என்பதை இந்த மாமன்றத்திற்குத் தெரிவித்துக்கொள்ள விரும்புகிறேன்.
- 234 தொகுதிகளிலும் நீண்ட காலமாக நிறைவேற்றப்படாத அவசியத் தேவைகள் குறித்து அந்தந்த சட்டமன்ற உறுப்பினர்களின் பரிந்துரைகளின் அடிப்படையில், ஒவ்வொரு சட்டமன்ற உறுப்பினரும், மாவட்ட ஆட்சியர் உள்ளிட்ட சம்பந்தப்பட்ட அதிகாரிகளுடன் இணைந்து பரிசீலனை செய்வார்கள்.
- அடுத்து வரும் நிதி ஆண்டுகளில் அவற்றை நிறைவேற்றுவதற்கு முன்னுரிமை அடிப்படையில் நிதி ஒதுக்கப்படும். ஒவ்வொரு சட்டமன்ற உறுப்பினரும், தங்களுடைய தொகுதி மக்களுடைய தேவைகளை அறிந்து, அந்தந்த மாவட்ட ஆட்சியர்களிடம் 10 முக்கியத் திட்டங்கள் குறித்த பட்டியலை நீங்கள் அளிக்க வேண்டும்.
- அந்தப் பட்டியலில் இருக்கக்கூடிய மிக முக்கியமான திட்டங்கள் அடையாளம் காணப்பட்டு, தற்போது நடைமுறையில் உள்ள அரசுத் திட்டங்களின்கீழ் செயல்படுத்த இயலாத திட்டங்களை, முன்னுரிமை அடிப்படையில் நிறைவேற்றுவதற்கு இந்த அரசு முடிவெடுத்துள்ளது. இந்தப் பணிகளுக்காக மட்டும் இந்த ஆண்டு ஆயிரம் கோடி ரூபாய் நிதி ஒதுக்கீடு செய்யப்படும்.
- The fifth plan is the 'Chief Minister in your constituency' plan. I went to various towns before the Assembly election; I met people; You all know very well that I have received petitions from them. We locked those petitions in a box.
- I promised to open when I won. We won. A separate department called 'Chief Minister in your constituency' has been set up to consider these petitions and the petitions have been resolved.
- Because it has benefited the people, we plan to expand the same program further. In this context, I would like to inform this House that the 'Chief Minister in Your Constituency' scheme is being implemented in all the 234 constituencies in Tamil Nadu.
- Based on the recommendations of the respective legislators, each legislature will review with relevant authorities, including the district attorney, the needs that have not been met for a long time in all 234 constituencies.
- Funds will be allocated on a priority basis to implement them in the coming financial years. Each legislator must know the needs of the people in their constituency and submit to the respective district collectors a list of 10 major projects.
- The Government has identified the most important projects that may be on the list and has decided to implement on a priority basis the projects which are not feasible under the existing Government schemes. One trillion rupees will be allocated this year alone for these works.
