- இந்திய காலணி தோல் மற்றும் துணைப் பொருள்கள் மேம்பாட்டுத் திட்டத்தை (ஐஎஃப்எல்ஏடிபி) ரூ. 1,700 கோடி திட்டச் செலவுடன் 2021-22 முதல் 2025-26 ஆண்டு வரை நடைமுறைப்படுத்துவதற்கான பரிந்துரையை மத்திய வணிகம் மற்றும் தொழில் துறை அமைச்சகம் மத்திய அரசிடம் சமா்ப்பித்துள்ளது. இந்த பரிந்துரைக்கு மத்திய அமைச்சரவை விரைவில் ஒப்புதல் அளிக்க உள்ளது.
- அதன் மூலம், 6 வகையான மேம்பாட்டுத் திட்டங்கள் நடைமுறைப்படுத்தப்பட உள்ளன. அதில், தோல் மற்றும் காலணி உற்பத்தித் துறையில் நிலைத்த தொழில்நுட்பம் மற்றும் சுற்றுச்சூழல் மேம்பாட்டு திட்டம் ரூ. 500 கோடி செல்வில் மேற்கொள்ளப்பட உள்ளது.
- அதுபோல, ஒருங்கிணைந்த தோல் துறை மேம்பாட்டுத் திட்டம் ரூ.500 கோடி செலவிலும், தொழில்நிறுவன வசதிகளை மேம்படுத்த ரூ.200 கோடி செலவிலும், மிகப் பெரிய அளவிலான தோல் காலணி மற்றும் துணைப் பொருள்கள் தொழிற்பேட்டைகளை மேம்படுத்த ரூ.300 கோடி செலவிலும், தோல் மற்றும் காலணி துறையில் இந்திய உற்பத்தி தர ஊக்குவிப்புக்கு ரூ.100 கோடி செலவிலும், மேம்பாடு மற்றும் வடிவப் பிரிவை உருவாக்க ரூ.100 கோடி செலவிலும் திட்டங்கள் செயல்படுத்தப்பட உள்ளன.
- மத்திய அமைச்சகத்தின் இந்தப் பரிந்துரைக்கு மத்திய நிதியமைச்சகத்தின் கீழ் செயல்படும் செலவினத்துககான நிதிக் குழு ஏற்கெனவே ஒப்புதல் அளித்துவிட்டது. மத்திய அமைச்சரவை ஒப்புதல் அளித்த உடன், திட்டம் நடைமுறைப்படுத்தப்படும்
- முன்னதாக, இந்தத் துறையில் உள்கட்டமைப்பு வசதிகள், உற்பத்தி மற்றும் வேலைவாய்ப்பை ஊக்குவிக்கும் வகையில் கடந்த 2017-18 முதல் 2019-20ஆம் ஆண்டு வரை ஐஎஃப்எல்ஏடிபி ஊக்குவிப்பு திட்டத்தை ரூ. 2,600 கோடி செலவில் மத்திய அரசு செயல்படுத்தியது.
- இந்த நிலையில், 'உள்நாட்டு உற்பத்தியை ஊக்குவிக்கும் வகையிலும், ஏற்றுமதியை அதிகரிக்கும் வகையிலும் இந்த ஊக்குவிப்புத் திட்டத்தை மேலும் நீட்டிக்க வேண்டும்' என்று தோல் ஏற்றுமதியாளா்களுக்கான கவுன்சில் (சிஎல்இ) சாா்பில் மத்திய அரசுக்கு கோரிக்கை விடுக்கப்பட்டது.
- அதனடிப்படையில், ஊக்குவிப்புத் திட்டத்தை வரும் 2025-26 ஆம் ஆண்டு வரை நீட்டிக்க மத்திய அரசு நடவடிக்கை எடுத்து வருகிறது.
- Indian Footwear Leather and Accessories Development Program (IFLADP) at a cost of Rs. The Union Ministry of Commerce and Industry has submitted to the Central Government a proposal to implement the project at a cost of Rs 1,700 crore from 2021-22 to 2025-26. The proposal is expected to be approved by the Union Cabinet soon.
- With that, 6 types of development projects are to be implemented. Of this, the Sustainable Technology and Environmental Development Program in the field of leather and footwear manufacturing will cost Rs. 500 crore is to be carried out on the cell.
- Similarly, the Integrated Leather Sector Development Program will cost Rs 500 crore, Rs 200 crore to upgrade industrial facilities, Rs 300 crore to upgrade large-scale leather footwear and accessories industry, and Rs 100 crore to promote Indian product quality in the leather and footwear sector. The projects are to be implemented at a cost of Rs 100 crore to create a development and design division.
- This recommendation of the Union Ministry has already been approved by the Finance Committee for Expenditure under the Union Ministry of Finance. With the approval of the Union Cabinet, the project will be implemented
- Previously, the IFLADP Promotion Plan for the year 2017-18 to 2019-20 was Rs. Implemented by the Central Government at a cost of Rs 2,600 crore.
- In this context, the Council for Leather Exporters (CLE) appealed to the Central Government to 'further extend this promotion to promote domestic production and increase exports'.
- Accordingly, the Central Government is taking steps to extend the promotion scheme till 2025-26
