TAMIL

• தமிழக பட்ஜெட் 2021-2022ஐ நிதியமைச்சர் பி.டி.ஆர்.பழனிவேல் தியாகராஜன் சட்டப்பேரவையில் தாக்கல் செய்தார். 

பட்ஜெட்டில் இடம்பெற்றுள்ள சிறப்பம்சங்கள்

• முதல்வர் மு.க.ஸ்டாலின் தலைமையிலான திமுக ஆட்சி அமைந்தவுடன் தாக்கல் செய்யப்படும் முதல் பட்ஜெட் இது. அத்துடன் தமிழகத்தில் தாக்கல் செய்யப்படும் முதல் காகிதமில்லா பட்ஜெட்டும் இதுவே.
• இந்த பட்ஜெட் கூட்டத் தொடர் செப்டம்பர் 21-ஆம் தேதி வரை நடத்தப்படுகிறது. இந்நிலையில் காலை 10 மணி அளவில் சட்டப்பேரவைக்கு வந்த நிதியமைச்சர் பழனிவேல் தியாகராஜன் காகிதமில்லா இ-பட்ஜெட்டை தாக்கல் செய்தார். பட்ஜெட்டில் இடம்பெற்றுள்ள முக்கிய அம்சங்கள் பின்வருமாறு:
• 6 மாதங்களில் வலுவான அடித்தளம் அமைக்கும் வகையில் திருத்திய பட்ஜெட் தயாரிக்கப்பட்டுள்ளது
• நடப்பு நிதியாண்டின் எஞ்சிய 6 மாதங்களுக்கு மட்டுமே இந்த பட்ஜெட் பொருந்தும்
• தேர்தல் அறிக்கையில் கொடுத்த வாக்குறுதிகளுக்கு முன்னுரிமை அளித்து படிப்படியாக நிறைவேற்றுவோம்
• தேர்தல் வாக்குறுதியின்படி குடும்ப அட்டைத்தாரர்களுக்கு ரூ.4000 வழங்கப்பட்டுள்ளது.
• அனைத்து குடும்பங்களின் பொருளாதார நிலையை அறிவதற்கான தரவுகளை திரட்ட நடவடிக்கை எடுக்கப்படும்
• பொது விநியோக திட்டத்தில் மின்னணு கொள்முதல் முறை அமல்படுத்தப்படும்
• அனைத்து துறைகளின் நடைமுறைகளும் முழுமையாக கணினிமயமாக்கப்படும்
• அனைத்து அரசு நிதியும் கருவூலத்தில் வைக்கப்படும்
• வரிமுறையை சீர்செய்வதற்காக சட்ட, பொருளாதார வல்லுநர்களை கொண்ட குழு அமைக்கப்படும்
• தொல்லியல் ஆய்வுகளை அறிவியல் முறையில் மேற்கொள்ள இந்த ஆண்டு ரூ. 5கோடி ஒதுக்கீடு
• கீழடியில் திறந்தவெளி அருங்காட்சியகம் அமைக்கப்படும்
• தேசிய கடற்சார் நிறுவனம் உதவியுடன், சங்க கால துறைமுகங்கள் அமைந்திருக்கும் இடங்களில் கடல் ஆய்வுகள் நடத்தப்படும்
• கீழடி, சிவகளை, கொடுமணல் அகழாய்வு இடங்கள் பாதுகாக்கப்பட்ட தொல்லியல் தளங்களாக அறிவிக்கப்படும்
• அரசு இடங்களை அடையாளம் காண ஜிபிஎஸ் தொழில்நுட்பத்தை பயன்படுத்தி நவீன ஆய்வு மேற்கொள்ளப்படும்
• தமிழக பட்ஜெட்டில் தொல்லியல் துறைக்கு ரூ.29.43 கோடி நிதி ஒதுக்கீடு
• தமிழக காவல்துறைக்கு ரூ.8,930.29 கோடி ஒதுக்கீடு
• தமிழ்நாடு காவல்துறையில் காலியாக உள்ள 14,317 புதிய பணியிடங்களை நிரப்ப நடவடிக்கை எடுக்கப்படும்
• தீயணைப்புத்துறைக்கு ரூ.405.13 கோடி நிதி ஒதுக்கீடு
• விபத்துகளை தடுக்க, ஒருங்கிணைந்த சாலை பாதுகாப்பு இயக்கம் மாற்றியமைக்கப்படும்
• சாலை பாதுகாப்பு திட்டத்திற்காக பல்வேறு துறைகளுக்கு ரூ.500கோடி நிதி ஒதுக்கீடு
• நீதித்துறைக்கு ரூ.1,713.30 கோடி நிதி ஒதுக்கீடு
• உணவு மானியத்துக்கு ரூ.8,437.57 கோடி நிதி ஒதுக்கீடு
• புதிய ரேசன் கடைகள் அமைக்கப்படும்
• தற்போதுள்ள 1985ஆம் ஆண்டு தீயணைப்புச் சேவைகள் சட்டம் முழுமையாக மாற்றியமைக்கப்படும்
• ரூ.111.24 கோடி செலவில் 200 குளங்களின் தரம் உயர்த்தப்படும் என பட்ஜெட்டில் உறுதி
• கொரோனா கால நிவாரண தொகையாக ரூ.9,370.11 கோடி வழங்கப்பட்டுள்ளது.
• அடுத்த 10 ஆண்டுகளில் 1,000 தடுப்பணைகளும், கதவணைகளும் கட்டப்படும்.
• தமிழ்நாடு நீர்வள தகவல், மேலாண்மை அமைப்பு ரூ.30 கோடியில் செயல்படுத்தப்படும்.
• ரூ.610 கோடி செலவில் நீர்நிலைகள் புனரமைப்பு பணிகள் உலக வங்கி உதவியுடன் செயல்படுத்தப்படும்
• நீர் பாசன திட்டங்களுக்கு ரூ.6,607.17 கோடி நிதி ஒதுக்கீடு
• காசிமேடு மீன்பிடி துறைமுகத்தை மேம்படுத்த ரூ.150கோடி நிதி ஒதுக்கீடு
• புதிதாக 6 இடங்களில் மீன்பிடித்துறைமுகங்கள் அமைக்க ரூ.6.25 கோடி செலவில் ஆய்வுகள் மேற்கொள்ளப்படும்
• மீன்வளத்துறைக்கு ரூ.1,149.79 கோடி நிதி ஒதுக்கீடு
• ரூ.500 கோடி செலவில் பருவநிலை மாற்ற இயக்கம் உருவாக்கப்படும்
• இந்தியாவில் முதல் ஒருங்கிணைந்த சுற்றுச்சூழல் கண்காணிப்பு மையம் தமிழகத்தில் அமைக்கப்படும்
• 5 ஆண்டுகளில் சர்வதேச நீலக்கொடி சான்றிதழை பெற 10 கடற்கரைகள் மேம்படுத்தப்படும்
• ஈர நிலங்களை சார்ந்தோரின் வாழ்வாதாரத்தை மேம்படுத்த 5 ஆண்டுகளுக்கு மொத்தம் ரூ.150 கோடி நிதி ஒதுக்கீடு
• 79,395 குக்கிராமங்களில் நாளொன்றுக்கு ஒருவர் 55 லிட்டர் தரமான குடிநீர் வழங்க வழிவகை செய்யப்படும்
• 1.27 கோடி குடும்பங்களுக்கு வீட்டுக்குடிநீர் இணைப்பு வழங்க வழிவகை செய்யப்படும்
• ஜல்ஜீவன் இயக்கம் மூலம் வீட்டுக்குடிநீர் இணைப்பு திட்டத்திற்கு 2,000 கோடி நிதி ஒதுக்கீடு
• 2021-22 ஆம் ஆண்டில் ரூ.8,017.41 கோடி செலவில் 2,89,877 வீடுகள் கட்டப்படும்
• கிராமப்புறங்களில் ரூ.400 கோடி செலவில் தூய்மை பாரத இயக்கம் செயல்படுத்தப்படும்
• ஊரக வேலை உறுதித்திட்ட பணிநாட்களை 100 நாட்களிலிருந்து 150 நாட்களாக உயர்த்த வலியுறுத்தப்படும்
• ஊரக வேலை உறுதித்திட்ட ஊதியத்தை ரு.300 ஆக உயர்த்த வலியுறுத்தப்படும்
• சட்டமன்ற உறுப்பினர் தொகுதி மேம்பாடு நிதி நடப்பாண்டு முதல் மீண்டும் ரூ.3 கோடி அளிக்கப்படும்
• கிராமப்புறங்களில் உள்ள 1.27 கோடி குடும்பங்களுக்கு வீட்டுக்குடிநீர் இணைப்பு வழங்க நடவடிக்கை எடுக்கப்படும்
• மகளிர் சுய உதவிக்குழுக்களுக்கு ரூ.5,500 கோடி சிறப்பு கோவிட் கடன் உட்பட ரூ.20ஆயிரம் கோடி கடன் உறுதி செய்யப்படும்
• நமக்கு நாமே திட்டத்திற்கு ரூ.100 கோடி நிதி ஒதுக்கீடு
• 36,218 சுய உதவிக்குழுக்கள் பயன்பெறும் வகையில், ரூ.809.71 கோடி செலவில் ஊரக வாழ்வாதார திட்டம் செயல்படுத்தப்படும்.
• அனைத்து நகரங்களிலும் மாற்றுத்திறனாளிகள் எளிதில் பயன்படுத்தும் நடைபாதைகள் அமைக்கப்படும்.
• 1லட்சத்திற்கும் அதிகமான மக்கள் தொகை கொண்ட 27 நகரங்களில் பாதாள சாக்கடை திட்டம் செயல்படுத்தப்படும்.
• திருச்சியில் புதிதாக ஒருங்கிணைந்த பேருந்து நிலையம் மற்றும் வணிக வளாகம் அமைக்கப்படும்.
• அண்ணா மறுமலர்ச்சி திட்டத்திற்காக ரூ.1,200 கோடி ஒதுக்கீடு செய்யப்பட்டுள்ளது.
• கலைஞர் நகர்புற மேம்பாட்டு திட்டத்துக்கு ரூ.1000 கோடி நிதி ஒதுக்கீடு.
• சீர்மிகு நகரங்களின் திட்டத்திற்கு ரூ.2,230 கோடியும், அம்ருத் திட்டத்திற்கு ரூ.1,450 கோடியும் ஒதுக்கீடு
• சிங்கார சென்னை 2.0 திட்டம் தொடங்கப்படும்
• ஸ்மார்ட் சிட்டி திட்டத்துக்கு ரூ.2,350 கோடி நிதி ஒதுக்கீடு
• கொசஸ்தலை ஆற்றில் வெள்ள நீர் வடிகாலுக்கு ரூ.87 கோடி நிதி ஒதுக்கீடு
• சென்னையில் 3 இடங்களில் புதிய மேம்பாலங்கள் கட்ட ரூ.500 கோடி நிதி ஒதுக்கீடு
• பெருங்குடி குப்பை கொட்டும் வளாகத்தில் நடைபெறும் உயிரியல் அகழ்ந்தெடுக்கும் பணி விரைவுபடுத்தப்படும்
• சென்னையில் 3 இடங்களில் பாதாள சாக்கடைத் திட்டத்திற்கு 2,056 கோடி நிதி ஒதுக்கீடு
• சென்னையில் உள்ள நீர்வழிகளில் கழிவுநீர் கலப்பதை தடுக்கும் திட்டம் ரூ.2,371 கோடியில் தீவிரமாக செயல்படுத்தப்படும்
• கணேசபுரம், கொன்னூர் நெடுஞ்சாலை- ஸ்ட்ரான்ஸ் சாலை, தெற்கு உஸ்மான் சாலையில் ரூ.335 கோடியில் மேம்பாலங்கள் அமைக்கப்படும்
• மதுரை, கோவை, திருப்பூர், ஓசூர் பகுதிகளில் புதிய பெருநகர வளர்ச்சிக்குழுமங்கள் ஏற்படுத்தப்படும்.
• தமிழ்நாடு குடிசை மாற்று வாரியத்துக்கு 3,954.44 கோடி நிதி ஒதுக்கீடு
• குடிசைவாழ் மக்களை மனிதாபிமானத்துடன் மறுகுடியமர்த்த புதிய திட்டம் உருவாக்கப்படும்
• தமிழக அரசின் பட்ஜெட்டில் நெடுஞ்சாலைத்துறைக்கு ரூ.17,899.17 கோடி நிதி ஒதுக்கீடு
• ஊரக புத்தாக்க திட்டம் சீரமைக்கப்பட்டு ரூ.212.69 கோடி செலவில் செயல்படுத்தப்படும்
• அடுத்த 10 ஆண்டுகளில் மாநில நெடுஞ்சாலைகளை மாவட்ட தலைமையகத்துடன் இணைக்க 2,200 கி.மீ.க்கு 4 வழிச்சாலை அமைக்கப்படும்.
• வீட்டுவசதித்துறையில் உலக வங்கித் திட்டங்களுக்கு ரூ.320.40 கோடி, ஆசிய வங்கி திட்டங்களுக்கு ரூ.171 கோடி நிதி ஒதுக்கீடு.
• ஆயிரம் புதிய பேருந்துகள் வாங்க ரூ.623.59 கோடி நிதி ஒதுக்கீடு
• மகளிர் இலவச பயணத்திற்கு மானியமாக நிதி ஒதுக்கீடு ரூ.703 கோடி நிதி ஒதுக்கீடு
• போக்குவரத்துக் கழகங்களுக்கு டீசல் மானியமாக ரூ.750கோடி நிதி ஒதுக்கீடு
• மெட்ரோ ரயில் திட்டத்தில் கோடம்பாக்கம் - பூந்தமல்லி இடையேயான சேவை 4 ஆண்டுகளுக்குள் தொடங்கப்படும்
• மெட்ரோ 2ம் கட்ட பணிகள் 2026ல் முடிக்கப்படும்
• வேளாண்மைக்கான இலவச மின்சாரம், வீட்டு மின்சார மானியத்திற்காக ரூ.19,872.77 கோடி நிதி ஒதுக்கீடு
• இலவச வேட்டி, சேலை திட்டத்திற்கு ரூ.490.27 கோடி நிதி ஒதுக்கீடு
• இலவச பள்ளிச்சீருடைகள் விநியோகத்திட்டத்திற்கு ரூ.409.30 கோடி நிதி ஒதுக்கீடு
• மொத்த வரவு, செலவு திட்ட மதிப்பீட்டில் 77.88% கல்வி தொடர்பான திட்டங்களுக்கு ஒதுக்கப்பட்டுள்ளது.

பள்ளிக்கல்வித்துறை

• பள்ளி கல்விக்கு அதிக முக்கியத்துவம் அளிக்கும் விதமாக ரூ.32,599.54 கோடிநிதி ஒதுக்கீடு
• மலைப்பாங்கான தொலைதூர பகுதிகளில் 12 தொடக்கப்பள்ளிகள் புதிதாக அமைக்கப்படும்
• மாணவர்கள் மனப்பாட முறையில் இருந்து விலகி சிந்திக்கும் பழக்கத்தை ஊக்குவிக்க நடவடிக்கை
• 413 கல்வி ஒன்றியங்களுக்கு தலா 40 தொடுதிரை கையடக்க கணினிகள் ரூ.13.22 கோடியில் வழங்கப்படும்
• அடிப்படை கல்வியறிவை உறுதி செய்ய ரூ.66.70 கோடியில் எண்ணும் எழுத்தும் இயக்கம் தொடக்கப்படும்
• அரசுப்பள்ளி மாணவர்களின் கணினி திறனை உறுதிசெய்ய ரூ.114.18 கோடியில் நடுநிலைப்பள்ளிகளில் ஆய்வகங்கள் அமைக்கப்படும்
• 865 உயர்நிலை, மேல்நிலைப்பள்ளிகளில் ரூ.20.76 கோடியில் ஸ்மார்ட் வகுப்பறைகள்

உயர்கல்வித்துறை

• உயர்கல்வித்துறைக்கு ரூ.5,369.09 கோடி நிதி ஒதுக்கீடு
• நடப்பாண்டில் தமிழகத்தில் புதிதாக 10 கலை, அறிவியல் கல்லூரிகள் தொடக்கப்படும்
• 25 கலை, அறிவியல் கல்லூரிகளில் ஸ்மார்ட் வகுப்பறைகள் அமைக்க ரூ.10கோடி நிதி ஒதுக்கீடு
• அண்ணா பல்கலைகழகத்துடன் இணைந்து தமிழ்நாடு ஆளில்லா விமானக்கழகம் உருவாக்கப்படும்.

சுகாதாரத்துறை

• மருத்துவம் மற்றும் குடும்பநலத்துறைக்கு மொத்தம் ரூ.18,933.20 கோடி நிதி ஒதுக்கீடு
• தமிழ்நாடு சித்தா பல்கலைகழகம் அமைக்க முதற்கட்டமாக ரூ.2 கோடி ஒதுக்கீடு
• முதல்வர் மருத்துவ காப்பீடு திட்டத்துக்கு ரூ.1,046.09 கோடி நிதி ஒதுக்கீடு
• 108 ஆம்புலன்ஸ்களின் எண்ணிக்கை 1.303 ஆக அதிகரிக்கப்படும்
• டாக்டர் முத்துலட்சுமி ரெட்டி மகப்பேறு நிதி உதவித்திட்டத்திற்கு ரூ.959.20 கோடி நிதி ஒதுக்கீடு
• மகளிர் அரசு ஊழியர்களுக்கான மகப்பேறு கால விடுப்பு 9 மாதங்களிலிருந்து 13 மாதங்களாக உயர்த்தப்படும்

தொழில்துறை

• அமைப்புச்சாரா தொழிலாளர் நலவாரியத்திற்கு மானியம் வழங்க ரூ.215.64 கோடி நிதி ஒதுக்கீடு
• நெய்வேலி நிலக்கரி நிறுவனத்துடன் இணைந்து புதிய தொழிற்பயிற்சி நிலையம் நெய்வேலியில் அமைக்கப்படும்
• 15 அரசு தொழிற்பயிற்சி நிலையங்களில் ரூ.60 கோடி திறன் மேம்பாட்டு மையங்கள் அமைக்கப்படும்
• அதிக அளவிலான முதலீடுகளை ஊக்குவிக்க புலம்பெயர் தமிழர்களுடனான உறவு வலுப்படுத்தப்படும்
• தூத்துக்குடியில் ரூ.4,500 கோடி முதலீட்டை ஊக்குவிக்க ரூ.1000 கோடியில் அறைகலன்கள் சர்வதேச பூங்கா அமைக்கப்படும்
• சென்னை நந்தம்பாக்கத்தில் ரூ.165 கோடியில் நிதிநுட்ப நகரம் உருவாக்கப்படும்
• அடுத்த 5 ஆண்டுகளில் 45 ஆயிரம் ஏக்கர் நில வங்கித்தொகுப்புகள் ஏற்படுத்தப்படும்
• விழுப்புரம், வேலூர், திருப்பூர், தூத்துக்குடியில் டைடல் பார்க் உருவாக்கப்படும்
• திருவண்ணாமலை, நெல்லை, விருதுநகர், நாமக்கல், தேனி, சிவகங்கை, விழுப்புரம், நாகையில் புதிதாக சிப்காட் தொழிற்பேட்டைகள் உருவாக்கப்படும்
• கோவையில் ரூ.225 கோடியில் பாதுகாப்பு கருவிகள் உற்பத்திப்பூங்காவை மாநில அரசு செயல்படுத்தும்
• அரியலூர், பெரம்பலூர் மாவட்டங்களில் ரூ.10 கோடியில் புவியியல் புதைபடிவ பூங்கா

அறநிலையத்துறை

• அறநிலையத்துறையைச் சேர்ந்த 187.91 ஏக்கர் கோயில் நிலங்கள் 100 நாட்களுக்குள் மீட்பு
• ரூ.626 கோடி மதிப்பிலான கோயில் நிலங்கள், சொத்துகள் மீட்பு
• 100 திருக்கோயில்களில் ரூ.100 கோடியில் தேர், குளம் சீரமைக்கப்படும்
• 12,955 கோயில்களில் ஒருகால பூஜை திட்டத்தை செயல்படுத்த ரூ.130 கோடி நிதி நிலை உருவாக்கப்படும்

சுற்றுலாத்துறை

• சுற்றுலாத்துறைக்கு ரூ.187.59 கோடிநிதி ஒதுக்கீடு

மற்ற துறைகள்

• மகளிர் கல்வி முன்னேற்றத்தை ஊக்குவிக்க ரூ.762.23 கோடியில் திட்டங்கள் செயல்படுத்தப்படும்
• 3ம் பாலினத்தவர்களுக்கான ஓய்வூதிய திட்டத்திற்கு ரூ.1.50 கோடி ஒதுக்கீடு
• அங்கன்வாடி மையங்களின் தரத்தை உயர்த்த ரூ.48.48 கோடி ஒதுக்கீடு
• புரட்சித்தலைவர் எம்.ஜி.ஆர் மதிய உணவுத்திட்டத்திற்கு ரூ.1,725.41 கோடி ஒதுக்கீடு

ஆதி திராவிடர் நலத்துறை

• ஆதி திராவிடர், பழங்குடியினர் நலனுக்காக ரூ.4,142.33 கோடி ஒதுக்கீடு
• ஆதி திராவிட மற்றும் பழங்குடியின முனைவர் படிப்புக்கான கல்வி உதவித்தொகை திட்டம் மறுசீரமைக்கப்படும்

பிற்படுத்தப்பட்டோர் நலத்துறை

• மசூதிகள் மற்றும் தேவாலயங்களை புதுப்பிக்க ரூ.6 கோடி நிதி ஒதுக்கீடு

மாற்றுத்திறனாளிகள் துறை 

• மாற்றுத்திறனாளிகளில் காத்திருப்பு பட்டியலில் உள்ள 9,173 பேருக்கு தலா ரூ.1,500 பராமரிப்பு தொகை உடனே வழங்கப்படும்

இளைஞர் நலன் மற்றும் விளையாட்டு மேம்பாட்டிற்காக ரூ.225.62 கோடி ஒதுக்கீடு

• ஒவ்வொரு சட்டமன்ற தொகுதியிலும் ரூ.3 கோடி செலவில் விளையாட்டு அரங்கங்கள் அமைக்கப்படும்

இல்லத்தரசிகளுக்கு ரூ.1000 திட்டம்

• குடும்பத்தலைவர் என்பது பெண்ணாக இருந்தால் மட்டுமே உரிமைத்தொகை என்பது தவறான புரிதல்
• உதவித்தொகை இல்லத்தரசிகளுக்கானது என்பதால் குடும்பத்தலைவர்  பெயரை மாற்றத் தேவையில்லை
• இல்லத்தரசிகளுக்கு ரூ.1000 வழங்கும் திட்டம் தகுதியான குடும்பங்களை கண்டறிந்து அமல்படுத்தப்படும்
• மகளிர் கல்வி முன்னேற்றத்தை ஊக்குவிக்க ரூ.762.23 கோடியில் திட்டங்கள் செயல்படுத்தப்படும்
• மகளிர் சுய உதவி குழுக்களுக்கு வழங்கப்பட்ட ரூ.2,756 கோடி கடன் தள்ளுபடி செய்யப்படும்

பெட்ரோல் மீதான வரிக்குறைப்பு காரணமாக ரூ.3 குறைக்க ஆணை

• பெட்ரோல் மீதான வரிக்குறைப்பால் ரூ.1,160 கோடி வருவாய் இழப்பு
• நடப்பு நிதியாண்டின் மொத்த வருவாய் ரூ.2,60,409.26 கோடி என மதிப்பீடு
• நடப்பு நிதியாண்டின் ஒட்டுமொத்த வருவாய் செலவினம் ரூ.2,61,188.57 என மதிப்பீடு
• வருவாய் பற்றாக்குறை ரூ.58,692.58 கோடியாக இருக்கும் என கணிக்கப்பட்டுள்ளது.

• Tamil Nadu Budget 2021-2022 was presented by Finance Minister PDR Palanivel Thiagarajan in the Assembly.

Highlights featured in the budget

• This is the first budget to be tabled after the formation of the DMK government led by Chief Minister MK Stalin. This is also the first paperless budget to be tabled in Tamil Nadu.
• This budget meeting series runs until September 21st. In this context, Finance Minister Palanivel Thiagarajan, who arrived in the Assembly at 10 am, presented the paperless e-budget. The key features of the budget are as follows:
• The revised budget has been prepared to lay a strong foundation in 6 months
• This budget is applicable for the remaining 6 months of the current financial year only
• We will prioritize the promises made in the election manifesto and gradually implement them
• Family cardholders have been given Rs 4,000 as per the election promise.
• Steps will be taken to collect data to know the economic status of all households
• The electronic procurement system will be implemented in the public distribution system
