• தமிழக சட்டப்பேரவையில் 2022-23 நிதியாண்டுக்கான அரசின் முழுமையான பட்ஜெட் நேற்று முன்தினம் தாக்கல் செய்யப்பட்டது. இதைத் தொடர்ந்து அரசின் வேளாண் பட்ஜெட்டை அமைச்சர் எம்.ஆர்.கே.பன்னீர்செல்வம் பேரவையில் தாக்கல் செய்தார். 
• பொது பட்ஜெட் போலவே வேளாண் பட்ஜெட்டும் காகிதமில்லாத இ-பட்ஜெட்டாக தாக்கல் செய்யப்பட்டது. 
• உழவர் உள்ளத்தையும் வறியோர் வயிற்றில் உள்ள பள்ளத்தையும் நிரப்புவதற்காக கடந்த ஆண்டு தமிழக வரலாற்றில் முதல்முறையாக வேளாண் துறைக்கு தனி பட்ஜெட் தாக்கல் செய்யப்பட்டது. 
• பொன்னிற நெல் நட்டால் வரும் வருவாயைவிட நிலத்தில் மஞ்சள் நிற கல் நட்டால் வருவாய் அதிகம் வரும் என்ற மயக்கத்தில் விளைநிலங்கள் எல்லாம் வீட்டு மனைகளாகும் பரிதாபத்தை போக்கி, உழவு தொழிலே உன்னதம் நிறைந்தது என்பதை உணர்த்த இந்த ஆண்டு இரண்டாம் வேளான் பட்ஜெட் அவையில் வைக்கப்படுகிறது.
• முதல் வேளாண் பட்ஜெட்டில் அறிவிக்கப்பட்ட 86 வகையான அறிவிப்புகளில் 80 அறிவிப்புகளுக்கு அரசணைகள் வெளியிடப்பட்டு, செயல்படுத்தப்பட்டு வருகின்றன. மீதமுள்ள 6 அறிவிப்புகளும் நீண்டநாள் திட்டம் என்பதால் வழிகாட்டு நெறிமுறைகள் வெளியிடப்படும்.
• தமிழகத்தின் நிகர சாகுபடி பரப்பை உயர்த்துவதுடன், அனைத்து வேளாண் சார்ந்த துறை திட்டங்களை ஒருங்கிணைத்து ஒட்டுமொத்த கிராம வளர்ச்சிக்கு நடவடிக்கை எடுக்கப்படும். 
• மானாவாரி விவசாயிகளின் வருவாயை உயர்த்துவதுடன் சிறுதானியங்கள், பயறு வகைகள், எண்ணெய் வித்துகள், பருத்தி, பழங்கள் மற்றும் காய்கறிகளின் சாகுபடி பரப்பு அதிகரிக்கப்படும். 
• இயற்கை இடர்பாடுகளால் ஏற்படும் பயிர் இழப்பில் இருந்து விவசாயிகளை காப்பாற்றுவதுடன் ஆண்டு முழுவதும் வருமானம் ஈட்ட ஆலோசனை வழங்கப்படும்.
• இயற்கை வேளாண்மையை ஊக்குவிப்பதுடன், பாசன நீரை சிக்கனமாக பயன்படுத்துதல், வேளாண் மற்றும் தோட்டக்கலை பயிர்களில் மரபுசார் ரகங்களை ஊக்குவித்தல், வேளாண் பணிகளை இயந்திரமயமாக்கல், சூரிய சக்தியை வேளாண் பணிகளுக்கு பயன்படுத்துதல், நீராதாரங்களை வலுப்படுத்தல் ஆகியவை மேற்கொள்ளப்படும். சந்தை உள்கட்டமைப்புகளை வலுப்படுத்தி, விவசாயிகளுக்கு லாபகரமான விலை கிடைக்க உதவி செய்யப்படும்.
• வேளாண் திட்டங்களின் பலன்கள் நீடித்து நிற்பவை என்பதால், இதை கருத்தில்கொண்டு பேரவை உறுப்பினர்கள் தங்கள் தொகுதி மேம்பாட்டு நிதியிலும் வேளாண் துறையின் செயல்பாடுகளுக்கு நிதி ஒதுக்க வேண்டும்.

பட்ஜெட்டில் இடம் பெற்றுள்ள முக்கிய அம்சங்கள்

• புதிதாக கலைஞரின் அனைத்து கிராம ஒருங்கிணைந்த வேளாண் வளர்ச்சி திட்டம் செயல்படுத்தப்படும். 3,204 கிராம ஊராட்சிகளில் அனைத்து துறை திட்டங்களையும் ஒருங்கிணைத்து இத்திட்டத்தை செயல்படுத்த ரூ.300 கோடி நிதி ஒதுக்கீடு.
• முதல்வரின் மானாவாரி நில மேம்பாட்டு திட்டத்தில் 3 ஆயிரம் நிலத் தொகுப்புகளில் 7.5 லட்சம் ஏக்கர் நிலங்களுக்கு ரூ.132 கோடி ஒதுக்கீடு.
• இயற்கை வேளாண்மை, இடுபொருட்கள் விநியோகம் உள்ளிட்டவற்றுக்கு ரூ.71 கோடியில் மாநில வேளாண்மை மேம்பாட்டு திட்டம் அறிமுகம்.
• பயிர்க் காப்பீட்டு திட்டத்தை தொடர்ந்து செயல்படுத்த, மானியத்துக்கான தமிழக அரசின் பங்களிப்புக்கு ரூ.2,339 கோடி ஒதுக்கீடு.
• சிறுதானியங்கள், பயறு வகைகள், 21 மாவட்டங்களை உள்ளடக்கி 2 சிறுதானிய சிறப்பு மண்டலங்கள், 4 மாவட்டங்களை உள்ளடக்கி துவரை பயிருக்கென சிறப்பு மண்டலம் ஆகியவை உருவாக்கப்படும்.
• சிறுதானியங்களின் ஊட்டச்சத்து பற்றி விழிப்புணர்வு ஏற்படுத்த, சிறுதானிய திருவிழாக்கள் நடத்தப்படும். சிறுதானியங்கள் மற்றும் பயறு வகைகளுக்கு விதை முதல் விற்பனை வரை ரூ.152 கோடியில் உதவி அளிக்கப்படும்.

கரும்பு விவசாயம்

• கரும்பு விவசாயிகளுக்கு, டன்னுக்கு ரூ.195 சிறப்பு ஊக்கத்தொகை, கரும்பு விலை ஒரு மெட்ரிக் டன்னுக்கு ரூ.2,950 ஆக நிர்ணயம். கரும்பு சாகுபடிக்கு ரூ.10 கோடியில் உதவி.
• பண்ணை இயந்திரமயமாக் கலை ஊக்குவிக்க ரூ.150 கோடி ஒதுக்கீடு.
• முதல்வரின் சூரியசக்தி பம்பு செட் திட்டத்துக்காக 3 ஆயிரம் பம்பு செட்களுக்கு ரூ.65.34 கோடி ஒதுக்கீடு.
• 50 உழவர் சந்தைகளை சீரமைக்க ரூ. 15 கோடி, புதிதாக 10 உழவர் சந்தைகளை அமைக்க ரூ.10 கோடி ஒதுக்கீடு.
• உழவர் சந்தைகளில் மாலை நேரத்தில் சிறுதானியங்கள், பயறு வகைகள் விற்பனைக்கு அனுமதி.
• திண்டிவனம், தேனி மற்றும் மணப்பாறையில் ரூ.381 கோடி யில் 3 மிகப்பெரிய உணவுப் பூங்காக்கள் ஏற்படுத்தப்படும்.
• 38 கிராமங்களில் மதிப்பு கூட் டல் மற்றும் சந்தைப்படுத்தல் மையங்கள் அமைக்க ரூ.95 கோடி.
• தேனி, கோயம்புத்தூர் மற்றும் கன்னியாகுமரியில் மொத்த காய்கறி விற்பனை வளாகங்கள் அமைக்கப்படும்.
• மாநில அளவில் உழவர் உற்பத்தி யாளர்கள் நிறுவனங்கள் மேலாண்மை மையம்.

வேளாண் சார் துறைகள்

• டெல்டா மாவட்டங்களில் 4,964 கி.மீ. நீளமுள்ள கால்வாய்கள் மற்றும் வாய்க்கால்களில் தூர் வார ரூ.80 கோடி.
• விவசாயிகளுக்கு இலவச மின் சாரம் வழங்க டான்ஜெட்கோ வுக்கு ரூ.5,157.56 கோடி ஒதுக்கீடு
• ஊரக வளர்ச்சித் துறை மூலம் ரூ.1245.65 கோடியில் பண்ணைக் குட்டைகள், தடுப்பணைகள் மற்றும் தூர்வாரும் பணிகள்.
• கிராம பஞ்சாயத்துகளில் ரூ.604.73 கோடி செலவில் 2,750 கி.மீ. நீளத்தில் சாலைகள் அமைக்க திட்டம்.
• சிறு, குறு, நடுத்தர தொழில்கள் மூலம் சிறிய விவசாயம் சார்ந்த தொழில்களை தொடங்க ரூ.1.5 கோடி வரை மூலதன மானியம்.
• திருவாரூரில் தமிழ்நாடு சிறு தொழில் வளர்ச்சிக் கழகம் மூலம் விவசாயப் பொருட்களுக்கான தொழிற்பேட்டை.
• வணிக வங்கிகள், கூட்டுறவு வங்கிகள் மற்றும் கிராம வங்கிகள் மூலம் தமிழக விவசாயிகளுக்கு ரூ.1,83,425 கோடி வேளாண் கடன் வழங்கப்படுவதை கண் காணிக்கும் பணி மேற்கொள்ளப் படும்.
• இந்த ஆண்டு வேளாண்துறைக்கு மொத்தமாக ரூ.33,007.68 கோடி நிதி ஒதுக்கீடு.
• சுமார் 2 ஆயிரம் ஏக்கரில் பசுந்தீவனம் உற்பத்தி செய்ய ரூ.60 லட்சம் ஒதுக்கப்படும்.
• நீடித்த வேளாண்மைக்கான தேசிய இயக்கம், மானாவாரி பகுதி மேம்பாட்டு திட்டத்தின்கீழ் ரூ.1 கோடி மதிப்பில் 625 ஏக்கரில் மர மல்பெரியும், 500 மண்புழு உரக் கூடங்களும் அமைக்க திட்டம்.
• உயிரியல் இடுபொருள் தயாரிப்பு, தேனீ, மீன், ஆடு, பன்றி, கோழி வளர்ப்பு ஊக்குவிக்கப் படும்.
• 388 ஊரக சந்தைகளில் கட்ட மைப்பு வசதிகள் மேம்படுத்தப் படுவதுடன், சுமார் 7,760 பயனாளி களுக்கு தோட்டக்கலை பயிர்கள் சாகுபடிக்கான உதவி அளிக்கப்படும். இதற்காக மொத்தம் ரூ.1,245.65 கோடி நிதியை மத்திய, மாநில அரசு கள் ஒதுக்கீடு செய்யும்.

ENGLISH

• The government's full budget for the financial year 2022-23 was tabled in the Tamil Nadu Legislative Assembly yesterday. Following this, Minister MRK Panneerselvam presented the state agriculture budget in the assembly.
• Like the general budget, the agriculture budget was presented as a paperless e-budget.
• Last year, for the first time in the history of Tamil Nadu, a separate budget was tabled for the agriculture sector to fill the void in the stomachs of the farmers and the poor.
• The Second Agriculture Budget is being tabled this year to show that farms are all homesteads and that the plowing industry is full of excellence, under the illusion that yellow stone nut yields more revenue than blonde paddy.
• Governments have issued and implemented 80 of the 86 types of announcements made in the first Agriculture Budget. Guidelines will be issued as the remaining 6 announcements are a long-term plan.
• Measures will be taken for the overall rural development of Tamil Nadu by increasing the net cultivable area and coordinating all the agricultural sector projects.
• The area under cultivation of cereals, pulses, oilseeds, cotton, fruits and vegetables will be increased to increase the income of rainfed farmers.
• Advice will be given to save the farmers from crop loss due to natural calamities and to earn income throughout the year.
• In addition to promoting natural agriculture, promotional use of irrigation water, promotion of genetic varieties in agricultural and horticultural crops, mechanization of agricultural practices, use of solar energy for agricultural purposes and strengthening of water resources will be undertaken. It will strengthen market infrastructure and help farmers get lucrative prices.
• In view of the fact that the benefits of agricultural projects are sustainable, the members of the Council should allocate funds for the activities of the Department of Agriculture in their block development fund as well.

Key features included in the budget

• The new artist will implement the All Village Integrated Agricultural Development Plan. An allocation of Rs.300 crore has been made to implement this project by integrating all the departmental projects in 3,204 village panchayats.
• An allocation of Rs. 132 crore for 7.5 lakh acres of land out of 3,000 plots under the Chief Minister's Rainfed Land Development Program.
• Introduction of Rs. 71 crore State Agricultural Development Program for Organic Agriculture, Input Distribution Including.
• An allocation of Rs. 2,339 crore has been made to the Government of Tamil Nadu for the subsidy to continue the crop insurance scheme.
• Cereals and Pulses, 2 Special Zones for 21 Districts and 4 Special Zones for Pulses will be created.
• Cereal festivals will be held to create awareness about the nutrition of cereals. Assistance of Rs.152 crore will be provided for cereals and pulses from seed to sale.

Sugarcane farming

• For sugarcane farmers, special incentive of Rs. 195 per tonne and sugarcane price fixed at Rs. 2,950 per metric tonne. Rs 10 crore assistance for sugarcane cultivation.
• An allocation of Rs.150 crore to promote farm mechanized art.
• An allocation of Rs. 65.34 crore for 3,000 pump sets for the Chief Minister's solar pump set project.
• 50 Rs. 15 crore and Rs. 10 crore for setting up of 10 new farmers' markets.
• Permission to sell cereals and pulses in the evening at farmers' markets.
• Three large food parks will be set up at Tindivanam, Theni and Manapparai at a cost of Rs 381 crore.
• Rs.95 crore to set up value collecting and marketing centers in 38 villages.
• Wholesale vegetable outlets will be set up at Theni, Coimbatore and Kanyakumari.
• Statewide Farmer Producers Companies Management Center.

Departments of Agriculture

• 4,964 km in delta districts. Rs 80 crore per week on long canals and ditches.
• An allocation of Rs 5,157.56 crore has been made to Donjetco to provide free electricity to farmers
• 1245.65 crore for farm ponds, dams and dredging works by the Rural Development Department.
• 2,750 km in Grama Panchayats at a cost of Rs. 604.73 crore. Plan to build roads along the length.
• Capital grant up to Rs. 1.5 crore to start small agro businesses through small, medium and micro enterprises.
• Industrial Park for Agricultural Products by Tamil Nadu Small Enterprise Development Corporation, Thiruvarur.
• 1,83,425 crore of agricultural credit to Tamil Nadu farmers through commercial banks, cooperative banks and village banks.
• A total allocation of Rs. 33,007.68 crore has been made for agriculture this year.
• Rs 60 lakh will be allocated to produce green fodder in about 2,000 acres.
• National Movement for Sustainable Agriculture plans to set up tree mulberry and 500 vermicompost pits on 625 acres at a cost of Rs. 1 crore under the Rainfed Area Development Program.
• Biological inputs, bees, fish, goats, pigs and poultry will be promoted.
• Building facilities at 388 rural markets will be upgraded and assistance for cultivation of horticultural crops will be provided to about 7,760 beneficiaries. A total of Rs 1,245.65 crore will be allocated by the Central and State Governments for this purpose.
