அனைத்திந்திய மருத்துவ அறிவியல் கழகம் / AIIMS - ALL INDIA INSTITUTE OF MEDICAL SCIENCES: அனைத்திந்திய மருத்துவ அறிவியல் கழகம் (All India Institute of Medical Sciences, AIIMS), எய்ம்சு தன்னாட்சி பெற்ற பொதுத்துறை உயர்கல்வி மருத்துவக் கல்லூரிக் குழுமம் ஆகும்.
இந்த மருத்துவமனைகள் நாடாளுமன்ற சட்டத்தின்படி தேசிய முதன்மைக் கழகங்களாக அறிவிக்கப்பட்டுள்ளன.
இவற்றின் முன்னோடியான அனைத்திந்திய மருத்துவ அறிவியல் கழகம் புது தில்லி, இந்தியாவில் உள்ள மிக முக்கியமான மருத்துவக்கல்லூரி மற்றும் மருத்துவமனையாகும்.
இக்கழகம், 1956 - ஆம் ஆண்டு நியூசிலாந்து அரசாங்கத்தால் கொடுக்கப்பட்ட உதவித்தொகையில் கட்டப்பட்டது. இம்மையம், தில்லியின் தென்பகுதியில் உள்ள அன்சாரி நகரில் உள்ளது.
வரலாறு
அனைத்திந்திய மருத்துவ அறிவியல் கழகம் / AIIMS - ALL INDIA INSTITUTE OF MEDICAL SCIENCES: டெல்லி எய்ம்ஸ் 1952ல் அடிக்கல் நாட்டப்பட்டது. முதல் எய்ம்ஸ் 1956ல் அகில இந்திய மருத்துவ அறிவியல் கழக சட்டம், 1956ன் கீழ் ஜவஹர்லால் நேருவின் கீழ் நிறுவப்பட்டது.
முதலில் கல்கத்தாவில் நிறுவ முன்மொழியப்பட்ட இது, மேற்கு வங்க முதல்வர் பிதான் சந்திர ராய் மறுத்ததைத் தொடர்ந்து புதுதில்லியில் நிறுவப்பட்டது. இந்தச் சட்டம் AIIMS புது தில்லியை நிறுவியது.
அது அப்போது அகில இந்திய மருத்துவ அறிவியல் நிறுவனம் என்று அழைக்கப்பட்டது, மேலும் அதற்கு தேசிய முக்கியத்துவம் வாய்ந்த நிறுவனங்கள் (INI) அந்தஸ்தை வழங்கியது.

இந்த ஆறு நிறுவனங்கள் செப்டம்பர் 2012 முதல் ஓர் அவசரச் சட்டம் மூலம் செயல்படத் தொடங்குகின்றன. அகில இந்திய மருத்துவ அறிவியல் நிறுவனம் (திருத்தம்) மசோதா, 2012, 27 ஆகஸ்ட் 2012 அன்று மக்களவையில் அறிமுகப்படுத்தப்பட்டது.
லோக்சபா மசோதா 30 ஆகஸ்ட் 2012 அன்று நிறைவேற்றப்பட்டது, இது ராஜ்யசபாவில் 3 செப்டம்பர் 2012 அன்று அறிமுகப்படுத்தப்பட்டது மற்றும் 4 செப்டம்பர் 2012 அன்று நிறைவேற்றப்பட்டது. சட்டம் 13 செப்டம்பர் 2012 அன்று வெளியிடப்பட்டது.
இந்தச் சட்டம் நிறுவனங்களை அதிக தன்னாட்சியுடன் செயல்பட அனுமதித்தது மற்றும் அவர்களுக்கு INI அந்தஸ்தை வழங்கியது. வர்த்தமானி அறிவிப்பின் மூலம் மற்ற எய்ம்ஸ் போன்ற நிறுவனங்களை நிறுவி அவற்றுக்கு சம அந்தஸ்து வழங்கும் அதிகாரத்தையும் அது வழங்கியது.

AIIMS - ALL INDIA INSTITUTE OF MEDICAL SCIENCES: The All India Institutes of Medical Sciences (AIIMS) is a group of autonomous government public medical universities of higher education under the jurisdiction of Ministry of Health and Family Welfare , Government of India.
These institutes have been declared by an Act of Parliament as Institutes of National Importance. AIIMS New Delhi, the forerunner institute, was established in 1956 under administration of Jawaharlal Nehru. Since then, 24 more institutes were announced.
As of January 2023, twenty institutes are operating and four more are expected to become operational until 2025. Proposals were made for six more AIIMS. It is considered as pioneer health institution of South Asia.
History
AIIMS - ALL INDIA INSTITUTE OF MEDICAL SCIENCES: The foundation stone of AIIMS Delhi was laid in 1952. The first AIIMS was established in 1956 under the All India Institute of Medical Sciences Act, 1956 under Jawaharlal Nehru.
Originally proposed to be established in Calcutta, it was established in New Delhi following the refusal of Chief Minister of West Bengal Bidhan Chandra Roy. The act established AIIMS New Delhi, which was then known simply as All India Institute of Medical Sciences, and gave it the Institutes of National Importance (INI) status.
In 2003, the government of India announced the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) initiative which aimed at "correcting regional imbalances in the availability of affordable tertiary healthcare services".
This was to be done through two main channels: setting up AIIMS-like institutions and upgrading government medical colleges. Though the announcement was made in 2003 during Atal Bihari Vajpayee's tenure, the project was delayed owing to the power shift at the centre.
PMSSY was officially launched in March 2006 and six AIIMS-like medical institutes were announced. The six institutes become operational through an Ordinance from September 2012.
The All India Institute of Medical Sciences (Amendment) Bill, 2012 was introduced in the Lok Sabha on 27 August 2012 in order to replace that Ordinance. Lok Sabha passed the Bill on 30 August 2012, it was introduced in Rajya Sabha on 3 September 2012 and passed on 4 September 2012. The Act was published on 13 September 2012.
The act also allowed the institutes to operate more autonomously, and awarded them the INI status. It also conferred the power to establish other AIIMS-like institutes by gazette notification and give them equal status.
