Chief Minister Vijay makes three key announcements in the Legislative Assembly under Rule 110

• Debates are currently underway regarding the demands for grants for the Municipal Administration and Water Supply, Higher Education, School Education, and Tamil Development, Information & Publicity departments.
• Amidst these proceedings, Chief Minister Vijay has been making periodic announcements under Rule 110 of the Assembly rules. At the start of today's session, he announced three key initiatives that were part of the TVK election manifesto.
• The 'Annapoorani Super 6' scheme will be implemented starting from the Pongal festival. Under this scheme, three free LPG cylinders will be provided annually in the first phase, with an annual allocation of ₹4,000 crore.
• The subsidy amount for the gas cylinder will be credited directly to the beneficiary's account. Families with an annual income of up to ₹2.50 lakh will be eligible for this financial assistance for cylinders.
• The proposal to construct a new airport at Parandur will be abandoned by this government. Alternative sites have been selected for the new airport, and measures will be taken to expand the existing Chennai Meenambakkam airport.
• The free bus travel scheme for women will be expanded under the name 'Vetri Payanam' (Journey of Success), effective from October 2nd—Mahatma Gandhi's birth anniversary. In the first phase, women will be able to travel for free on Express, LSS, and Deluxe government buses operating within metropolitan and urban areas. To facilitate inter-district travel, free travel for women will also be permitted on ordinary-fare buses in suburban and hilly regions.

Demands for Grants for Higher Education Department 2026 in the Tamil Nadu Legislative Assembly

• Debates on the demands for grants are currently in progress in the Tamil Nadu Legislative Assembly. In this context, a debate was held today regarding the demands for grants for the Municipal Administration and Water Supply Department, the Higher Education Department, the School Education Department, and the Tamil Development, Information and Publicity Department.
• Higher Education Minister Viswanathan responded to the requests and questions raised by opposition MLAs.
• Following this, Minister Viswanathan announced various schemes related to the Higher Education Department. They are as follows:
• 'Perunthalaivar Kamarajar College Development Scheme' at a cost of Rs. 1,000 crore. The 'Perunthalaivar Kamarajar College Development Scheme (Phase-2)' will be introduced starting from the 2026-2027 academic year, with the aim of upgrading the academic infrastructure of government higher education institutions.
• A 'Tamil Nadu Science and Technology Policy' will be formulated to transform Tamil Nadu into a knowledge-based economy, integrate resources, strengthen local innovations, increase investment in research and development, bolster Intellectual Property Rights (IPR), and ensure equitable access to the benefits of science and technology for all.
• Financial assistance will be provided to cover tuition fees, hostel charges, food, and living expenses for students who study in government arts and science colleges, opt for basic science courses, and join leading research institutions. A sum of Rs. 40 lakh has been allocated for this purpose.
• A total of 6,000 Assistant Professors will be recruited expeditiously across government arts and science colleges, government engineering colleges, and government polytechnic colleges through a three-phase selection process. The Teachers Recruitment Board will be upgraded to facilitate the selection of higher education faculty.
• The monthly consolidated pay of guest lecturers working in government arts, science, and engineering colleges will be raised from ₹30,000 to ₹35,000.
• The monthly consolidated pay of honorary lecturers working in government polytechnic colleges will be increased from ₹25,000 to ₹30,000.
• A new 'Education Guarantee Scheme' will be introduced, offering collateral-free education loans of up to ₹20 lakh to ensure uninterrupted higher education for students, starting from the 2026-2027 academic year.
• In the 2026-2027 academic year, 10 government arts and science colleges will be upgraded to autonomous status. Infrastructure facilities at these 10 selected colleges will be improved at a cost of ₹20 crore.
• During the 2026-2027 academic year, four government arts and science colleges located in Gudalur, Sivakasi, Orathanadu, and Namakkal will be upgraded from Grade 2 to Grade 1.
• The Minister for Higher Education announced various schemes, including a full fee waiver for Adi Dravidar and Tribal students, as well as first-generation learners from economically disadvantaged families, who have studied in government or government-aided schools and are enrolling in government colleges.
