Key announcements made by Chief Minister Vijay under Rule 110
- To benefit over 3.16 lakh milk producers supplying to primary milk producers' cooperative societies, the government has decided to increase the milk procurement price by ₹1 per litre through the cooperative societies and raise the government incentive from ₹3 to ₹5; consequently, the total procurement price per litre will rise from ₹38 to ₹41.
- This increase in procurement price will entail an additional expenditure of ₹30 crore per month, amounting to ₹360 crore annually. To ensure easy access to high-quality medical services for the people of North Chennai, a world-class, 400-bed "Multi-Specialty Hospital" will be established in Perambur at an estimated cost of ₹300 crore.
- The annual medical insurance coverage for free treatment under the Chief Minister's Comprehensive Health Insurance Scheme will be raised from the current ₹5 lakh to ₹25 lakh.
- Medical and surgical services for transgender persons will be provided under the Chief Minister's Comprehensive Health Insurance Scheme at seven additional government medical college hospitals: Chennai Stanley, Tirunelveli, Thoothukudi, Chengalpattu, Tiruvarur, Dharmapuri, and Kanniyakumari.
- As no new government nursing colleges have been established in Tamil Nadu since 2014, additional student admission seats will be created in government medical colleges at a cost of ₹351 crore to train the nurses, pharmacists, and paramedical staff required for quality medical services.
- Nursing colleges will be established, creating 660 seats for B.Sc. Nursing students; additionally, 1,925 seats will be added across existing nursing colleges and schools, 2,778 seats across 12 paramedical courses (including physiotherapy), and 735 seats in pharmacy courses—bringing the total number of new student seats to approximately 6,098.
- To prevent the rising incidence of cancer in Tamil Nadu and to provide quality treatment, the "Chief Minister's Cancer Care Mission" will be upgraded at a cost of ₹673.44 crore. An integrated cancer treatment facility comprising a Ground+14 (G+14) structure will be established at the Rajiv Gandhi Government General Hospital in Chennai at a cost of ₹471.80 crore.
- Furthermore, five regional cancer centers will be set up at the medical college hospitals in Thanjavur, Coimbatore, Madurai, Tirunelveli, and Viluppuram. To facilitate the maintenance of vehicles provided by the government to Members of the Legislative Assembly (MLAs), a monthly vehicle allowance of ₹75,000 will be provided to cover expenses such as a driver, fuel, and maintenance; additionally, a monthly allowance of ₹25,000 will be provided to engage an assistant for office-related work. Appropriate legislative amendments and government orders will be issued to implement these measures.
- The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, has approved four railway projects today, involving an estimated expenditure of approximately ₹9,450 crore by the Ministry of Railways.
- Approval has been granted for the following projects 3rd and 4th lines between Gummidipoondi and Gudur (90 km; Andhra Pradesh and Tamil Nadu); the 4th line between Kharagpur and Bhadrak/Ranital (173 km; West Bengal and Odisha); the 4th line between Bhadrak and Haridaspur (75 km; Odisha); and the 3rd and 4th lines between Cuttack and Paradip/Badabandha (72 km; Odisha). These projects are scheduled for completion by the year 2030–31.
- Spanning eight districts across the states of West Bengal, Odisha, Tamil Nadu, and Andhra Pradesh, these four projects will expand Indian Railways' existing infrastructure by approximately 410 kilometers.
- These multi-tracking projects will enhance transportation connectivity for 6,448 villages with a combined population of around 60 lakh people.
- The Cabinet Committee on Economic Affairs, chaired by Prime Minister Shri Narendra Modi, has approved a project today to upgrade the Muzaffarpur-Sitamarhi-Sonbarsa section of National Highway-22 in Bihar to a four-lane highway.
- Spanning a length of 82.578 km, the project will be implemented with a total capital cost of ₹3,590.73 crore through public-private partnership investment. This project holds significant economic importance as it integrates with Bihar's expanding national highway network.
- It will serve as a vital link connecting Sonbarsa, located near the India-Nepal border, with key economic hubs such as Muzaffarpur on National Highway-27 (East-West Corridor). The project will significantly reduce traffic congestion in densely populated areas such as Muzaffarpur, Maksudpur, Runni Saidpur, Thumma, Dumra, Pudahi, and Sonbarsa.
