• 2021 முதல் 2026 வரை தமிழகத்தின் நிதி நிலை தொடர்பான வெள்ளை அறிக்கை / WHITE PAPER REPORT ON FINANCIAL STATUS OF TAMILNADU FROM 2021 TO 2026: 2021 முதல் 2026 வரை தமிழகத்தின் நிதி நிலை தொடர்பான வெள்ளை அறிக்கையை முதல்வர் விஜய் தலைமையிலான அரசில் நிதி அமைச்சர் மரிய வில்சன் இன்று வெளியிட்டார். அரசின் வரவு செலவு கணக்குகள், நிதி நிலை, கடந்த அரசின் செயல்பாடுகள் குறித்து விளக்கினார்.
• 2021 முதல் 2026 வரை வருவாய் பற்றாக்குறை அதிகரித்துள்ளது. இந்தக் கால கட்டத்தில் சொந்த வரி வருவாய் வரலாறு காணாத அளவில் குறைந்துள்ளது, மூலதன செலவு குறைந்துள்ளது, கட்டாய செலவு உயர்ந்துள்ளது.
• தமிழகத்தின் வருவாய் பற்றாக்குறை கோவிட் தொற்று ஆண்டைவிட கடந்த 5 ஆண்டுகளில் குறைந்துள்ளது.
• ரூ.10 லட்சம் கோடி மாநிலத்துக்கு நேரடி கடன் உள்ளது.
• மாநிலத்தில் வருவாய் பற்றாக்குறை 78,324 கோடி ரூபாய்.
• மாநிலத்தின் மொத்த செலவுகளில் 22.8% வட்டிக்கு செல்கிறது.
• தமிழகத்தில் மொத்த செலவில் 64.4% கட்டாய செலவுக்கு செல்கிறது.
• பொதுத்துறை நிறுவனங்களின் கடனையும் சேர்த்து மாநிலத்தின் மொத்தக் கடன் பொறுப்பு ரூ.13.18 லட்சம் கோடியாக உள்ளது.
• தமிழகத்தில் 4.87 லட்சம் கோடி ரூபாய் கடன் கடந்த 5 ஆண்டுகளில் சேர்ந்துள்ளது.
• சுதந்திரத்துக்குப் பின்னர் 60 ஆண்டுகளில் பெற்ற கடனை விட, கடந்த 5 ஆண்டுகளில் பெற்ற கடனின் அளவு அதிகம்.
• 2020-21-ல் ரூ.67,087 ஆக இருந்த ஒவ்வொருவருக்குமான கடன் பொறுப்பு இப்போது ரூ.1,28,934 ஆக உள்ளது.
• மாநிலத்தில் சொந்த வருவாயில் மூன்றில் ஒரு பங்கு வட்டிக்கே செல்கிறது. ஒவ்வொரு ஆண்டுக்கும் வட்டி செலவு ரூ.67, 050 கோடியாக உள்ளது.
• மாநிலத்தின் சொந்த வரி வருவாய் ஜிஎஸ்டிபி 5.45% ஆக குறைந்து உள்ளது.
• மாநிலத்தில் பெருமளவு கனிம வள ஆதாரம் இருந்து வருவாய் இல்லை. கனிம வளத்துறை ஊழலால் வருவாய் இழப்பு ஏற்பட்டுள்ளது.
• 2021-22-ல் 10 சதவீதமாக இருந்த மொத்த உள்நாட்டு உற்பத்தி 8.32% ஆக குறைந்துள்ளது.
• தமிழகத்தில் நிதி சார்ந்த அவசர நிலை ஏற்பட்டுள்ளது.
• ஒன்றிய அரசின் நிதிப் பகிர்வு குறைந்ததால் மாநில வருவாய் வீழ்ச்சி கண்டுள்ளது. வருவாய் வரவு வீழ்ச்சியால் கடன் பெறும் நிலை உருவாகியுள்ளது.
• சொத்துப் பதிவில் இழக்கும் வருவாய் மிகவும் அதிகமாக உள்ளது.
• மாநிலத்தின் மூலதன செலவு ரூ.50,911 கோடி ஆக உள்ளது.
• மின் துறையில் 2.47 லட்சம் கோடி ரூபாய் கடன் உள்ளது,
• மின் வாரியத்தின் நஷ்டம் ரூ.1.82 லட்சம் கோடி ஆகும்.
• போக்குவரத்து கழகங்கள் ரூ.72,667 கோடி இழப்பை சந்தித்துள்ளன. பேருந்துகளின் ஒரு கிலோமீட்டர் இயக்கத்துக்கு ரூ.78.81 செலவு ஆகும் நிலையில், வருவாய் ரூ.25.97 மட்டுமே.
• தமிழகத்தில் முதியோர் சதவீதம் மிக வேகமாக அதிகரித்து வருகிறது.
• தமிழகத்தில் வருவாய் ஈட்டுவோர் சதவீதம் குறைவு, சார்ந்து இருப்போர் சதவீதம் அதிகம்.
• தமிழகம் செல்வந்தர்கள் மாநிலமாக உருவாவதற்கு முன்பே, முதியோர் மாநிலமாக உருவாகும் சூழல் உள்ளது.
• நலத்திட்டங்கள் தமிழகத்தில் பெருமைமிக்க பாரம்பரியம், அந்த பாரம்பரியம் தொடரும்.
• இனி வரும் நாட்கள் சவாலானவை. ஊழலை ஒழிப்பதன் மூலம் தமிழகத்தின் வருவாய் அதிகரிக்கும். ஊழலற்ற, நேர்மையான நிர்வாகம் இந்த இழப்புகளை சரி செய்வோம் என்று அந்த வெள்ளை அறிக்கையில் தெரிவிக்கப்பட்டுள்ளது.

• WHITE PAPER REPORT ON FINANCIAL STATUS OF TAMILNADU FROM 2021 TO 2026: Finance Minister Maria Wilson, serving in the government led by Chief Minister Vijay, released a White Paper today regarding Tamil Nadu's fiscal status for the period from 2021 to 2026. 
• He explained the government's revenue and expenditure accounts, the financial situation, and the performance of the previous administration.
• The revenue deficit has increased between 2021 and 2026. During this period, own-tax revenue dropped to historic lows, capital expenditure declined, and committed expenditure rose.
• Tamil Nadu's revenue deficit over the past five years is lower than it was during the year of the COVID-19 pandemic.
• The state carries a direct debt of ₹10 lakh crore.
• The state's revenue deficit stands at ₹78,324 crore.
• Interest payments account for 22.8% of the state's total expenditure.
• Committed expenditure accounts for 64.4% of the state's total spending.
• Including the debt of public sector undertakings, the state's total debt liability stands at ₹13.18 lakh crore.
• Tamil Nadu has accumulated a debt of ₹4.87 lakh crore over the past five years.
• The debt incurred in the last five years exceeds the total debt accumulated in the 60 years following independence.
• The per capita debt liability, which was ₹67,087 in 2020-21, has now risen to ₹1,28,934.
• One-third of the state's own revenue goes towards interest payments alone; the annual interest expenditure stands at ₹67,050 crore.
• The state's own tax revenue as a percentage of GSDP has dropped to 5.45%.
• Despite possessing vast mineral resources, the state fails to generate revenue from them; corruption in the mineral resources department has resulted in revenue loss.
• The Gross State Domestic Product (GSDP) growth rate has declined from 10% in 2021-22 to 8.32%.
• Tamil Nadu is facing a fiscal emergency. State revenue has declined due to reduced fiscal transfers from the Union Government. This drop in revenue receipts has necessitated borrowing.
• There is a significant loss of revenue in property registration.
• The State's capital expenditure stands at ₹50,911 crore.
• The power sector carries a debt of ₹2.47 lakh crore.
• The Electricity Board has incurred a loss of ₹1.82 lakh crore.
• Transport corporations have suffered losses amounting to ₹72,667 crore; the cost of operating a bus is ₹78.81 per kilometer, whereas the revenue generated is only ₹25.97.
• The proportion of the elderly population in Tamil Nadu is rising rapidly.
• The percentage of income earners in Tamil Nadu is low, while the percentage of dependents is high.
• There is a likelihood that Tamil Nadu will become a state with a large elderly population before it transforms into a wealthy state.
• Welfare schemes are a proud tradition in Tamil Nadu, and this legacy will continue.
• The days ahead will be challenging. Tamil Nadu's revenue will increase through the eradication of corruption. The White Paper states that a corruption-free, honest administration will rectify these losses.
