- புதுச்சேரியில் என்.ஆர்.காங்கிரஸ்-பாஜக கூட்டணி அரசு ஆட்சி அமைந்து முதல்வராக ரங்கசாமி பொறுப்பேற்றார். அவர் நிதியமைச்சராகவும் உள்ளார். ஆட்சி அமைத்து முதல் பட்ஜெட்டை சட்டப்பேரவையில் முதல்வர் ரங்கசாமி தாக்கல் செய்தார்.
- பதவியேற்றவுடன் முதியோர் ஓய்வூதியத் திட்டத்தில் 10 ஆயிரம் பேரைப் புதிதாகச் சேர்த்தோம். ஓய்வூதியத்தை ரூ.500 உயர்த்தித் தந்தோம். அனைத்து ரேஷன் அட்டைதாரர்களுக்கும் கரோனா நிவாரணமாக ரூ.3 ஆயிரம் அளித்தோம்.
- 2021-22ஆம் ஆண்டு வரவு செலவு மதிப்பீடு ரூ. 9,924.41 கோடி. சொந்த வருவாய் வரவினங்கள் ரூ.6,190 கோடியாகவும், மாநில பேரிடர் நிவாரண நிதியான ரூ.5 கோடியைச் சேர்த்து மத்திய அரசின் நிதி உதவி ரூ.1,729.77 கோடியாக இருக்கும்.
- மத்திய அரசு திட்டங்களின் கீழ் வழங்கும் நிதி ரூ.320.23 கோடியாக இருக்கும். நிதிப் பற்றாக்குறையைச் சமாளிக்க ரூ.1,684.41 கோடியை வெளிச்சந்தை மூலம் திரட்ட மத்திய அரசு அனுமதித்துள்ளது. ரூ.1,200.44 கோடி மூலதன செலவினங்களுக்காகவும், ரூ.8,723.97 கோடி வருவாய் செலவினங்களுக்காவும் ஒதுக்கீடு செய்யப்பட்டுள்ளது.
- புதுச்சேரியில் கடந்த மார்ச் 31 வரை மொத்த நிலுவைக் கடன் தொகை ரூ. 9,334.78 கோடி. இது மொத்த மாநில உள்நாட்டு உற்பத்தியில் 22.17 சதவீதம். பரிந்துரைக்கப்பட்ட நிதி நிலை குறியீட்டு வரம்புக்குள் உள்ளது. புதுச்சேரி மாநிலத்தின் உள்நாட்டு மொத்த வருவாய் (ஜிடிபி) 10 சதவீதம்.
- கடந்த 2020-21 நிதியாண்டில் நமது செலவு ரூ.8,342.87 கோடி. இது 2020-21 திருத்திய மதிப்பீட்டின் படி 92.7 சதவீதம். கரோனா வைரஸ் பரவல் மற்றும் மத்திய அரசு திட்டங்களின் கீழ் தரப்படும் நிதி மத்திய அரசிடம் இருந்து சில திட்டங்களுக்குக் கடந்த நிதியாண்டு இறுதியில் பெறப்பட்டதால் 64.13 சதவீதம் மட்டுமே மத்திய அரசு திட்டங்களில் செலவிட முடிந்தது.
- கடந்த நிதியாண்டில் மத்திய அரசுத் திட்டங்களின் கீழ் செலவிட முடியாத மீதமுள்ள தொகை அந்தந்தத் திட்டங்களின் கீழ் நடப்பாண்டில் செலவிடப்படும்.
- 2021-22 பட்ஜெட் மதிப்பீடான 9,924.41 கோடியில் ரூ.2,140 கோடி ஊதியத்துக்கும் (21.56 சதவீதம்), ரூ.1,050 கோடி ஓய்வூதியத்துக்கும் (10.58 சதவீதம்), ரூ.1,715 கோடி கடன் மற்றும் வட்டி செலுத்த (17.28 சதவீதம்), ரூ.1,591 கோடி மின்சாரம் வாங்கவும் (16.03 சதவீதம்) ஒதுக்கீடு செய்ய உத்தேசிக்கப்பட்டுள்ளது.
- முதியோர் ஓய்வூதியம் மற்றும் பிற நலத்திட்டங்களுக்கு ரூ.1,290 கோடியும் (13 சதவீதம்), அரசு கட்டுப்பாட்டில் இயங்கும் தன்னாட்சி உயர்கல்வி நிறுவனங்கள், பொதுத்துறை நிறுவனங்கள், கூட்டுறவு நிறுவனங்களுக்கு மானியக் கொடையாக ரூ.1,243 கோடியும் (12.52 சதவீதம்) ஒதுக்கீடு செய்ய உத்தேசிக்கப்பட்டுள்ளது".
- ஆசிரியர் பற்றாக்குறையைப் போக்க ஒப்பந்த அடிப்படையில் ஆசிரியர்கள் நியமிக்கப்படுவார்கள். நடப்பாண்டில் ரூ.2.4 கோடியில் 100 பள்ளிகளில் ஸ்மார்ட் வகுப்பறைகள் நிறுவப்படும். பெண்களுக்கு அதிகாரமளித்தல் மற்றும் தற்காப்புப் பயிற்சி தர ரூ.51.57 லட்சம் ஒதுக்கப்பட்டுள்ளது.
- கரோனாவால் பள்ளிகள் மூடப்பட்டதால் மாணவர்களுக்குக் கற்றலில் ஏற்பட்ட இடைவெளியைச் சமன் செய்யக் கற்பித்தல் நடவடிக்கைகளில் மாணவர்கள் ஈடுபட பயிற்சி ஏடு தரப்படும். தகவல் மற்றும் மின்னணுத் தொழில்நுட்பங்களில் பள்ளிகளை மேம்படுத்த ரூ.1.10 கோடி செலவிட உத்தேசித்துள்ளோம். நடப்பு நிதியாண்டில் பள்ளிக் கல்விக்கு ரூ.742.81 கோடி ஒதுக்கப்பட்டுள்ளது.
- காமராஜர் மாணவர் கல்வி நிதி உதவித் திட்டத்தின் கீழ் உயர் கல்வி பயில்வோருக்குத் தரப்படும் நிதி உதவி தொடர்ந்து தரப்படும். இதற்காக அரசு ரூ.40 கோடி ஒதுக்கியுள்ளது. இதனால் 9,214 பேர் பயன் பெறுவர்.
- தேசியத் திட்டமிடுகை மற்றும் கட்டிடக் கலைப்பள்ளியைப் (National school of planning and Architecture) புதுச்சேரியில் நிறுவ விரிவான திட்ட அறிக்கை மத்தியக் கல்வி அமைச்சக ஒப்புதலுக்கு அனுப்பப்பட்டுள்ளது.
- மாணவர்களுக்கு வேலைவாய்ப்பை உருவாக்கத் தொழில்நோக்கு நிலை அமைப்பு (Career Orientation Cell) உருவாக்கப்படும். நடப்பு நிதியாண்டில் உயர் மற்றும் தொழில்நுட்பக் கல்விக்காக ரூ.296.62 கோடி ஒதுக்கீடு செய்யப்பட்டுள்ளது. புதுச்சேரியை நூறு சதவீதக் கல்வி அறிவு பெற்ற மாநிலமாக்க அரசு உறுதி பூண்டுள்ளது
- பள்ளிக் கல்வி, உயர் கல்வித்துறைக்கு என மொத்தமாக 1,039.43 கோடி பட்ஜெட்டில் ஒதுக்கீடு செய்யப்பட்டுள்ளது.
- புதுச்சேரி, கோரிமேட்டில் தொற்றுநோய் சிகிச்சைகளுக்கு 500 படுக்கைகள் கொண்ட புதிய மருத்துவமனை அமைக்கப்படும் என்று குறிப்பிட்டுள்ளார்.
- விவசாயிகள் நிதி உதவி பெற விவசாய இடுபொருள்களின் கையிருப்பு, வானிலை நிலவரங்களை அறிய கைப்பேசி செயலி அறிமுகப்படுத்தப்படும். புதுச்சேரி கிழக்கு கடற்கரைச் சாலையில் நவீன வேளாண் விளைபொருள் விற்பனை வளாகம் அமைக்கப்படும்.
- புதுச்சேரி, காரைக்காலில் நீர்ப்பாசனத் திட்டத்தின் கீழ் தடுப்பணைகள் கட்டப்படும். நடப்பு நிதியாண்டில் வேளாண்துறைக்கு ரூ.124.47 கோடி ஒதுக்கீடு செய்துள்ளோம்.
- 75-வது சுதந்திர தினத்தையொட்டி பல்வேறு பகுதிகளில் 75 செங்குத்துத் தோட்டம் அமைக்கப்படும். புதுச்சேரியில் 100 ஏக்கர் பரப்பில் விலங்கியல் பூங்கா அமைக்க திட்ட அறிக்கை தயாரிக்கப்படும். விவசாயிகளுக்கு 10 ஆயிரம் தேக்கு, செம்மரம் மற்றும் சந்தன மரக்கன்றுகள் இலவசமாகத் தர உத்தேசித்துள்ளோம்.
- நேரடி பணப் பட்டுவாடா முறையால் ரேஷன் கடைகள் மூலம் அத்தியாவசியப் பொருள்கள் வழங்குவது நிறுத்தப்பட்டுள்ளது. புதுச்சேரியில் ரேஷன் கடைகள் மூலம் பருப்பு, எண்ணெய் மற்றும் தானிய வகைகளை விற்பனை செய்ய அரசு நடவடிக்கை எடுக்கும். இலவச அரிசி தர ரூ.197.6 கோடி ஒதுக்கியுள்ளோம்.
- கூட்டுறவு நிறுவனங்களுக்கு நடப்பாண்டு பத்து விழுக்காடு நிதியை உயர்த்தித் தர உத்தேசித்துள்ளோம். பால்கோவா உற்பத்தி செய்யும் ஆலையை ரூ.1.67 கோடியில் பாகூரில் அமைக்க உத்தேசித்துள்ளோம். பாண்லே பால் பொருட்கள் தயாரிக்கும் பிரிவு ரூ.2.5 கோடியில் விரிவாக்கம் செய்யப்படும்.
- புதுச்சேரி கூட்டுறவு சர்க்கரை ஆலை தொழிலாளர்களுக்கு ஊதியம், தொழிலாளர் வைப்பு நிதி நிலுவைத் தொகைக்காக ரூ.40 கோடி ஒதுக்கீடு செய்துள்ளோம். ஆலையைத் தொடர்ந்து நடத்த சாத்தியக்கூறு ஆராயப்படும்.
- வீடுகளில் 30 மெகாவாட் திறன் கொண்ட சூரிய மின் உற்பத்தி பேனல்கள் நிறுவும் திட்டம் 40 சதவீத மத்திய நிதி உதவியுடன் நடப்பாண்டு நடைமுறைப்படுத்தப்படும்.
- மரப் பாலத்தில் ரூ. 26.25 கோடியில் புதிய வாயு காப்பு துணைமின் நிலையம் அமைக்க உத்தேசித்துள்ளோம். புதுச்சேரியிலுள்ள 33,870 தெரு மின்விளக்குகள் எல்இடி விளக்குகளாக மாற்றப்படும்.
- தீயணைப்புத்துறை பயிற்சியாளர்களுக்கு நிரந்தரப் பயிற்சி மையம் அமைக்கப்படும். புதிய தீயணைப்பு நிலையங்கள் தவளக்குப்பம், கரையாம்புத்தூர், லிங்காரெட்டிபாளையம், திருமலைராயன்பட்டினம் பகுதிகளில் அமைக்க உத்தேசித்துள்ளோம்.
- நுரையூர்த்தி வாகனங்களை வில்லியனூர், மடுகரை, சுரக்குடி, மாஹே, ஏனாம் பகுதி தீயணைப்பு நிலையங்களுக்கு வாங்கவுள்ளோம். புதுச்சேரி தீயணைப்புத்துறை தலைமை அலுவலகம் மற்றும் புதுச்சேரி தீயணைப்பு நிலையம் அமைக்கப் பணிகள் துரிதப்படுத்தப்படும்.
- மீன்பிடித் தடைக்காலங்களில் மீனவக் குடும்பங்களுக்கு தரப்படும் தடைக்கால நிவாரணம் உயர்த்தி வழங்கப்படும். மீன்பிடித் தடைக்காலங்களில் இரும்பு, மரவிசைப் படகு, கண்ணாடி நுண்ணிழை பிளாஸ்டிக் படகு பராமரிப்புத் தொகை ரூ. 10 ஆயிரம் உயர்த்தப்படும்.
- புதுச்சேரியில் உள்ள மக்கள் அனைவருக்கும் சிறந்த சிகிச்சை அளிக்க அனைவருக்கான முழு சுகாதாரப் பாதுகாப்பு திட்டத்தை உருவாக்க உள்ளோம். அரசு மருத்துவக் கல்லூரிகள், நிறுவனங்கள் நிதி நெருக்கடி இல்லாமல் இருக்க பட்ஜெட்டில் தரப்படும் உதவிக்கொடை 10 சதவீதம் உயர்த்தித் தரப்பட்டுள்ளது.
- புதுச்சேரி கோரிமேட்டில் தொற்றுநோய் சிகிச்சைகளுக்கு 500 படுக்கைகள் கொண்ட புதிய மருத்துவமனை அமைக்கப்படும்.
- வில்லியனூர், ஏனாமில் ஆயுஷ் மருத்துவமனை கட்டுமானப் பணிகள் நடப்பாண்டு முடிந்து மக்கள் பயன்பாட்டுக்கு வரும். கரோனா சிகிச்சைக்கு பட்ஜெட்டில் கூடுதலாக ரூ.25 கோடி நிதி ஒதுக்கீடு செய்யப்பட்டுள்ளது. நடப்பு நிதியாண்டில் ரூ. 795.88 கோடி ஒதுக்கப்பட்டுள்ளது'.
- பெட்ரோல் மீதான 'வாட்' வரி 3%, அதாவது லிட்டருக்கு ரூ.2.43 காசு குறைக்கப்பட்டு உடனடியாக நடைமுறைக்கு வரும்
- புதுச்சேரியில் நடப்பு கல்வியாண்டு முதல் பட்டியலின பிரிவு மாணவர்களுக்கு இலவசக் கல்வி வழங்கப்படும் என்றும், பட்டியலின பிரிவு பெண்களுக்கு திருமண உதவித்தொகை ரூ.75 ஆயிரத்தில் இருந்து ரூ.1 லட்சமாக உயர்த்தப்படும்

- In Puducherry, Rangasamy became the Chief Minister of the NR Congress-BJP coalition government. He is also the Finance Minister. Chief Minister Rangasamy presented the first budget in the Assembly.
- As soon as we took office, we added 10,000 new people to the old age pension scheme. We increased the pension by Rs.500. We provided Rs. 3,000 as corona relief to all ration card holders.
- The budget estimate for 2021-22 is Rs. 9,924.41 crore. Own revenue receipts would be Rs 6,190 crore and the central government's financial assistance of Rs 1,729.77 crore, including Rs 5 crore from the state disaster relief fund.
- Funding under Central Government schemes will be Rs.320.23 crore. The central government has allowed Rs 1,684.41 crore to be raised through the open market to meet the fiscal deficit. Rs 1,200.44 crore has been earmarked for capital expenditure and Rs 8,723.97 crore for revenue expenditure.

- Financial assistance will continue to be provided to higher education students under the Kamaraj Student Educational Financial Assistance Scheme. The government has set aside Rs 40 crore for this. This will benefit 9,214 people.
- A detailed project report has been sent to the Central Ministry of Education for approval to establish the National School of Planning and Architecture in Pondicherry.

- The supply of essential items through ration shops has been discontinued through direct cash delivery. The government will take steps to sell pulses, oil and cereals through ration shops in Pondicherry. We have set aside Rs 197.6 crore for free rice quality.
- We intend to increase funding for co-operatives by ten per cent this year. We intend to set up a Balcova manufacturing plant in Bagoor at a cost of Rs. 1.67 crore. The Panley Dairy division will be expanded to Rs 2.5 crore.
- We have allocated Rs. 40 crore for the Pondicherry Co-operative Sugar Mill Workers' Wage and Labor Deposit Fund. The possibility of continuing the plant will be explored.
- The project to install solar power panels with a capacity of 30 MW in homes will be implemented this year with 40 per cent central financial assistance.
- Rs. 26.25 crore for the construction of a new gas storage substation. 33,870 street lights in Pondicherry will be converted to LED lights.
- A permanent training center will be set up for firefighters. We intend to set up new fire stations at Thavalakuppam, Karayambuthur, Lingarettipalayam and Thirumalairayanpattinam.
- We will purchase foam vehicles for Villianur, Madukarai, Surakkudi, Mahe and Enam fire stations. Work on setting up the Pondicherry Fire Department Headquarters and the Pondicherry Fire Station will be expedited.
- The ban relief given to fishing families during fishing closures will be increased. Maintenance of Iron, Wooden Boat, Glass Fiber Plastic Boat during Fishing Prohibitions Rs. 10 thousand will be raised.
