• 2024-ம் ஆண்டில் சிறுபான்மையினர் நல அமைச்சகத்தின் முக்கிய செயல்பாடுகள் / KEY INITIATIVES & ACHIEVEMENTS OF MINISTRY OF MINORITY AFFAIRS IN 2024: சிறுபான்மையினர் நல அமைச்சகம் 2006 ஆம் ஆண்டில் நிறுவப்பட்டது. இது சிறுபான்மையினர் தொடர்பான பிரச்சனைகளில் கவனம் செலுத்துவதற்காக சமூக நீதி மற்றும் அதிகாரமளித்தல் அமைச்சகத்திலிருந்து உருவாக்கப்பட்டது. 
• இந்த சமூகங்களுக்கான கொள்கை உருவாக்கம், ஒருங்கிணைப்பு, மதிப்பீடு, வளர்ச்சித் திட்டங்களை மேற்பார்வையிடுதல் ஆகியவை அமைச்சகத்தின் செயல்பாடுகளில் அடங்கும். 
• சிறுபான்மையினரின் உரிமைகளைப் பாதுகாக்க, சிறுபான்மையினருக்கான தேசிய ஆணையச் சட்டம், 1992 -ன் கீழ் சிறுபான்மையினருக்கான தேசிய ஆணையத்தை மத்திய அரசு அமைத்தது. பௌத்தர்கள், கிருத்தவர்கள், முஸ்லிம்கள், பார்சிகள், சீக்கியர்கள் ஆகிய ஐந்து மத சமூகங்கள் ஆரம்பத்தில் சிறுபான்மையினராக அறிவிக்கப்பட்டனர். 2014-ம் ஆண்டில், சமணர்களும் சேர்க்கப்பட்டனர்.

2024 ஆம் ஆண்டில் சிறுபான்மையினர் விவகார அமைச்சகத்தின் முக்கிய சாதனைகள்

பிரதமரின் மேம்பாட்டுத் திட்டம் நாட்டுப்புற கைவினைஞர்கள் ஊக்குவிப்பு விழா

• 2024-ம் ஆண்டில் சிறுபான்மையினர் நல அமைச்சகத்தின் முக்கிய செயல்பாடுகள் / KEY INITIATIVES & ACHIEVEMENTS OF MINISTRY OF MINORITY AFFAIRS IN 2024: 100 நாள் செயல் திட்டத்தின் ஒரு பகுதியாக, சிறுபான்மையினர் நல அமைச்சகம் 2024 ஜூலை 16 முதல் 31 வரை புது தில்லியில் நாட்டுப்புற கைவினைஞர்கள் ஊக்குவிப்பு விழாவுக்கு ஏற்பாடு செய்தது. 
• இந்தியா முழுவதிலுமிருந்து சிறுபான்மை சமூகக் கைவினைஞர்களை ஒன்றிணைத்தது. இந்தத் தளம் கைவினைஞர்களுக்கு அவர்களின் உள்நாட்டு கலைகள், கைவினைகள் மற்றும் வளமான கலாச்சார பாரம்பரியத்தை வெளிப்படுத்த ஒரு தனித்துவமான வாய்ப்பை வழங்கியது. 
• இந்த நிகழ்வு சிறுபான்மை சமூகங்களின் பாரம்பரியத்தை ஊக்குவிப்பதற்காக மட்டுமல்லாமல், ஒரு புதுமையான மற்றும் தொழில்முனைவோரை வளர்ப்பதற்கும் வடிவமைக்கப்பட்டது
• கைவினைஞர்களுக்கான சூழல். சந்தைப்படுத்தல், ஏற்றுமதி மற்றும் ஆன்லைன் வணிகம், வடிவமைப்பு, ஜிஎஸ்டி மற்றும் விற்பனை போன்ற துறைகளில் அவர்களின் திறன்களை மேம்படுத்த, கைவினைப் பொருட்களுக்கான ஏற்றுமதி மேம்பாட்டு கவுன்சிலின் ஆதரவுடன் அமைச்சகத்தால் தினசரி பயிலரங்குகள் நடத்தப்பட்டன.

• பல்வேறு சிறுபான்மை சமூகங்களைச் சேர்ந்த 162 கைவினைஞர்களால் தயாரிக்கப்பட்ட 70-க்கும் மேற்பட்ட கைவினைப் பொருட்கள் மற்றும் கைத்தறிப் பொருட்கள் இந்த விழாவில் காட்சிப்படுத்தப்பட்டன.
• தொடக்க நிகழ்ச்சியின் போது, காபி டேபிள் புத்தகம் வெளியிடப்பட்டு அமைச்சகத்தின் குறிப்பிடத்தக்க சாதனைகள் பரவலாக்கப்பட்டன. தேசிய சிறுபான்மையினர் வளர்ச்சி நிதிக் கழகத்தின் கடன் திட்டமும் வெளியிடப்பட்டது. நிகழ்ச்சியின் போது, கடன் அனுமதி கடிதங்கள் மற்றும் பாராட்டு பதக்கங்கள் பயனாளிகளுக்கு வழங்கப்பட்டன.
• சிங்க நடனம், மணிப்புரி நடனம், பாங்க்ரா மற்றும் பிற நிகழ்ச்சிகள் மூலம் பல்வேறு சமூகங்களின் வளமான கலாச்சார பாரம்பரியம் இந்த நிகழ்வின் போது காட்சிப்படுத்தப்பட்டன, இது பார்வையாளர்களை மகிழ்வித்தது மட்டுமின்றி, இந்தியாவின் மாறுபட்ட கலாச்சார அம்சங்களை பார்வையாளர்களுக்குத் தெரிவித்தது.
• நிகழ்வின் போது நடத்தப்பட்ட ஒரு கணக்கெடுப்பின்படி, பதிலளித்தவர்களில் 78% பேர் விழாவில் நேர்மறையான அல்லது சிறந்த அனுபவத்தைப் பெற்றதாக தெரிவித்தனர். அதே நேரத்தில் சுமார் 97% பேர் அமைச்சகம் நடத்தும் இதுபோன்ற எதிர்கால நிகழ்வுகளில் பங்கேற்க தங்கள் ஆர்வத்தை வெளிப்படுத்தினர்.

தேசிய சிறுபான்மையினர் மேம்பாடு மற்றும் நிதிக் கழகம் (என்.எம்.டி.எஃப்.சி)

• 2024-ம் ஆண்டில் சிறுபான்மையினர் நல அமைச்சகத்தின் முக்கிய செயல்பாடுகள் / KEY INITIATIVES & ACHIEVEMENTS OF MINISTRY OF MINORITY AFFAIRS IN 2024: தேசிய சிறுபான்மையினர் மேம்பாடு மற்றும் நிதிக் கழகம் என்பது மத்திய அரசின் சிறுபான்மையினர் நல அமைச்சகத்தின் நிர்வாகக் கட்டுப்பாட்டின் கீழ் நிறுவனங்கள் சட்டம் 2013-ன் பிரிவு 8 -ன் படியான ஓர் அரசு நிறுவனமாகும். 
• சிறுபான்மை சமூகங்களிடையே பிற்படுத்தப்பட்ட பிரிவினரின் சமூக-பொருளாதார வளர்ச்சியை மேம்படுத்துவதற்காக இந்த நிறுவனம் அந்தந்த மாநில அரசுகள் / யூனியன் பிரதேச நிர்வாகம், கனரா வங்கி ஆகியவற்றால் நியமிக்கப்பட்ட மாநில சேனல் ஏஜென்சிகள் மூலம் அமைக்கப்பட்டுள்ளது. 
• தொழில் செய்யும் குழு மற்றும் பெண்களுக்கு முன்னுரிமை அளிக்கப்படுகிறது. சமீபத்தில், யூனியன் பாங்க் ஆப் இந்தியா, இந்தியன் வங்கி, பஞ்சாப் கிராமின் வங்கி ஆகியவையும் என்.எம்.டி.எஃப்.சி திட்டங்களை மறுநிதியளிப்பு முறையில் செயல்படுத்துவதற்கான புரிந்துணர்வு ஒப்பந்தங்களில் கையெழுத்திட்டுள்ளன.
• 2023-24 நிதியாண்டின் போது, என்.எம்.டி.எஃப்.சி 1.84 லட்சம் பயனாளிகளை உள்ளடக்கிய ரூ.765.45 கோடி சலுகைக் கடனை வழங்கியுள்ளது. 
• மேலும், தேசிய சிறுபான்மையினர் மேம்பாடு மற்றும் நிதிக் கழகம் தொடங்கப்பட்டதிலிருந்து இதுவரை 24.84 லட்சம் பயனாளிகளுக்கு ரூ.9,228.19 கோடிக்கும் அதிகமான தொகையை வழங்கியுள்ளது. இவர்களில் 85 சதவீதத்திற்கும் அதிகமான பயனாளிகள் பெண்கள் ஆவர்.
• விண்ணப்பதாரர்கள், எஸ்சிஏக்கள் மற்றும் என்எம்டிஎஃப்சி இடையேயான கடன் கணக்கு செயல்முறைகளை டிஜிட்டல் மயமாக்க மிலன் (என்எம்டிஎஃப்சிக்கான சிறுபான்மை கடன் கணக்கியல் மென்பொருள்) செயலியை என்எம்டிஎஃப்சி அறிமுகம் செய்துள்ளது. மிலன் மொபைல் செயலி ஆண்ட்ராய்டு மற்றும் ஐஓஎஸ் பதிப்பில் அறிமுகம் செய்யப்பட்டுள்ளது.

ஹஜ் யாத்திரை 2024

• 2024-ம் ஆண்டில் சிறுபான்மையினர் நல அமைச்சகத்தின் முக்கிய செயல்பாடுகள் / KEY INITIATIVES & ACHIEVEMENTS OF MINISTRY OF MINORITY AFFAIRS IN 2024: ஹஜ் 2024 -ன் போது, சிறுபான்மையினர் நல அமைச்சகம், சுகாதாரம் மற்றும் குடும்ப நல அமைச்சகம், வெளியுறவு அமைச்சகம், சிவில் விமானப் போக்குவரத்து அமைச்சகம், இந்திய ஹஜ் குழு மற்றும் பிற பங்குதாரர்களுடன் இணைந்து வெற்றியை உறுதி செய்ய தடையின்றி ஒத்துழைத்தன.
• தங்குமிடம் மற்றும் விமான விவரங்கள், பயணப் பொருட்கள் பற்றிய தகவல்கள், அவசர உதவி எண், குறை தீர்த்தல், பின்னூட்டம், மொழி மொழிபெயர்ப்பு, யாத்திரை தொடர்பான இதர தகவல்கள் வழங்க ஏற்பாடுகள் செய்யப்பட்டன. இந்த ஆண்டு (2024) 9,000 க்கும் மேற்பட்ட குறைகள் மற்றும் 2,000 க்கும் மேற்பட்ட எஸ்ஓஎஸ் வழக்குகள் தீர்க்கப்பட்டுள்ளன.
• 4,557 க்கும் மேற்பட்ட பெண் யாத்ரீகர்கள், மெஹ்ரம் (ஆண்துணை இல்லாத பெண்கள்) இல்லாமல் யாத்திரை மேற்கொண்டனர், இது இன்றுவரை அதிக எண்ணிக்கையைக் குறிக்கிறது.
• 264 நிர்வாக பிரதிநிதிகள், 356 மருத்துவ பிரதிநிதிகள், 1500 பருவகால ஊழியர்கள் மற்றும் 641 காதிம்-உல்-ஹஜ்ஜாஜ் யாத்ரீகர்களுக்கு சேவை செய்ய நியமிக்கப்பட்டனர். 
• இந்திய யாத்ரீகர்களின் ஒட்டுமொத்த ஹஜ் அனுபவத்தை மேம்படுத்துவதற்காக தூதுக்குழுக்களின் எண்ணிக்கை கணிசமாக அதிகரிக்கப்பட்டுள்ளது.
• பக்தர்களுக்கு 564 ஹஜ் குழு அமைப்பாளர்கள் உணவு வழங்கினர்.
• மருத்துவ பணி குறிப்பிடத்தக்க தாக்கத்தை ஏற்படுத்தியுள்ளது, 3,74,613 நோயாளிகளுக்கு சிகிச்சையளிக்கப்பட்டது, 3,51,473 வெளிநோயாளிகள் நிர்வகிக்கப்பட்டனர் மேலும், 3,178 யாத்ரீகர்களுக்கு உள்நோயாளியாக சிகிச்சை அளிக்கப்பட்டது.

ஜியோ பார்சி திட்டம்

• 2024-ம் ஆண்டில் சிறுபான்மையினர் நல அமைச்சகத்தின் முக்கிய செயல்பாடுகள் / KEY INITIATIVES & ACHIEVEMENTS OF MINISTRY OF MINORITY AFFAIRS IN 2024: ஜியோ பார்சி என்பது பார்சி சமூகத்தின் மக்கள்தொகை வீழ்ச்சியைக் கட்டுப்படுத்த ஒரு தனித்துவமான மத்திய துறை திட்டமாகும். இந்த திட்டம் 2013-14 இல் தொடங்கப்பட்டது. 
• அறிவியல் பூர்வமான நெறிமுறைகள் மற்றும் கட்டமைக்கப்பட்ட தலையீடுகளைப் பின்பற்றுவதன் மூலம் பார்சி மக்கள் தொகையின் குறைந்து வரும் போக்கை மாற்றுவது, அவர்களின் மக்கள் தொகையை நிலைப்படுத்துவது மற்றும் இந்தியாவில் பார்சிகளின் மக்கள் தொகையை அதிகரிப்பது ஆகியவை இத்திட்டத்தின் நோக்கங்களாகும்.

சிறுபான்மையினர் நலத்துறை அமைச்சகம் வக்ஃப் (திருத்த) மசோதா, 2024-ஐ அறிமுகப்படுத்தியது

• 2024-ம் ஆண்டில் சிறுபான்மையினர் நல அமைச்சகத்தின் முக்கிய செயல்பாடுகள் / KEY INITIATIVES & ACHIEVEMENTS OF MINISTRY OF MINORITY AFFAIRS IN 2024: 08.08.2024 மக்களவையில். இதையடுத்து, இந்த மசோதா நாடாளுமன்ற கூட்டுக் குழுவுக்கு அனுப்பி வைக்கப்பட்டது. 
• பட்ஜெட் கூட்டத்தொடரின் கடைசி நாளுக்குள் மசோதாவை ஆய்வு செய்து நாடாளுமன்றத்தில் மசோதா குறித்த அறிக்கையை தாக்கல் செய்ய வேண்டும் என்பது நாடாளுமன்ற கூட்டுக் குழுவுக்கான ஆணையாகும்.

• KEY INITIATIVES & ACHIEVEMENTS OF MINISTRY OF MINORITY AFFAIRS IN 2024: The Ministry of Minority Affairs was established in 2006, carved out from the Ministry of Social Justice & Empowerment, to focus on issues concerning the minorities. 
• The Ministry’s mandate includes policy formulation, coordination, evaluation, and oversight of development programs for these communities. To further protect minority rights, the Union Government set up the National Commission for Minorities (NCM) under the National Commission for Minorities Act, 1992. 
• Five religious communities – Buddhists, Christians, Muslims, Parsis and Sikhs were initially notified as minorities, and in 2014, Jains were also included.

The major achievements of the Ministry of Minority Affairs during the year 2024

PM VIKAS Scheme Lok Samvardhan Parv

• KEY INITIATIVES & ACHIEVEMENTS OF MINISTRY OF MINORITY AFFAIRS IN 2024: As part of its 100-day action plan, the Ministry of Minority Affairs organized the 'Lok Samvardhan Parv' from 16th to 31st July 2024 at Dilli Haat, INA, New Delhi, bringing together minority artisans from across India. 
• The platform offered artisans a unique opportunity to showcase their indigenous arts, crafts, and rich cultural heritage. The event was designed not only to promote the traditions of minority communities but also to foster an innovative and entrepreneurialenvironment for artisans. 
• To enhance their skills in areas like marketing, export & online business, design, GST and sales etc., daily workshops were conducted by the Ministry with support from the Export Promotion Council for Handicrafts (EPCH), ensuring a holistic approach to empowering their talent. 
• Prominent knowledge partners of the Ministry viz. National Institute of Fashion Technology (NIFT) and National Institute of Design (NID) also participated and showcased the artisans and their crafts, supported by them under various schemes of Ministry.
• The Parv showcased over 70 exquisite handicraft and handloom products from various States made by 162 artisans belonging to various minority communities.
• During the inaugural event, the Ministry’s remarkable achievements were disseminated in terms of releasing a Coffee Table Book and the Credit Plan of NMDFC was also released. During the event, loan sanction letters and commendation medals were presented to beneficiaries.
• The rich cultural heritage of various communities was displayed during the event through performances of Singhi Chham (Lion Dance), Manipuri Dance, Bhangra, and others, which not only entertained but also educated the audience about the diverse cultural tapestry of India.
• According to a survey conducted during the event, 78% of the respondents reported having a positive or excellent experience at the Parv, while approximately 97% expressed their interest in participating in such future events conducted by the Ministry.

National Minorities Development and Finance Corporation (NMDFC)

• KEY INITIATIVES & ACHIEVEMENTS OF MINISTRY OF MINORITY AFFAIRS IN 2024: National Minorities Development and Finance Corporation (NMDFC) is a Government Corporation under section 8 of the Companies Act 2013, under the administrative control of Ministry of Minority Affairs, Government of India. 
• The Corporation has been set up to promote Socio-Economic development of Backward Sections amongst the Minority Communities through the State Channelizing Agencies (SCAs) nominated by the respective State Governments / UT Administration and Canara Bank, preference being given to the occupational group and women. Recently, Union Bank of India, Indian Bank & Punjab Gramin Bank have also signed MoU for implementation of NMDFC schemes on refinance mode.
• During F.Y. 2023-24, NMDFC released concessional credit to the tune of Rs. 765.45 crore covering over 1.84 lakh beneficiaries. Further, since inception, NMDFC has disbursed more than Rs. 9,228.19 crore covering over 24.84 lakh beneficiaries out of which more than 85% beneficiaries are women.
• NMDFC has launched MILAN (Minority Loan Accounting Software for NMDFC) app to digitize loan accounting processes between applicants, SCAs & NMDFC, including integration of MIS portal of NMDFC on which data of 14.57 lakh beneficiaries is available. Android and IOS version of MILAN Mobile app has also been launched.

Haj Pilgrimage 2024

• KEY INITIATIVES & ACHIEVEMENTS OF MINISTRY OF MINORITY AFFAIRS IN 2024: Government of India, with active support and cooperation from the people and Kingdom of Saudi Arabia, has developed a robust, effective, and efficient system of pilgrimage management over the years. During Haj 2024, Ministry of Minority Affairs, Ministry of Health and Family Welfare, Ministry of External Affairs and Ministry of Civil Aviation, along with the Haj Committee of India, and other stakeholders, collaborated seamlessly to ensure the success of the operations.
• The 'Haj Suvidha App' was launched to leverage information technology for enhancing the pilgrimage experience. The app provides an administrative interface for deputationists and Khadim-ul-Hujjaj, assists in real-time monitoring and emergency response, and ensures better coordination and accountability. 
• Pilgrims can use the app to access training content, accommodation and flight details, baggage information, an emergency helpline (SOS), grievance redressal, feedback, language translation, and miscellaneous information related to the pilgrimage. 
• Over 9,000 grievances and more than 2,000 SOS cases were resolved this year.Over 4,557 female pilgrims, undertook the pilgrimage without a Mehram (Ladies Without Mehram), marking the highest number to date.
• 264 admin deputationists, 356 medical deputationists, 1500 seasonal staff, and 641 Khadim-ul-Hujjaj were deployed to serve the pilgrims. The number of KuH and deputationists have been increased substantially to improve the overall Haj experience of Indian pilgrims.
• Pilgrims also were catered by 564 Haj Group Organizers.
• The medical mission has been particularly impactful, with 3,74,613 cases treated, 3,51,473 OPD cases managed, and 19,962 mobile visits conducted. Additionally, in-treatment care to 3,178 pilgrims was provided.
• Medical mission infrastructure in Saudi Arabia included 14 branch dispensaries and 3 hospitals in Makkah, and 2 branch dispensaries and 1 hospital in Madinah, 24 ambulances were available round the clock to transport pilgrims, along with dedicated facilities for female pilgrims and those without a Mehram. A special task force was deployed for high-risk groups and single pilgrims.

Jiyo Parsi Scheme

• KEY INITIATIVES & ACHIEVEMENTS OF MINISTRY OF MINORITY AFFAIRS IN 2024: Jiyo Parsi is a unique Central Sector Scheme for arresting the population decline of the Parsi community. The scheme was launched in 2013-14. The objective of the scheme is to reverse the declining trend of Parsi population by adopting a scientific protocol and structured interventions, stabilize their population and increase the population of Parsis in India.
• The three components are Medical Assistance: to provide financial assistance to deal with fertility issues, Health of the Community: to provide financial assistance to Parsi couples to take care of their dependent elderly family members and children and Advocacy: for conducing counselling and outreach activities among the Parsi community.
• The scheme has been revised in February 2024 and the revised guidelines are available on Ministry’s website.
• The Ministry has launched a portal for Parsi couples seeking financial assistance under medical component. The portal provides convenience and access for beneficiaries to apply for benefits and track their applications. 
• The portal enables swift decision-making. The portal may be accessed through the Ministry’s website.

Waqf

• KEY INITIATIVES & ACHIEVEMENTS OF MINISTRY OF MINORITY AFFAIRS IN 2024: Ministry of Minority Affairs introduced Waqf (Amendment) Bill, 2024 on 08.08.2024 in Lok Sabha. Subsequently, the Bill has been referred to a Joint Committee of Parliament (JPC). 
• The mandate of the JPC is to examine the Bill and make a report on the bill to the Parliament by the last day of the Budget session.
