தூய தாவரத் திட்டம் (CPP) / CLEAN PLANT PROGRAMME: பருவநிலை மாற்றத்தால் ஏற்படும் சவால்கள் அதிகரித்து வருகின்றன. அதனால் தாவர ஆரோக்கியத்திற்கு அச்சுறுத்தல்களும் உள்ளன. இந்த சவால்கள் நேரடியாக விவசாய இழப்புகளுக்கு வழிவகுக்கின்றன.
விவசாயிகளின் வருமானம் மற்றும் ஒட்டுமொத்த உற்பத்தித்திறனை இவை குறைக்கின்றன. இந்தியா பண்ணை உற்பத்தித்திறனை அதிகரிப்பதில் கணிசமாக முதலீடு செய்துள்ளது.
ஆனால் நோய்க்கிருமிகள் தொடர்ந்து ஒரு பெரிய அச்சுறுத்தலை ஏற்படுத்தி, குறிப்பிடத்தக்க மகசூல் இழப்புகளை ஏற்படுத்துகின்றன.
இந்த நோய்க்கிருமிகள் பயிர் அளவு, தரம், நீண்ட ஆயுள் ஆகியவற்றைக் குறைக்கின்றன. அறிகுறிகள் தோன்றிய பிறகு, விவசாயிகள் வயலில் பயிர் நோய்களை கட்டுப்படுத்துவது சிக்கலானதாகிறது.
இதை நிவர்த்தி செய்ய, விதைகளின் தரத்தில் உயர் தரத்தை உறுதி செய்தல் மற்றும் சுத்தமான தாவர திட்டங்களை செயல்படுத்துதல் போன்ற தடுப்பு நடவடிக்கைகளின் முக்கியத்துவம் பரவலாக அங்கீகரிக்கப்பட்டுள்ளது.
இத்தகைய நடவடிக்கைகள் தாவர ஆரோக்கியத்தைப் பாதுகாப்பது மட்டுமல்லாமல், பாதகமான பக்க விளைவுகளிலிருந்து விடுபடுவதற்கான கூடுதல் நன்மையையும் தருகின்றன. அதன்படி, 2024 ஆகஸ்ட் 9 அன்று, மத்திய அமைச்சரவை தூய தாவரத் திட்டத்தை (CPP) அங்கீகரித்தது.
விவசாயிகளுக்கு உயர்தர, வைரஸ் இல்லாத நடவுப் பொருட்களை அணுகுவதற்கான ஒரு முக்கிய முயற்சியாக தூய தாவரத் திட்டம் (CPP) தொடங்கப்பட்டது.
தேசிய தோட்டக்கலை வாரியம் (NHB), இந்திய வேளாண் ஆராய்ச்சி கவுன்சிலுடன் (ICAR) இணைந்து இத்திட்டத்தை செயல்படுகிறது. இந்த முயற்சி ₹ 1,765.67 கோடி முதலீட்டை உள்ளடக்கியது . இதில் ஆசிய வளர்ச்சி வங்கியால் அங்கீகரிக்கப்பட்ட 98 மில்லியன் டாலர் கடனும் அடங்கும்.
தூய தாவரத் திட்டம் (CPP), முக்கிய பழப் பயிர்களின் ஆரோக்கியமான, நோயற்ற நடவுப் பொருளை உறுதி செய்வதை நோக்கமாகக் கொண்ட ஒரு புதுமையான முயற்சியாகும்.
இந்தத் திட்டம் விவசாயிகளின் உற்பத்தித்திறன் மற்றும் லாபத்தை மேம்படுத்துவதை நோக்கமாகக் கொண்டுள்ளது. இறுதியில் இந்தியாவின் உலகளாவிய போட்டித்தன்மையை அதிகரிக்கிறது.
இந்த முயற்சி திட்டமிடப்பட்ட முன்னேற்றங்களுடன் வடிவம் பெறத் தொடங்கியுள்ளது. சுத்தமான தாவரத் திட்டம் தொடர்பான நடவடிக்கைகள் ஏற்கெனவே தொடங்கி, அதில் முன்னேற்றங்கள் ஏற்பட்டுள்ளன.
எதிர்காலத்தைப் பொறுத்தவரை, சான்றிதழ் பெறுவதற்காக நர்சரிகளுடன் ஆலோசனைகள், அதிகாரிகளுக்கான பயிற்சித் திட்டங்களை உருவாக்குதல், பகுப்பாய்வு நெறிமுறையைத் தயாரித்தல், நோயறிதல் நெறிமுறைகள் உள்ளிட்ட உறுதியான கள நடவடிக்கைகளுடன் இத்திட்டம் மேலும் தீவரப்படுத்தப்பட உள்ளது.

CLEAN PLANT PROGRAMME: The challenges posed by climate change are increasing. So are the threats to plant health. These challenges directly lead to agricultural losses. They reduce farmers’ income and overall productivity. India has invested significantly in increasing farm productivity.
But pathogens continue to pose a major threat, causing significant yield losses. These pathogens reduce crop size, quality, and longevity. Once symptoms appear, it becomes complicated for farmers to control crop diseases in the field.
To address this, the importance of preventive measures such as ensuring high standards in seed quality and implementing clean plant programmes has been widely recognized.
Such measures not only protect plant health but also have the added benefit of being free from adverse side effects. Accordingly, on 9 August 2024, the Union Cabinet approved the Clean Plant Programme (CPP).
The Clean Plant Programme (CPP) was launched as a major initiative to provide farmers with access to high-quality, virus-free planting material. The National Horticulture Board (NHB) is implementing the scheme in collaboration with the Indian Council of Agricultural Research (ICAR).
The initiative involves an investment of ₹ 1,765.67 crore. This includes a loan of $98 million approved by the Asian Development Bank. The Clean Plant Programme (CPP) is an innovative initiative aimed at ensuring healthy, disease-free planting material of major fruit crops.
The scheme aims to improve the productivity and profitability of farmers, ultimately increasing India’s global competitiveness. The initiative is taking shape with planned developments. Activities related to the Clean Plant Programme have already started and progress has been made.
Looking ahead, the scheme is to be intensified with concrete field activities including consultations with nurseries for certification, development of training programmes for officials, preparation of analytical protocols, diagnostic protocols.
