- உலக வங்கி உதவியுடன் RIGHTS என்ற முன்மாதிரி திட்டம் செயல்படுத்தப்படும் என மாற்றுத்திறனாளிகள் நலத்துறை கொள்கை விளக்கக் குறிப்பில் தெரிவிக்கப்பட்டுள்ளது.
- இது குறித்த அறிவிப்பில், இத்திட்டம் நமது நாட்டில் மட்டுமின்றி உலகிலேயே முதன்முறையாக செயல்படுத்தப்படும் முன்னோடி திட்டமாகும்.
- அரசால் நடைமுறைப்படுத்தப்படும் அனைத்து திட்டங்களின் பயன்களை அனைத்து மாற்றுத் திறனாளிகளும் விடுபடாமல் பெறும் பொருட்டு மாநிலத்தின் வட்டார மற்றும் உட்பிரிவு நிலை வரை துறையின் நடவடிக்கைகளை விரிவுபடுத்த இத்திட்டம் வழிவகை செய்கின்றது. ஆறு ஆண்டுகளில் ரூ .1702 கோடி மதிப்பீட்டில் இத்திட்டம் செயல்படுத்தப்பட உள்ளது.
- மாற்றுத் திறனாளிகளை ஆரம்ப நிலையில் கண்டறிதல் மற்றும் ஒருங்கிணைத்தலுக்காக நிலையான வழிமுறைகளை உருவாக்குதல். தற்போது நடைமுறையில் உள்ள திட்டங்கள் செயலாக்கம் குறித்து வரையறுத்தல். பதிவு செய்யவும் சான்றளிக்கவும் வழிமுறைகளை உருவாக்குதல். தகவல் மேலாண்மைத் திட்டத்தை உருவாக்குதல்.

- The program covers four key areas: organizational capacity building, implementation, project implementation, project implementation mechanisms, human resource stabilization management plan, practice development, financial management practice development, and human resource development training for the alternatively abled.
