Union Cabinet approves nutrient-based subsidy prices for phosphate and potassium fertilizers for Rabi season 2025-26

• The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, today approved the recommendations of the Department of Fertilizers for fixing nutrient-based subsidy prices for phosphate and potassium fertilizers for the Rabi season 2025-26 (01.10.2025-31.03.2026). 
• The provisional budget requirement for Rabi season 2025-26 is Rs. 37,952.29 crore. This is about Rs. 736 crore more than the budget requirement for Kharif season 2025. Subsidies will be provided for phosphate and potassium fertilizers including di-ammonium phosphate, nitrogen, phosphorus, potassium, sulphur, based on the approved prices. This will be provided in a manner that ensures consistent availability of these fertilizers at low cost to farmers.
• This will ensure that farmers get fertilizers at subsidized and low prices and on a cost-effective basis. Subsidies for phosphate and potash fertilizers will be fixed taking into account the latest levels of international prices of fertilizers and inputs.

Cabinet approves the terms of reference of 8th Central Pay Commission

• The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, today approved the terms of reference of the 8th Central Pay Commission. The 8th Central Pay Commission will be a temporary body. 
• The Pay Commission will consist of a Chairman, one Member (part-time) and one Member-Secretary. It will make its recommendations within 18 months from the date of its constitution. It may, if necessary, consider sending interim reports on any matters while the recommendations are being finalised.
• Central Pay Commissions are constituted from time to time to examine various issues relating to the pay structure, pension benefits and other service conditions of Central Government employees and to make recommendations for necessary changes in them. 
• Normally, the recommendations of the Pay Commissions are implemented once in every ten years. Based on this, the implementation of the recommendations of the 8th Central Pay Commission is expected from 01.01.2026.
• The Central Government had announced in January 2025 that the 8th Central Pay Commission will be constituted to examine the salaries and other benefits of central government employees and recommend changes.

Agreement with Russia to manufacture small passenger aircraft in India under the UDAN scheme

• A deal has been signed with Russia to manufacture small passenger aircraft in India. With the increasing use of aviation services in India, it is estimated that there will be a large demand for small aircraft in the next 10 years.
• Hindustan Aeronautics Limited (HAL) has signed an agreement with Russia's public sector undertaking United Aircraft Corporation (PJSC - UAC) to manufacture the above-mentioned SJ-100 aircraft under the UDAN scheme. 
• The agreement between the two countries was signed in Moscow on Monday (October 27). This is the first time that a contract has been signed in India to manufacture such a passenger aircraft entirely domestically.
