- திறமையான இளைஞர்களை பயன்படுத்தி அரசு சேவைகளை மேம்படுத்தும் முதல்வரின் புத்தாய்வு திட்டம் என்ற புதியதிட்டம் நாட்டிலேயே முதல்முறையாக தமிழகத்தில் செயல்படுத்தப்பட இருக்கிறது.
- தமிழக இளைஞர்களின் திறமைகளில் அரசு அதிக நம்பிக்கைகொண்டுள்ளது. எனவே, இளைஞர்களை பயன்படுத்தி அரசு சேவைகளை மேம்படுத்த, புத்தாய்வு திட்டத்தை செயல்படுத்த நடவடிக்கை எடுத்துள்ளது. இதன்படி, தொழில்முறை, கல்விப் பின்னணி அடிப்படையில் தகுதியான இளம் வல்லுநர்களை தேர்வு செய்து ஊக்க ஊதியத்துடன் 2 ஆண்டு புத்தாய்வு பயிற்சி அளிக்கப்படும்.
- இவர்கள் மாநில அரசின் முதன்மை மற்றும் முன்னுரிமை திட்டங்களை செயல்படுத்துவதில் நேரடியாக ஈடுபடுத்தப்படுவார்கள். மேலும், முதல்வர் அலுவலகம், சம்பந்தப்பட்ட துறைகளின் வழிகாட்டுதலில் தங்களுக்கு ஒதுக்கப்பட்ட பணிகளை மேற்கொள்வார்கள். திட்டங்களை கண்காணித்து செயல்பாட்டில் பிரச்சினை இருந்தால் அவற்றை களையவும், சிறப்பாக செயல்படுத்தவும் தேவையான முடிவுகளை எடுக்கவும் உதவியாக இருப்பார்கள்.

- இத்திட்டத்துக்காக கல்வி நிறுவனம் ஒன்றுடன் இணைந்து, துறைகள்தோறும் திட்டங்களை கண்காணித்து, அவற்றின் சேவைகளை மேம்படுத்துதல், முக்கியமான செயல்பாட்டு குறியீடுகளை கண்டறிந்து அவற்றை செயல்படுத்துதல் உள்ளிட்டவை திட்டத்தின் நோக்கமாகும்.
- இத்திட்டத்தின்கீழ், நீர் ஆதாரங்களை அதிகரித்தல், விவசாய உற்பத்தி மற்றும் சந்தை தொடர்புகளை உருவாக்குதல், அனைவருக்கும் வீடு, கல்வித் தரத்தை மேம்படுத்துதல், சுகாதார குறியீடுகளை மேம்படுத்துதல், சமூக பங்களிப்பு, உள்கட்டமைப்பு மற்றும் தொழிற்சாலை மேம்பாடு, திறன் மேம்பாடு மற்றும் தொழில்முனைவோர் மேம்பாடு, நிறுவனக் கடன், பாரம்பரியம் மற்றும் கலை,பசுமை சமன்பாடு, தரவு அடிப்படையிலான நிர்வாகம் ஆகிய12 கருப்பொருட்கள் அடிப்படையிலான துறைகள் கண்காணிப்பு மற்றும் மதிப்பீடுக்காக தேர்வு செய்யப்பட்டுள்ளன.
- இதில், ஒரு துறைக்கு 2 பேர் வீதம் 24 பேரும், சிறப்பு திட்ட செயலாக்கத் துறையின் கண்காணிப்பு மையத்துக்கு 6 பேரும் என 30 இளம் வல்லுநர்கள் தேர்வு செய்யப்படுகின்றனர்.
- இத்திட்டத்தை செயல்படுத்த தமிழக அரசு, திருச்சி பாரதிதாசன் மேலாண்மை நிறுவனத்துடன் ஒப்பந்தம் மேற்கொள்ள உள்ளது.அந்நிறுவனம் இளம் வல்லுநர்களை ஆன்லைன் தேர்வு, எழுத்துத்தேர்வு மற்றும் நேர்காணல் அடிப்படையில் தேர்வு செய்யும்.
- பொறியியல், மருத்துவம், சட்டம், வேளாண்மை, கால்நடை மருத்துவம் ஆகியவற்றில் முதல்வகுப்பு தேர்ச்சியுடன் இளநிலை பட்டம் பெற்றவராகவோ அல்லது கலை மற்றும் அறிவியல் பாடப்பிரிவுகளில் முதல் வகுப்பில் முதுநிலை பட்டம் பெற்றவராகவோ இருக்கலாம்.
- பிஎச்டி முடித்தவர்கள், பணி, ஆராய்ச்சி அனுபவம் பெற்றவர்களுக்கு முன்னுரிமை அளிக்கப்படும். தமிழ் மொழி அறிவு கட்டாயமாகும்.
- 22 முதல் 30 வயதுடையவர்கள் விண்ணப்பிக்கலாம். ஆதிதிராவிடர் மற்றும் பழங்குடியினருக்கு 35 வயது வரையும், பிசி, எம்பிசி பிரிவினருக்கு 33 வயது வரையும் தளர்வு அளிக்கப்படும். தேர்வு முறையில் இட ஒதுக்கீடு பின்பற்றப்படும். தேர்வு ஆங்கிலம் மற்றும் தமிழில் நடத்தப்படும்.
- தேர்வு செய்யப்படுவோருக்கு மாதம் ரூ.50 ஆயிரம் ஊதியம் மற்றும் போக்குவரத்து, தொலைபேசி, இணைய வசதி ஆகியவற்றுக்காக ரூ.10 ஆயிரம் அலவன்சு வழங்கப்படும்.
- இதில் தேர்வு செய்யப்படுவோருக்கு முதலில் 30 நாட்கள் பாரதிதாசன் மேலாண்மை நிறுவனம் மற்றும் அண்ணா நிர்வாக பணியாளர் கல்லூரியில் பயிற்சி அளிக்கப்படும். அதன்பின், இளம் வல்லுநர்கள் 12 துறைகளில் திட்ட கண்காணிப்பு பணிகளில் அமர்த்தப்படுவார்கள்.
- சம்பந்தப்பட்ட துறைகளில் ஒதுக்கப்பட்ட திட்டங்களை கண்காணித்தல், பிரச்சினைகளை கண்டறிதல், தரவுகள் அடிப்படையிலான முடிவுகள் எடுத்தல், திட்ட சேவையில் உள்ள இடைவெளியை கண்டறிதல் ஆகியவை ஆய்வாளர்களின் முக்கியமான பணியாகும்.
- இதுதவிர அவர்கள், மாவட்டங்கள்தோறும் கள ஆய்வு மேற்கொண்டு, அதற்கேற்ப திட்டங்களை வகுக்க வேண்டும். மாதந்தோறும் திட்ட அறிக்கை தயாரித்து சிறப்பு திட்ட செயலாக்கத் துறையிடம் அளிக்க வேண்டும்.
- 2024 வரை இரண்டு ஆண்டுகளுக்கு செயல்படுத்தப்படும் இந்த புத்தாய்வு திட்டத்துக்காக தமிழக அரசு ரூ.5.66 கோடி நிதி ஒதுக்கியுள்ளது.
- For the first time in the country, a new project called the Chief Minister's Innovation Program to promote government services by using talented youth is to be implemented in Tamil Nadu.
- The government has high hopes for the talents of Tamil Nadu youth. Therefore, the government has taken steps to implement the innovation program to improve the services of the youth. Accordingly, qualified young professionals based on professional and educational background will be selected and given 2 years of internship training with incentive pay.
- They will be directly involved in the implementation of the state government's primary and priority programs. In addition, the Chief Minister's Office will carry out the tasks assigned to it under the guidance of the concerned departments. They will monitor the plans and if there is a problem in the process they will help to eliminate them, implement them better and make necessary decisions.
- This project is being implemented in Tamil Nadu for the first time in the country. The main objective of this project is to develop policy effectiveness, gap identification, and to define them internationally, and to develop intelligent and practical human resources.
- The objective of the program is to collaborate with the educational institution for this project, including monitoring projects by sector, improving their services, identifying critical functional codes and implementing them.
- Under this program, augmentation of water resources, creation of agricultural production and market relations, improvement of home, education quality for all, improvement of health indicators, social contribution, infrastructure and industrial development, capacity building and entrepreneurship development, institutional credit, heritage and arts, green equation, data based 12 thematic fields based on management have been selected for monitoring and evaluation.
- Of these, 30 young professionals are selected at a rate of 2 to 24 per department and 6 to the Monitoring Center of the Special Project Implementation Department.
- The Government of Tamil Nadu is to enter into an agreement with Trichy Bharathi Dasan Management Company to implement this project. The company will select young professionals on the basis of online selection, written test and interview.
- Bachelor's degree with first class honors in Engineering, Medicine, Law, Agriculture, or Veterinary Medicine or first class Masters in Arts and Sciences.
- Preference will be given to PhD graduates with work and research experience. Knowledge of Tamil language is compulsory.
- 22 to 30 year olds can apply. Relaxation will be given up to 35 years for Adithravidar and Tribals and up to 33 years for PC and MBC category. Reservation will be followed in selection mode. The examination will be conducted in English and Tamil.
- Those selected will be paid a salary of Rs 50,000 per month and an allowance of Rs 10,000 for transport, telephone and internet facilities.
- Those who are selected will be given training for the first 30 days at Bharathidasan Management Institute and Anna Administrative Staff College. Thereafter, young professionals will be employed in project monitoring tasks in 12 departments.
- The main task of the analysts is to monitor the projects assigned in the relevant fields, identify problems, make data based decisions and identify gaps in the project service.
- In addition, they should conduct field surveys in the districts and make plans accordingly. Prepare a monthly project report and submit it to the Special Project Implementation Department.
- The Government of Tamil Nadu has allocated Rs. 5.66 crore for this revision project which will be implemented for two years till 2024.
